HomeMy WebLinkAbout1998-015 Parking ORDINANCE NO. 98 - AN ORDINANCE relating to parking and rules of the road; amending the City of Yakima Traffic Code to prohibit parking on the east side of 'lOth Street between "A" Street and Fair Avenue, both sides of "B" Street between 8th Street and 10th Street, both sides of Lincoln Avenue between 10th Street and 8th Street, both sides of Fair Avenue between 10th Street and Pacific Avenue, both sides of 18th Street between Nob Hill . Boulevard and Pacific Avenue, both sides of Pacific Avenue between 18th Street and Fair Avenue, the north side of Pacific Avenue between Fair Avenue and 9th Street, the east side of 7th Avenue between Pine Street and Spruce Street, both sides of Kern Road between North 40th Avenue and East Powerhouse Road, both sides of North 39th Avenue between Kern Road and Castlevale Road, both sides of Castlevale Road from North 40th Avenue to the east 530 feet, the east side of North 5th Avenue from a point 290 feet north of West "D" Street to a point 120 feet south of Cherry Avenue; and amending Section 9.50.050 of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.50.050 of the City of Yakima Municipal Code is hereby amended to read as follows: "9.50.050 Parking prohibited at all times on certain streets. When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the following streets: (1) Both sides of 3rd Street from its intersection with Arlington Street north to its intersection with South 2nd Street and the west side of South 3rd Street from the intersection of South 2nd Street northerly to the intersection of Pacific Avenue; (2) The east side of 1st Street from Sycamore Street to Tamarack Street and from Lincoln Avenue to "I" Street; and the west side of 1st Street from Tamarack Street to a point two hundred fifty feet south of "I" Street, and from Race Street south to Pacific; and both sides of 1st Street from Tamarack Street to Interstate 82; and from Pacific Street to the south city limits except on the west side from a point three hundred feet south of Arlington to a point five hundred feet south of. Arlington; (3) The east side of 3rd Avenue from a point seven hundred fourteen feet north of Division Street south to a point Page 1 • f�M.w /W.mun prte 9e /® three hundred seventy -three feet north of Prasch Avenue, and from King Street to Washington Avenue; and the west side of 3rd Avenue from a point six hundred ninety -two feet north of Division Street south to the south city limits; (4) Both sides of 5th Avenue from "B" Street to Lincoln Avenue and the east side of 5th Avenue from Walnut Street south to a point three hundred feet south of Spruce Street, and from Pine Street to Queen Anne Boulevard; and the west side of 5th Avenue from Walnut Street to a point two hundred thirty feet south of Tieton Drive, and from Division Street to Nob Hill Boulevard; and the east side of 5th Avenue from one hundred feet north of Fruitvale Boulevard to Quince Street, and from a point 290 feet north of West "D" Street to a point 120 feet south of Cherry Avenue; (5) The east side of 7th Avenue from Yakima Avenue to Chestnut Avenue, and from eetPine Street to Tieton Drive; (6) Both sides of 11th Avenue from Walnut Street to Spruce Street and the west side of 1lth Avenue from Tieton Drive north the Yakima Valley Transportation Company railroad tracks and . the east side of 11th Avenue between Walnut Avenue and Yakima Avenue; (7) Both sides of 16th Avenue within the city limits except the east side from twenty feet south of Nob Hill Boulevard to three hundred twenty feet south thereof; (8) The east side of 24th Avenue from Nob Hill Boulevard to Viola Avenue, and from a point one hundred fifty feet south of Logan Avenue to Washington Avenue; and the west side of 24th Avenue from Nob Hill Boulevard to a point one hundred feet south of Clinton Way, and from a point twelve hundred feet north of Washington Avenue to Washington Avenue; (9) Both sides of "I" Street from 1st Street to 5th Avenue; (10) Both sides of "F" Street from 8th Street one -half block east to alley; (11) Both sides of Lincoln Avenue from 4th Street to 1st Street, and from 10th Street to 8th Street, and from 5th Avenue to 40th Avenue, and from 24th Avenue to 40th Avenue; and north side of Lincoln Avenue from 44th Avenue to 46th Avenue; and the south side of Lincoln Avenue from 16th Avenue to 24th Avenue and from 46th Avenue to Bitterroot Way; (12) Both sides of "B" Street from 4th Street to Naches Avenue and from 8th Street to 10th Street; the north side of "B" Street from Naches Avenue to 8th Street; and both sides of "B" Street from Pierce Avenue to 6th Avenue; Page 2 f ak 9S,® (13) The north side of "A" Street from 16th Avenue to Hall • Avenue, and from 4th Street to the alley one -half block west thereof; and the south side of "A" Street from Naches Avenue to 3rd Street; (14) The north side of Summitview Avenue from 7th Avenue to Pierce Avenue, and from a point two hundred eighty feet west of the west curb of Pierce Avenue to a point one hundred eighty feet west of Custer Avenue, and from forty feet west of 15th Avenue to 31st Avenue, and from 32nd Avenue to the west city limits; and the south side of Summitview Avenue from 7th Avenue to 33rd Avenue, and from three hundred eighty feet east of 39th Avenue to the west city limits; (15) Both . sides of Yakima Avenue from 8th Street to 9th Street, and from Front Street west to the railroad tracks, and from Chicago Avenue to 22nd Avenue; and the south side of Yakima Avenue from 1st Street to a point one hundred fifty feet east of 1st Street, and from 12th Avenue to Chicago Avenue; (16) Both sides of Chestnut Avenue from 12th Avenue to 15th Avenue, and from 16th Avenue to 20th Avenue; and the south side of Chestnut Avenue from 6th Avenue to 12th Avenue (except for indented angle parking located between 10th Avenue and the loading zone opposite South 9th Avenue); and except that • parking on both sides of Chestnut will be allowed on Sundays between 6th and 9th Avenues and between 1 lth and 12th Avenues from 6:00 a.m. to 1:00 p.m. and from 20th Avenue to Stanley Boulevard; (17) The east side of Stanley Boulevard from Chestnut Avenue to 23rd Avenue; and the west side of Stanley Boulevard from Laban Avenue to a point six hundred ten feet south; (18) Both sides of Walnut Street from the alley east of 1st Street to 3rd Avenue, and from 6th Avenue to 1 lth Avenue; and the north side of Walnut Street from 6th Street to Naches Avenue and from 3rd Avenue to the alley west of 4th Avenue, and the south side of Walnut Street from the alley east of 4th Avenue to the alley west of 4th Avenue; (19) The north side of West Spruce Street from Holton Avenue to 12th Avenue; (20) Both sides of Tieton Drive from 5th Avenue to the west city limits except the north side from 8th Avenue to 9th Avenue; (21) Both sides of Nob Hill Boulevard from the east city limits to the west city limits; (22) Both sides of Mead Avenue from 10th Street to Voelker Avenue and from 1st. Yakima Municipal Code, Section 9.50.050, 'should be revised to include sections of 10th Street, "B" Street, and Lincoln Avenue that were impacted by the•Gateway Project. Last fall parking was made physically impossible by the project's road striping that was completed on these sections of the one -way streets. "No Parking" signs were installed on the north and south sides of "B" Street and Lincoln Avenue between 8th Street and 10th Street, on the east side of 10th Street between "A" Street and Fair Avenue, and on the newly constructed portions of Fair Avenue. The parking restriction on Fair Avenue specifically should continue on both sides from the Gateway area south to Pacific Avenue. iti ith the existing street widths, curb and gutter, and center left turn lanes, parking should be restricted both sides of 18th Street from Nob Hill Boulevard to Pacific Avenue and on both sides of Pacific Avenue from 18th Street to Fair Avenue. Plus, due to the newly installed traffic signal at Pacific Avenue and Fair Avenue, "No Parking" is recommended for the north side of Pacific Avenue from Fair Avenue to 9th Street. Davis High School has requested that Council prohibit parking on the east side of 7th Avenue between Spruce and Pine. The school district buses cannot maneuver properly through this section of street with vehicles parked on both sides. Staff reviewed the area and agrees that parking should be removed from one side of this block of 7th Avenue. Also, as part of the public hearing decision on the Smith - Pearson Development, the restriction of parking is required on both sides of the new one -block cul -de -sac section of Castlevale Road east of No. 40th Avenue, the newly constructed section of No. 39th Avenue from this section of Castlevale to the improved section of Kern Road, and on this same section of Kern Road between No. 40th Avenue and East Powerhouse Road. I requested this service because.the previous paint job had faded away. This curve was previously painted yellow from 413 North 5th Avenue to beyond 417 North 5th Avenue to the telephone pole. This yellow curb has been there since we • have lived here and beyond. There should also be a NO PARKING sign at the telephone pole. Because. of the narrowness of the 5th Avenue and the traffic it receives, especially during the work day and early evening, parking vehicles on or near this curve makes it difficult for large trucks to make it around this bend. On many occasions the large Tractor & Trailer trucks heading north have scraped their rear tires on the curb at this bend. It is my request that the City paint the curb beyond what it is now which would allow all vehicles, large and small, to clear the bend and not force any vehicles in the center lane to slow down or move beyond the center division in to on- coming traffic. We have had some cars climb the curb on to the planter strip to avoid side - collision. At this bend of the Avenue, the planter strip in front of 417 North 5th Avenue and beyond is only two - feet wide which would then force cars on to private property or on to the sidewalk which would then endanger foot traffic. On March 9th, the Traffic Department painted over (deleted) approximately forty feet of yellow curbing in front of 417 North 5th Avenue which had previously been yellow for years. I would like to see the forty feet they blacked out repainted yellow. Your prompt response to this matter can save lives. It is a matter of time that something will happen...It just means painting the curb a few more feet and, if it is possible, adding • another NO PARKING 'gn would insure such safety. - Barbara A.
