ORDINANCE NO. 98- 17
AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective January 1, 1998; amending Subsections
2.20.110 A, 2.20.110 B, 2.20.110 C, 2.20.110 D, 2.20.110 E, 2.20.110 F,
2.20.110 G, 2.20.110 J, 2.20.110 K, 2.20.110 L, and 2.20.110 N, all of the
City of Yakima Municipal Code.

BE IT ORDAINED BY THE CITY OF YAKIMA:
WHEREAS, the City Council finds and declares an emergency to exist so as to
authorize the immediate effectiveness of this ordinance in order to adjust the employee salaries to be
effective January 1, 1998, as required by collective bargaining agreements between the City and certain
employee groups and otherwise as authorized during consideration by the Council of the 1998 budget,
now, therefore,

BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule •
constituting Subsection B through 0 of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of January 1, 1998. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B through E shall be
evaluated annually in accordance with a management performance evaluation plan. The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule:"
Section 2. Subsection 2.20.110 B of the City of Yakima Municipal Code is hereby amended to
read as follows:

SUMMARY EXPLANATION:
The attached resolution authorizes a three year Agreement with the Yakima Police Patrolmans Association.
This contract represents the result of many months of negotiations between the parties. The settlement
package is outlined below:
Major 1998 - 2000 YPPA Labor Settlement Provisions
Term: 1/1/98 - 12/31/2000
Wages: 1/1/98 - 3.0% Police Officers and Sergeants

STAFF RECOMMENDATION: Enact Resolution Authorizing the Execution of the Collective Bargaining
Agreement and adopt the classification and compensation ordinance.

Medical: Effective 7/1/98, YPPA to increase contribution to medical by an additional
wage deferral of .5% for a total of 2.4% and an additional .5% effective 7/1/99
for a total of 2.9% of wages over the term of the contract.
Education
Incentive: Maintain Current Contract Language.
Clothing
Allowance: 1/1/98 Increase benefit from $40 /mo to $50 /mo.
Life
Insurance: Effective 1/1/98 increase benefit from $20,000 to $25,000.
Holidays: Increase the bank of 88 hours currently received by patrol shift referred to as A,
B, and C squads to 100 hours effective 1/1/98 and effective 1/1/99 increase
bank from 100 to 110 hours.
Differential
Pay: Provide $65 /mo premium pay for those officers assigned to investigative
assignments.
In addition, other language changes including, but not limited to, management rights, employee rights,
grievance procedure, shift hours, and off duty employment were achieved and are reflected in the 1998 -2000
collective bargaining agreement. According to the City's calculations, the 1998 settlement cost is estimated to
be $249,046.
Additionally, the compensation and classification ordinance adjusts the YPPA wages for 1998 and 1999 by
the settlement provisions outlined above. Further, the ordinance adjusts the management group wages by a
positive 0.54% in accordance with the Yakima Municipal Code Section 2.20.116. This code section requires
the management compensation adjustment to be changed once the impacts of a labor settlement is known, if
the settlement occurs after January 1 of any calendar year.
Both the Police and Management adjustments are retroactive to January 1, 1998 and may be accommodated
within existing budget appropriations.
