HomeMy WebLinkAbout1998-009 Land Development Fees 410 ORDINANCE NO. 98- 0 0 AN ORDINANCE relating to zoning and land use; amending existing land development fees 2 and adding a new fee for Administrative Adjustments of certain Class 1 and 2 uses ; 3 and amending Section 15.26.010B of the City of Yakima Municipal Code. 4 BE IT ORDAINED BY THE CITY OF YAKIMA: SECTION 1. 6 Subsection 15.26.010B of the City of Yakima Municipal Code is hereby amended to read as follows: 7 1. The Council accepted the staff report and directed legislation to be submitted. These fees have been recalculated and checked for accuracy in the rounding to the nearest dollar. In addition, staff was directed to prepare a Fee Schedule study, which will be presented later in the year, with 1999 Budget matters. The attached staff report provide details of the study as directed and the previous deliberations. Resolution _ Ordinance. BOARD RECOMMENDATION: COUNCIL ACTION: • City of Yakima, Washington Department of Community and Economic Development • Planning Division Staff Report For Council Meeting of March 3, 1998 Subject: 1998 Fee Schedule Amendments for Land Development Ordinance Contact Person: Joan Davenport, Supervising Associate Planner (575- 6164) Background On February 3, 1998 the Yakima City Council considered a staff report identifying proposed 1998 amendments to the Fee Schedule for Land Development applications. The Council accepted the staff report and directed staff to prepare an ordinance which implements a 4.0% increase over the 1997 Fee Schedule, based up the Seattle- Tacoma Area Consumer Price Index (CPIU) one year increase for the first half of the period1996 -1997, as reported by the US Bureau of Labor. There was considerable discussion between Council members and the public regarding whether the Seattle - Tacoma CPIU was the most appropriate measure for application within the Yakima Valley. In addition, there was some discussion regarding the practice of rounding fees to the nearest dollar, especially on fees of less than $100 which may result in a higher than 4.0% increase. Council direction was to prepare the 1998 Fee Schedule based upon the method which has been used since 1990 (Seattle - Tacoma CPIU, rounded to nearest dollar). Further, the Council directed staff to prepare a fee study which covered the following .items: 1. Determine what percentage of the fee should cover staff and processing costs; 2. Determine which cost of living index should be used annually in calculating fee changes; 3. Prepare a comparison of fees used by other jurisdictions. 411 The above noted study will be prepared in 1998 and be considered with the 1999 Budget discussions.
