ORDINANCE NO. 99- 42
AN ORDINANCE relating to traffic; temporary free parking in core business
district on Saturdays, and enacting as a new section, section
9.50.072 of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 9.50.072 of the City of Yakima Municipal Code is
hereby enacted as a new section to read as follows:
"9.50.072 Temporary free parking in core business district on
Saturdays.
Sections 9.50.080 and 9.50.215 shall not apply on Saturdays
from November 20, 1999 through January 1, 2000."
Section 2. This ordinance shall be in full force and effect (30) calendar
days after its passage, approval and publication as provided by law and by the
City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 19 day of
October, 1999.

SUMMARY EXPLANATION:
As part of an effort to promote the downtown business district, the Downtown Area Redevelopment
Committee (DARC) is recommending the elimination of parking enforcement in the core business
district on Saturdays. This would include the City parking lots available for public use and on- street
parking between 1 Street to the west, "B" Street to the north, Walnut Street to the south, and
Naches Avenue to the east. DARC's recommendation to Council is that this free Saturday parking
be provided to holiday customers from November 20, 1999 through January 1, 2000 (a total of 7
Saturdays).
Attached are amendments to Section 9.50.080 and 9.50.215 of the Municipal Code eliminating
parking enforcement on Saturdays in the core business district for on- street parking and in the City
lots.
There are five City -owned and operated parking lots available for public use that generate
approximately $80 to $100 on Saturdays in hourly parking fees. Additionally, parking citations on
Saturday generate $200 to $300 in revenue. The revenue from the hourly fee goes into Parks Fund
for maintenance in the planting areas downtown. The revenue from parking citations goes into the
General Fund.
The Parking Division currently enforces parking ordinances Monday through Saturday, 8:00 a.m. to
5:00 p.m., except holidays. With the passage of the attached amendments, the Parking Enforcement
Officer currently working Tuesday through Saturday would be shifted to Monday through Friday,

thereby eliminating the Saturday parking enforcement and doubling the parking enforcement on
Monday. The loss of revenue to the General Fund from parking citations issued on Saturday
(approximately $200 to $300 per Saturday) will likely be offset by additional citations written on
Monday. Therefore, it is anticipated that the total revenue loss for this holiday promotion will be
approximately $700.
In addition to eliminating parking enforcement in the City -owned public use lots on Saturday, it is
recommended that City -owned employee parking lots in the area of City Hall be opened on
weekends only for downtown free parking on November 20, 1999 through January 1, 2000. We are
requesting Council approval of this proposal, although no ordinance or resolution is required.
Please note we have met with the County Engineer, and the County Board of Directors will be
considering a similar proposal for County owned employee parking lots on November 2, 1999.
