BE IT ORDAINED BY THE CITy OF YAKIMA: Section 1. Subsection 2.20.100 A of Cthe City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective , 1999, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of September 18, 1999. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule:" PERSIX Work Ord. 8/17/99 -- 2 -- • Section 4. It is the recommendation of staff that this salary be amended prior to re- advertising to fill the position vacated by Fred French. Amending a single management salary range has been done in the past and it would appear logical to do so now in order that we may attract a person to that position who is capable of providing the community and professional leadership needed for this important position. A report on the salary survey and the salary recommendation is attached. Funding the increase may be accommodated within the Engineering Budget from the savings in the position vacancy year to date. Resolution Ordinance X Contract Other Specify Report Funding Source: 041 — Engineering Operating Budget APPROVAL FOR SUBMITTAL: ty Manager STAFF RECOMMENDATION: Enact Ordinance amending City Engineer Compensation Plan BOARD /COMMISSION RECOMMENDATION: COUNCIL ACTION: • Recommendation to Amend Compensation Plan for City Engineer Background: Historically, market analyses (salary surveys) have been done for Department Heads, Division Managers and Executive Support positions to ensure that Yakima's managerial group salaries remained competitive with like government and private sector comparables. The last study was conducted by the Human Resources Division in 1997. The City of Yakima recently recruited nationally for a City Engineer. This recruitment only attracted approximately 15 candidates of which only four were minimumly qualified for the position. The candidate offered the position declined based on the fact that City's compensation package was not attractive enough for him to make the move from the Midwest to Yakima. Before re- advertising this position, a market analysis was conducted on the City Engineer position to determine if the current salary range of $61,380 - $74,604 would remain competitive within the current labor market for City Engineer. The attached market analysis indicates that Yakima's Compensation Plan for the City Engineer is less than the average of 16 public sector employers surveyed, many of which are considerably smaller than Yakima. The selected cities surveyed were: Redmond, Kirkland, Kennewick, Richland, Lynnwood, Bellingham, Olympia, Renton, Federal Way, Everett, Wenatchee, Gresham, Oregon, Beaverton, Oregon. Yakima County, Thurston County and Washington State DOT were also surveyed. Four of the areas surveyed are from the east side of the State (Kennewick, Richland, Wenatchee, and Yakima County). The City of Yakima's City Engineer position salary range of ($6,217 monthly /$74,604 annually) is 4.3% below the average for the Washington/Oregon positions surveyed or $269 less per month reflecting a $3,228 difference annually from the survey average -- $6,486 monthly or $77,832 annually). Proposal Based upon the above, and the fact that the market for qualified engineers is extremely tight, we . recommend that the top step for the City Engineer position compensation be adjusted to at least the _ _ average of the Washington cities surveyed at $6,486 monthly. However, with the State's recent attempt to abate their problems recruiting and retaining qualified engineers and the current problems Yakima County is experiencing to fill management engineering positions, we recommend that the top step for the City Engineer position compensation be adjusted to one step above the current City Engineer salary to a maximum of ($6,526 monthly or $78,312 annually). The position's current maximum monthly salary of $6,217 is 15.7% below the Director of Community and Economic Development's, maximum monthly salary of $7,195. With a one -step increase for the City Engineer position the top salary of $6,526 would bring the position to 10% below the Director of Community and Economic Development's top salary. It would also become the highest paid Division Manager salary. Actual salary levels would remain to be negotiated within the new salary range, depending upon qualification and experience. Conclusion: It is important that we remain competitive in the market place in order to fill this position, if the City of Yakima desires to maintain the required leadership to continue the excellent capital improvement program currently in effect and plan for future growth in Yakima. Maintaining a strong leadership in our Engineering Division that networks with several other agencies, including the State and County, obtaining, using, and sharing outside funding services to provide a maximum of support for capital projects and keeping Yakima competitive in this growing market is important to Yakima. The future direction and success of Yakima's ability to fund major capitol projects rest with the quality and leadership of our new City Engineer. For these reasons, nationwide recruitment is planned. This will give us the opportunity to explore the job market both locally and nationally for Engineering professionals.
