Data From Traffic Counters: . Counters were positioned on Tuesday, August .24, 1999 and removed on Thursday August 26, 1999. . Volume (24 hr): 2606 Percentile Speed at 85% 40.1 MPH [Critical Speed] Percentile Speed at 50% 34.4 MPH Percentile Speed at 15% 28.8 MPH 10 MPH Pace 30 — 40 MPH Percent of vehicles in pace 70% Road and Land Use Characteristics: Roadway Environment: Three lane street, with one lane each direction and a center left turn lane. In addition, a 5 foot wide marked bike lane is present in both directions. : A very steep slope exists on the south side of the road, which prohibits additional development and driveways. This slope also inhibits sun to the roadway, contributing to shady conditions during many times of the day and icy conditions in the winter. Adjoining segment of roadway located within Yakima County is currently posted at 35 mph. The road is very flat with minor horizontal curvature. Driveway Locations and Intersections: Only one street intersection on the south side :of the road way segment:exists.(Peck's ;!Canyon) and one single family home, near 40 Avenue.= Driveways on the north side ofthe street segment all have left turn protection and are developed with commercial radius. Two commercial driveways exist into Fred Meyers shopping center; two commercial driveways are constructed to a vacant industrial park and one driveway exists into a 99 unit mobile home park. Additional driveways are not likely in this road segment. Adjoining Land Uses and Zoning: South side of street segment is low density zoning but due to toporaphy, no additional residential development is expected. The north side is zoned for commercial, industrial and high density. The industrial area is presently vacant, but the driveway locations have been established through conditional rezoning for an industrial park. All properties have controlled access to the street segment. Adjoining Speed Limits: North 40 Avenue: 35 MPH Fruitvale to Washington Ave West Powerhouse Rd (west of City Limits) 35 MPH Peck's Canyon Rd 25 MPH Findings: 1. The street has been posted at 25 MPH since annexation into the City of Yakima. In conjunction with redevelopment of the area north of West Powerhouse Road, the street has been completely reconstructed to an urban cross section including curbs, gutters, sidewalks, street lights and bike lanes. 2. Field data indicates that actual speeds are higher than the posted speed. Only 15 percent of the vehicles are traveling at 28 MPH or less, while 50 Percent are traveling at 34.4 MPH. The "Critical Speed" is defined at the speed at which 85 percent of all vehicles are traveling at or below, which was determined to be 40.1 MPH for this section of Powerhouse Road. • 3. Speed Limits are regulated by YMC 9.50.370. The maximum posted speed limit within the City of Yakima is 35 MPH, which is largely reserved for four lane streets, such as North 40 Avenue, Washington Avenue and Nob Hill Boulevard. Recommendation: Due to the land use and roadway characteristic identified above, West Powerhouse Road between North 40 Avenue and the City limits is recommended to be posted at 30 MPH. This action would be consistent with other two and three lane collector arterial streets within the City of Yakima. Although actual speeds are somewhat higher and the ITE Manual may provide for a 35 MPH speed limit, the posting of 35 MPH is generally reserved for four lane arterial streets. :Memorandum To: Shelley Willson,- Streets & Traffic Operations Manager From: Joan Davenport, Traffic`Engineer & Bill Quitta, Traffic Associate Date: 9/8/99 . Leave the 48 Avenue between Nob Hill Boulevard and Washington at 35 MPH at this time. Data from Traffic Counters . This is the pertinent speed data for 48 Avenue from Summitview Avenue t� Washington Avenue. The data was collected between 5/6 and 5/12/99 and is for both directions combined. 48 Ave Wash. — N. Most of the street does not have sidewalks and has gravel shoulders. The street is very straight with a slight grade especially near Summitview Avenue. Driveway Locations and Intersections:.The intersections 48 Avenue with Tieton Drive and also of Nob Hill Boulevard are signalized.. South 48 Avenue and Summitview is a 3 -way intersection with 48 Avenue controlled by sstop sign. A Four -Way stop sign at Chestnut. Adjoining Land Uses and Zoning : Numerous residential driveways currently exist between Chestnut and Nob Hill Boulevard. A few commercial driveways exist in the vicinity of the Tieton Drive intersection. Between Chestnut and Summitview the land uses include a church, large condominium development and residential mini - storage units, with few single family homes.A mixture of residential zoning and commercial zoning exists in the study area, with a variety of land use types. These are the other factors considered for determining the appropriate posted speed limit for 48 Avenue. 1) The roadway lengths between stop or signal-controlled intersections (1,200 ft. to 2,500 feet) allow ample time for the development of a large range of speeds. This is evidenced . by the slightly lower- than- normal % of driver speeds that fall within the applicable 10 mph pace for each section. However, the Four -Way Stop sign at Chestnut breaks up the main segment between Summitview Avenue and Tieton Drive. 2) The roadway surface varies considerably among the sections noted above. Large portions south of Chestnut and north of Nob Hill Blvd to near Arlington, especially, are narrow single lanes each direction with narrow gravel shoulders and close -set power poles. None of the sections have undergone any recent major road surface improvements. Most of 48 Avenue is without sidewalks, other than a small portion on one side, north and south of Tieton Drive. The entire segment from Summitview to Nob Hill Blvd has numerous active residential and commercial driveways, with the current mix of neighborhood - commercial and residential land use frontage on 48 Avenue. Most of 48 Avenue is fairly flat; however, the section south of Summitview Avenue is sloped for southbound traffic, which helps promote natural "speed momentum" for drivers heading toward Chestnut. 3) A "School — Speed Limit 20 When Flagged" zone exists midway between Nob Hill and Tieton Drive and is currently signed appropriately. 4) Truck traffic on 48 Avenue is assumed possibly higher than normal for Yakima arterials with similar conditions, especially with George Joseph located west of 48 Avenue on Chestnut, and our signs requesting that trucks drive north and south on 48 Avenue at Chestnut. Recommendation The ITE manual calls for a Maximum Proposed Speed Limit of 35 mph for 48 Avenue given the current physical features, roadway conditions, 85 % speed and 10 MPH pace, and traffic characteristics. The current posted speed is 35 MPH from Summiview Avenue to Tieton, and 25 MPH from Tieton to Nob Hill Blvd. These two sections do not vary in any way that warrants this 10 MPH regulatory speed discrepancy between them. With all the data considered, our recommendation is for a uniform posted speed of 30 MPH for the entire section of 48 Avenue from Summitview to Nob Hill Blvd. Another similar arterial is. Englewood Avenue west of 40 Avenue, which is posted 30 MPH -- a regulatory speed that seems to be appropriate, both in terms of the way it drives and via the data gathered during the last study done there. On 48 Avenue, the data listed above confirms an average 85% speed of 34 MPH for the three segments from Summitview Avenue to Nob Hill Blvd. This supports the recommendation for a posted 30 MPH speed for this entire section of 48` Avenue. 48 Avenue from Nob Hill Blvd. to Washington Avenue is currently posted 35 MPH. The recently gathered speed data supports our recommendation to maintain this regulatory speed. The traffic volume is less than 1/3' of that north of Nob Hill Blvd, and there are considerably fewer direct access drives or cross streets. `� The 45 MPH 85 percentile speed indicates that speed enforcement emphasis might be aaprdpriate for this segment. Bill Quitta, Traffic Associate SUMMARY EXPLANATION: • Enclosed are Speed Limit Data and Findings for two roadways (West Powerhouse Road and South 48 Avenue) both proposed to be changed to 30 MPH. West Powerhouse Road was annexed into the City in 1994 and has been 25 MPH since that time. South 48 Avenue is posted at 35 MPH and 25 MPH depending upon location. Speed study data supports changing the speed limit for these two roads to 30 MPH.
