AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective July 15, 1999; amending Subsections
2.20.100 A, 2.20.100 C, . 2.20.110 A, and 2.20.110 F, all of the City of
Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be
effective July 15, 1999, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20.100 C of the City of Yakima Municipal Code is hereby amended

Section 3. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of July 15, 1999. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule:"

RE: Creation of new classification of Public Safety Lead Dispatcher
Dear Commissioners Wright, Cox, Warren and Carlson,
On December 1, 1997 the City of Yakima and IAFF, Local 469 entered into a
collective bargaining agreement (CBA) for the Public Safety Dispatcher
bargaining group. This collective bargaining agreement was the culmination of
the city's efforts in consolidating the police and fire dispatch functions.
As part of the CBA, an agreement was reached to evaluate the value and need
for Tine supervisors (Article 26.4 Lead Public Safety Dispatcher — attached). As
part of that agreement an eighteen (18) month trial period was created in which
we assigned personnel the added duties that were anticipated to be needed
under this proposal. That eighteen month period terminates on June 1, 1999.

During this time the City has determined that creation of these positions is of
value to the organization. Accordingly, we would like to proceed with the creation
and filling of these positions through promotional testing. Per the CBA, the pay
for the lead dispatch position was ten percent (10 %) above the base pay for the
Public Safety Dispatcher position. We are proposing that this salary range be

DEFINITION: The Public Safety Lead Dispatcher works in conjunction with the Public Safety
Communications Supervisor in the public safety communications center. This work entails actual
dispatching emergency and non - emergency requests for fire, emergency medical and law enforcement
assistance, as well as some supervisory duties. Evaluates the information provided to determine the
appropriate jurisdiction, equipment and personnel to be dispatched. Operates a variety of electronic
equipment to successfully dispatch the appropriate emergency response. Performance is evaluated by
the Public Safety Communications Supervisor through observations of daily activities, logs and
interaction with the individual.
This is responsible, time sensitive work involved in the receipt of 9 -1 -1 calls and the transmission of
radio and telephone messages and requests for police, fire and emergency medical agencies. The Lead
Dispatcher assists the Communications Supervisor in directing the day -to -day functions of the
Communications Center and with other supervisory duties as assigned.
The employee will be required to deal with sensitive information in a discreet and professional manner.
Performs related work as required.
DUTIES
The following duties are illustrative only and are not all encompassing. Other related
duties may be required as a function of this position.
ESSENTIAL DUTIES: In conjunction with and in the absence of the Communications Supervisor
this position is responsible to oversee and ensure the smooth operation of the Communications Center,
including the prioritizing and assignment of work, monitoring work, providing direction to
Communications Center employees and arranging for sufficient staff to ensure minimum staffing
requirements.
The Lead Dispatcher is also a resource for other Dispatchers and Calltakers on technical issues,
equipment operations, operational procedures and rules and regulations, and other duties as assigned
by the Communications Supervisor or Manager. Lead Dispatchers are expected to perform the work of
Dispatchers in emergency situations. Lead Dispatchers must maintain a high level of knowledge
regarding all aspects of the work assigned to Dispatchers and Calltakers.
Assumes the duties of a primary police and/or fire dispatch position.
In conjunction with and in the absence of the Communications Supervisor, the Lead assigns tasks,
monitors and directs employee work and behavior, ensures minimum staffing requirements are met,
and reports activities to the Communications Supervisor at the earliest opportunity, researches
inquiries /complaints and may recommend action to the Communications Supervisor.
Participates in orientation and the initial training regarding new employees as well as in service
training to assigned personnel as needed.
Prepares performance evaluation information regarding assigned personnel for inclusion in daily,
monthly, annual and special performance evaluations of personnel assigned to the Communications
Center.

and short term, and planned and unplanned vacancies.
Assist with maintaining security of and in the Center.
SECONDARY DUTIES: Assists in maintaining the cleanliness of the Communications Center.
Performs data entry for reports, etc. as needed for the agencies served.
Maintains the necessary data base information for both CAD and GEOFILE.
Makes recordings of incidents from the Center's recording equipment in support of follow up
investigations or court ordered requirements.
Serve in the position of Acting Communications Supervisor, as assigned.
MAJOR WORKER CHARACTERISTIC: Knowledge of call receiving and dispatching techniques,
practices and procedures for both Law and Fire/EMS incidents; familiarity with protocols, practices and
procedures of the entire scope of public safety emergency operations. Knowledge of procedures involved
in supervising a team of employees in the public safety environment. Demonstrated ability to assumes
the duties of a primary police and/or fire dispatch position. Knowledge of and skill in use of computers.
Ability to identify, organize, process and disseminate complete and accurate information in a logical

to quickly recall details and essential information. Ability to work multiple time - sensitive tasks and
issues in response to visual and sound stimuli with a high degree of accuracy. Ability to read and
discern visual images on a variety of media, to include small liquid crystal displays offering very little
brightness /darkness contrast, standard monochrome and color CRT display screens, printed matter
that has been reduced to less than normal size type, multi - colored indicator lights which have differing
flash rates and color which indicates the status of electronic functions.
UNUSUAL WORKING CONDITIONS: Subject to stress due to the nature and urgency of the
emergency services provided. Will be required to work rotating day /night shifts, including weekends
and holidays. Works in a secured environment with artificial lighting. Smoking is not allowed in the
building and is allowed only to the extent of available breaks. May be required to work without breaks
and/or meal breaks. Ninety percent (90 %) of duties are performed in a seated position with limited
opportunity for physical movement. May be required to work beyond the normal work schedule. Must
have active telephone service at residence.
LICENSE, REGISTRATIONS, AND CERTIFICATES: Must possess /obtain and maintain all
licenses, registrations and/or certificates needed to successfully perform the duties of the position,
including ACCESS and First Aid/CPR certifications, as well as any adopted by the Center as a
requirements for Dispatcher and Calltaker positions.
MINIMUM CLASS REQUIREMENTS: Any combination of experience equal to a minimum of three
year's experience, excluding probationary period, in the position of Fire Dispatcher, Police Dispatcher or
Public Safety Dispatcher with the City of Yakima.

may be extended by mutual agreement of the parties.
Subject to the provisions of this section, vacancies for
Public Safety Dispatcher shall be filled according to
Section 12.2 of this agreement.
26.4 Lead Public Safety Dispatcher. As soon as
administratively possible after the consolidation of the
dispatch operation, the City shall temporarily assign for a
trial period of up to eighteen months, four (4) Lead Public
Safety Dispatcher. Pay for the temporary assignment shall be
ten percent (100) above the base pay for the Public Safety
Dispatcher position. Personnel seeking these temporary
assignments shall submit a letter of application.
Experience, skills, abilities and seniority shall be
considered when selections are made. Selections will be made
by the Communications Manager and the Communications
Supervisor.

During and at the conclusion of the trial period, the City
shall evaluate the need, performance and benefit of these
supervisory positions. Subject to that evaluation, the City
will determine whether to regularly fill any or all of these
positions. If the City decides to create and regularly fill
these positions, they will be considered promotional and
shall be filled by open and competitive examination if
created.
If the City decides to establish the Lead Public Safety
Dispatcher as a regular position;. the duties, title, and
compensation (as outlined in Article 36, Creation of New
Classifications) will be set forth in an applicable class
specification. Generally, those duties will be consistent
with Public Safety Dispatcher duties with the addition of
following duties, but not limited to those duties: geofile
maintenance, training, payroll, data entry, relief duties
and limited supervision when the Public Safety
Communications Supervisor or Manager are not present.
During the trial period Section 18.3, Relief Public Safety
Dispatcher Differential andrSection 18.7, Shift Differential
shall remain inactive and not applicable.
In the event, the City does not create and fill three (3) or
more regular positions of Lead Public Safety Dispatcher by
the conclusion of the trial period then Section 18.3, Relief
Public Safety Dispatcher Differential and Section 18.7,
Shift Differential shall be reinstated.
In the event the City does create and fill three (3) or more
regular positions of Lead Public Safety Dispatcher by the
conclusion of the trial period then Section 18.3, Relief
Public Safety Dispatcher Differential and Section 18.7,
Shift Differential shall be null and void and not of legal
effect.
ARTICLE 27 - HOURS OF WORK AND OVERTIME
27.1 The Employer has the right to schedule bargaining unit
members to work eight (8) hour, ten (10) hour or twelve (12)
hour work shifts within a twenty -four (24) hour period. The
Employer has the right to schedule certain employees to work
eight (8) hour, ten (10) hour or twelve (12) hour work
shifts. Work schedules designed by the Employer will be
consistent with the provisions of FLSA.
27.2 Overtime. For Bargaining Unit members, overtime hours
are those hours worked in excess of forty (40) hours in a
regularly scheduled seven (7) day work period and all hours
outside one's normally assigned shift. For the purposes of
computing overtime all paid leave time shall be considered
time worked.
27.3 No Pyramiding. Nothing contained in this collective
bargaining agreement shall be interpreted or enforced in
such a manner as to result in the duplication, pyramiding or
multiple payment (whether by fractions or otherwise) of
compensation for such items as overtime involving the same
hours of labor.
27.4 Meals and Break Periods Members of this Bargaining
Unit will be granted meal period(s) of forty (40) minutes
during their shift. On an eight T8) hour this wi1T be
a single meal period as close to mid shift as possible and
on a twelve (12) hour shift there shall be two (2) meal
periods, as close as possible to four (4) hours and again at
eight (8) hours into their shift. A rest period of fifteen
(15) minutes shall be allowed for each four (4) hours of
working time. Rest periods shall be provided as near as
possible to the midpoint of each four (4) hour work period.
Meal and break periods will be provided as long as a Public
Safety Dispatcher or Lead Public Safety Dispatcher is
available for relief and the workload existing at the time
is such that the remaining personnel can provide dispatching
services at no degradation to the public. The
Communications Supervisor may also be used as relief for
these periods but at the discretion of the Division
management. Personnel on meal or break periods shall be in
the immediate vicinity of the communications center (on the
Law and Justice Building grounds) and available for
immediate call back to duty. On occasion, but not
regularly, at the discretion of the Lead Public Safety

SUMMARY EXPLANATION:
0 The attached ordinance creates a new Classification and Compensation Plan to
implement the creation of Public Safety Lead Dispatcher. The classification was
approved by the Police /Fire Civil Service Commission at their June 7, 1999 meeting.
On December 1, 1997 the City of Yakima and IAFF, Local 469 entered into a collective
bargaining agreement (CBA) for a Public Safety Dispatcher bargaining group. The
CBA agreement was to establish a Public Safety Lead Dispatcher after an eighteen
month trial period. The trial period terminated on June 1, 1999. As per the CBA, the
pay for Public Safety Lead Dispatcher would be 10% above the base pay for the Public
Safety Dispatcher position.
