HomeMy WebLinkAbout1999-028 AMENDING 1999 BUDGET ORDINANCE NO. 99- 2 8 AN ORDINANCE amending the 1999 budget for the City of Yakima; and making an appropriation of $20,000 in the 161 - Parking and Business Improvement Area Fund for expenditure ' during 1999 to establish a Farmer's Market. WHEREAS, the amount of $20,000 must be appropriated within the 161 - Parking and Business Improvement Area Fund for expenditure during 1999 to establish a Farmer's Market, and WHEREAS, at the time of the adoption of the 1999 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1.. The amount of $20,000 is hereby appropriated from the Unappropriated Fund Balance in the 161 - Parking and Business Improvement Area Fund to account numbers as specified on Schedule I as a 1999 appropriation. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. Re solution Approving Street Closure of South 3' Street SUBMITTED BY: Cook, Director of Community and Economic Development CONTACT PERSON/TELEPHONE: William Cook 575 -6227 SUMMARY EXPLANATION: Over the past four months, the Downtown Area Redevelopment Committee (DARC) has been working on the establishment of a Downtown Farmers' Market. The goal is to create a "festive, family- oriented, downtown, community farmers' market" that takes advantage of Yakima's agricultural and tourism economies. At your meeting on May 18, 1999, Council approved a Professional Services contract with Vance Corum (AdVance Marketing) design, planning, and the start-up of a downtown market. On Thursday, June 10, 1999, the DARC board met and approved the final site location and financing details to open the market on Sunday, July 18, 1999, and run each Sunday (16 weeks) through October 31, 1999. The Downtown Area Redevelopment Committee submits the following recommendations to Council for your consideration: 1. Amend the 1999 Parking and Business Improvement Area budget (fund 161) to appropriate $20,000 for expenses anticipated to set -up and market the Downtown Farmers' Market (Please note: the recommendation from DARC is limited to the overtime cost of setting up the market. All future operating costs of the market are to be funded from market revenues.) 2. Adopt a resolution approving a street closure on South 3 Street (see attached photo) from Yakima Avenue to Chestnut Avenue for the 16 Sundays starting July 18, 1999, and ending October 31, 1999, for the hours of 8:00 a.m. to 4:00 p.m. (Please note, a street closure permit will be handled through the Police Department, but Council approval has been requested because this event will reoccur over a 16 week period.)
