HomeMy WebLinkAbout1999-030 Classification and compensation plan amendment ORDINANCE NO. 99- 30 AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective August 22, 1999; amending Subsections 2.20.100 A, 2.20.100 C, 2.20.110 A, and 2.20.110 C, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective August 22, 1999, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.100 C of the City of Yakima Municipal Code is hereby amended to read as follows: "C. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of August,22, 1999. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule:" Section 4. The classification was approved by the Charter Civil _ Service Commission at their July 12, 1999 meeting. A recent retirement created a vacancy and upon reviewing the duties being performed under the current classification of Waterworks Specialist I, Pay Range 13.5. ($2,412.75 - $2,892.88), the classification was found to no longer accurately reflect the duties for this particular position. The attached report summarizes the findings of the classification study for the new position of Waterworks Drafting /Service Representative in the Water Division. The creation of this new position is necessitated to more accurately reflect the job duties, tasks, and responsibilities. A recent retirement has created the current vacancy and upon reviewing the duties being performed the current classification was found to be inappropriate. The new class specification will also increase the minimum qualifications. This study has included interviews with Dueane Calvin, Water /Irrigation Manager; Dave Brown, Water and Irrigation Engineer; and Alvie Maxey, Water Distribution Supervisor comparison to positions within the City of Yakima's classification structure; a factoring analysis; and a compensation survey of local and regional public jurisdictions. This new classification request is based upon technical changes and the complexity of new mandates which has increased the scope and level of responsibility for the position which is currently classified as a Water Works Specialist I. The position presently operates as a "nightman" and is on -call to respond to emergency water line problems. As will be demonstrated later, several factors have substantially increased the complexity and technical nature of the activities associated with the operation, maintenance and rehabilitation of the distribution system. The complexity of the water distribution system and workload demands due to increases in the physical system are such that it has been incumbent on this position to become more knowledgeable in alternative materials, equipment and computerized drafting. Based upon data discussed in this report, we recommend that the class of Waterworks Drafting /Service Representative be established and allocated to the City's Master Ordinance for classification at Pay Range 16 ($2,700.48 - $3,232.60). RECOMMENDATIONS The Municipal Code, Section 2.20.030, and the Civil Service Rules both require certain actions to be taken when allocating a position to a certain pay range. Included in those actions are the consideration of pay rates of other similar or related classes; the availability of personnel, to do the job; prevailing wage rates, both locally and in similar jurisdictions; and City financial policy and economic conditions. The recommendation for allocation of Waterworks Drafting /Service Representative to pay range 16 is based upon these requirements and discussed henceforth. DUTIES AND RESPONSIBILITIES The current duties and responsibilities are outlined on the attached proposed class specification and detailed below. SUMMARY This position's responsibilities are: under limited supervision, performs skilled work in the drafting of service meter locations using computer generated drafting tools and under general supervision, turns water services on and off, evaluates emergencies associated with the water system for repairs, turns water mains on and off and isolates fire hydrants. DRAFTING Using computer generated drafting tools such as AutoCAD LT to draw service meter record drawings and other pertinent details related to the water distribution system. WATER MAIN BREAKS Isolate leaking sections of the distribution system and evaluate repair needs and collect pertinent property damage information. CaII appropriate personnel for repairs. Assist in completing maintenance record and as -built drawings. WATER SHUT -OFF DUE TO FLOODING The Waterworks Drafting /Service Representative is responsible for determining the need to shut off water service immediately due to flooding or damage to the water system. Performs search of computer records pertinent to the area in question. Assists the customer in locating the problem area and determines if the problem is on city property or private property; follows established repair procedures prior to resumption of water service. LOW VOLUME OR PRESSURE The Waterworks Drafting /Service Representative meets with customers to discuss low pressure or water volume problems. This may include taking pressure readings in the area to determine if the problem is local or area wide. The Drafting /Service Representative may also provide maintenance service to the system and check inside the customer's house or business to determine the reason for the low pressure or volume problem and make recommendations or repairs. REPAIR AND MAINTENANCE OF FIRE HYDRANTS Respond to emergencies by removing broken hydrants and transporting or isolating hydrant. Disassemble and repair hydrants in place and in shop. Assist in completing maintenance record and as -built drawings. MAINTENANCE Participate in valve maintenance program by cleaning valve boxes with hand and power tools, adjusting valve box to grade and exercising valve. Assist with completing valve maintenance record. Participate in inspecting of pressure reducing valves and making adjustments, requires use of atmosphere testing equipment. Participate in water system flushing program by opening and closing valves and fire hydrants. Requires use of traffic signing and flagging. Assist in completing maintenance records. DECISION - MAKING • Assists in the evaluation of traffic control and flagging needs. • Determines what underground locates are required. • In emergencies, calls out the crew and equipment, based on job requirements. • Coordinates work activities with supervisor, customers, utilities, other city departments and the general public. • Repair and replacement materials and procedures necessary for service lines and valves. • Ensures safety of the public and crew. • Determines and collects information necessary for keeping proper records concerning system operation and changes. Makes appropriate entries of information into AIMMS computerized accounting /tracking system and City GIS system. • Make reasonable interpretations and /or verifications of field notes on service configuration and location. EXPOSURE TO HAZARDS Works in all types of outdoor conditions and inclement weather; required to perform heavy lifting, and exposed to hazardous substances such as asbestos pipe and sanitary waste. CHANGES IN POSITION The Waterworks Specialist I, "Nightman ", has traditionally been used to respond to emergency water line problems. The position has become much more - technical and skilled, as responsibilities have increased with the growth and complexity of the water distribution system. In the past ten years, over thirty miles of transmission and distribution mains, 2,000 new services, as well as appurtenant fittings, valves and structures have been added to the water system. Primary changes to the position of Waterworks Specialist I, "Nightman ", include: • Larger and more technical equipment, such as front - loaders, backhoes, asphalt grinder and gas- detectors, all requiring broader knowledge of appropriate operating and safety procedures. • Reading and interpreting blueprints and maps. • Use of computers in the maintenance of records. • Required to interface with customers, contractors and consultants on all aspects of the distribution system. • Training in the proper care, handling and use of protective clothing for the safety of crews and public during the repair. • Maintenance and disposal of asbestos pipes. • Added preventative maintenance /repair techniques and procedures. • The requirement to digitize distribution system components relating to service meter locations. FACTORING ANALYSIS The standard factoring system developed by the U.S. Civil Service Commission, using twelve categories of criteria for measuring internal allocation, was applied to this position. Pay Range 16 is indicated for the position. SIMILAR CITY CLASSIFICATIONS The class of Waterworks Drafting /Service Representative is unique in the City of Yakima. The position with the most directly similar duties is Waterworks Specialist II at pay range 15 ($2,582.62 to $3,092.21), however, the Waterworks Drafting /Service Representative is required to draft meter locations using computerized drafting tools and is not required to operate heavy construction equipment sets it apart even from this class. This position is somewhat similar to the Engineering Technician II at pay range 16.5 ($2,764.61 to $3,315.80) for the drafting aspect of the duties but does not include the survey or inspection duties, and the Engineering Technician II does not include any of the waterworks duties. AVAILABILITY The availability of skilled individuals to fill this position is somewhat limited due to the requirement that the individual be experienced in waterworks as well as the ability to use computerized drafting tools. The applicant pool for the Waterworks Drafting /Service Representative may come as a promotional opportunity within the City, or from other cities throughout the region. PREVAILING RATES A compensation survey for these positions was sent to relevant local and regional employers, both public and private. Employers who provided matches for this position are listed in the left -hand column of the survey summary page. Participants matched jobs in the survey to summary descriptions of Yakima's position. Matches were determined based on duties, not title only. A summary page of data for the Drafting /Service Representative position is attached. This position has 8 fair matches with 18 survey participants, all from the public sector. The average (mean) range for jobs that are a fair match is $2,766.34 - $3,456.20. According to the 'City Charter, 2.20.030, prevailing wage rates in the Yakima area and rates of pay in other jurisdictions are not the sole considerations for linking salary ranges to the classification plan. Because of the strong need for internal parity within the City and the division, Pay Range 16 at $2,700.48 to $3,232.60 is the closest supportable range to the survey data for this position.
