HomeMy WebLinkAbout1999-010 Salaries and fringe benefits for mayor, asst mayor councilmembers council salaries council salary i ORDINANCE NO. 99- 10 AN ORDINANCE relating to salaries and fringe benefits of the mayor, assistant mayor, and councilmembers; allowing the City Clerk to calculate salary increases based upon the new bi- monthly publication of the Seattle- Tacoma Consumer Price Index for Seattle Urban Wage Earners and Clerical Workers, to be published on even months beginning January, 1998; and amending Section 2.20.094 of the City of Yakima Municipal Code. BE IT ORDAINEDBY THE CITY OF YAKIMA: Section 1. Section 2.20.094 of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.094 Salary of mayor, assistant mayor, and councilmembers— Fringe benefits. A. Salary of Mayor and Assistant Mayor. The mayor and assistant mayor shall be paid a salary computed and paid on a monthly basis. The salary of the mayor and assistant mayor for the two -year term commencing January 1, 1990 and for the successive term thereafter shall be as follows: Term Commencing Salary Per Month Mayor— January, 1990 $855.00 Mayor — January, 1992 $900.00 Assistant Mayor — January 1990 $650.00 Assistant Mayor— January 1992 $690.00 Provided, in the event either the mayor or assistant mayor who are elected in January 1990 are not newly elected or re- elected to the city council, then the salary for such mayor and /or assistant mayor shall be: Mayor — $650.00 Assistant Mayor — $325.00 B. Salaries of Councilmembers. Councilmembers shall be paid salaries computed and paid on a monthly basis. The salaries for councilmembers elected to take office for terms commencing before January 1, 1990, the terms commencing January 1, 1990, and the successive term thereafter shall be as follows: Term Commencing Salary Per Month Councilmembers — Before January, 1990 $325.00 Councilmembers— January, 1990 $570.00 Councilmembers— January 1992 $600.00 C. Formula for Increase /Decrease of Salaries. Provided, that commencing on January 1, 1993, and thereafter on the 1st day of January of each successive year, the salaries paid to councilmembers, mayor, and assistant mayor shall be increased or decreased for each year according to the following formula. The 1992 salary for the mayor, assistant mayor, and councilmembers established in subsections A and B of this section shall be the base. To that figure shall be added an annual adjustment which shall be the percent change in the United States Department of Labor Consumer Price Index for Seattle Urban Wage Earners and Clerical Workers, or the successor to such index, calculated from the previous year's July June index to the current year's July June index Tess one percent. For example, the calculation for the increase or decrease in salary for 43 the year 2000 shall be based upon the indexes from July June of 19911998 to July June of 19921999. The annual increase or decrease in salaries for the mayor, assistant mayor, and councilmembers shall continue until such salaries reach no more than one thousand dollars per month for councilmembers, one thousand two hundred fifty dollars per month for the assistant mayor, and one thousand five hundred dollars per month for the mayor. Thereafter, such salaries shall remain at the aforementioned levels until changed by ordinance. Commencing January 1, 1993, the council may by resolution affirm the annual increase or decrease established by the formula in this subsection. D. Fringe Benefits. Commencing January 1, 1992, members of the city council, including the mayor and assistant mayor, shall receive no compensation for serving as mayor, assistant mayor, or councilmember other than the salary provided by subsections A, B, and C of this section, and the following additional benefits, which are authorized: 1. Reimbursement for expenditures as provided by Section 2.20.086 of this chapter; 2. Protection of a five thousand dollar life insurance policy, with the premium fully paid by the city; 3. Protection of Workmen's Compensation Insurance coverage under the State Industrial Insurance system; 4. Protection by a policy of insurance known variously as professional liability insurance or errors and commission insurance, covering councilmembers acting in their official capacity, with coverage in the same amount as obtained from time to time for the protection of other city officers and employees, with the premium fully paid by the city; 5. Payment by the city of its portion of Social Security payroll tax on earnings of councilmembers; and any other benefits expressly required by applicable laws; 6. Participation in the city employee welfare benefit program established by Section 2.04.100 of this chapter, provided that an election and payment are made as provided in Section 2.04.030(D)(4) of this chapter. This ordinance shall be in full force and effect 30 days after its passage, approval, and publication as provided by law 'and by the City Charter. The proposed amendments are made necessary due to the change in consumer price index values from the previous semi - annual publications to bi- monthly reporting, starting January, 1998. The proposed ordinance amendments will align the salary calculations with the new CPI reporting publications, providing a formula for CPI calculations that will conform therewith.
