AN ORDINANCE amending the 2000 budget for the City of Yakima; and
making an appropriation of $100,000 within the 140 —
Commute Trip Reduction Fund for expenditure during
2000 to construct a Park and Ride parking lot.
WHEREAS, the amount of $100,000 must be appropriated within the 140
— Commute Trip Reduction Fund for expenditure during 2000 to construct a Park
and Ride parking lot, and
WHEREAS, at the time of the adoption of the 2000 budget it could not
reasonably have been foreseen that the appropriation provided for by this
ordinance would be required; and the City Council finds that an emergency exists
of the type contemplated by RCW 35.33.091 and that it is in the best interests of
the City to make the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $100,000 is hereby appropriated from the
Unappropriated Fund Balance in the 140 — Commute Trip Reduction Fund to
account number 140 -4- 140 - 314 - 1913 - 59565 -650 as a 2000 appropriation.
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by law
and by the City Charter.

ITEM TITLE: An Ordinance amending the 2000 budget for the City of Yakima;
and making an appropriation of $100,000 within the 140 -
Commute Trip Reduction Fund for expenditure during 2000 to
construct a Park and Ride parking lot.

SUMMARY EXPLANATION:
Earlier this year Transit Division developed a proposal forward to the suitability of a
new Park and Ride Lot using available Commute Trip Reduction (CTR) funds. The site
reviewed for feasibility is on the city owned property on the east side of North Fair
Avenue across from the Gateway Shopping Center, west of I -82 and just north of the of
the Yakima Avenue exit.
At the time of FY 2000 budgeting, this project could not be foreseen. The entire cost of
the Park and Ride project is estimated to be 8157,316 and Transit will also be
contributing available capital funds for this project.

• Since the Entrances Committee, Co- chaired by Mayor Place and Representative Skinner,
is reviewing the entire Yakima Avenue/I-82 interchange, they were requested to review
the feasibility of the Park and Ride while also meeting Committee objectives.
The proposed project would provide approximately 67 parking stalls. The parking lot
area includes landscaping and encompasses approximately 1/2 acre of the 2 -acre lot.
The entrance/ exit off of Fair Avenue would be at the existing berm opposite from the
Gateway driveway nearest Pier 1 Imports. A Transit turnout is proposed for the
northbound Fair Avenue transit route just north of the proposed park and ride
driveway. The parking lot will be fenced with chain link fencing and 4 new parking lot
lights will be added.
The Entrances Committee began with a focus of efforts in the Yakima Avenue /I -82
interchange area since there are remaining funds for providing some landscaping
amenities around the interchange.
The Committee has also been focusing on:
• "YAKIMA" lettering
• Cleanup of Gateway entrance by Cavanaughs
• Signing
• Continuing work with the Northeast citizens
• Weeds sprayed in Area 4
• Improving various entrances to Yakima
