AN ORDINANCE amending the 2000 budget for the City of Yakima; and
making an appropriation of $45,696 within the 000 —
General Fund for expenditure during 2000 to provide
programs associated with state criminal justice grants.
WHEREAS, the amount of $45,696 must be appropriated within the 000
— General Fund for expenditure during 2000 to provide programs associated
with state criminal justice grants, and
WHEREAS, at the time of the adoption of the 2000 budget it could not
reasonably have been foreseen that the appropriation provided for by this
ordinance would be required; and the City Council finds that an emergency
exists of the type contemplated by. RCW 35.33.091 and that it is in the best
interests of the City to make the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $45,696 is hereby appropriated from the
Unappropriated Fund Balance in the 000 — General Fund to account numbers as
shown on Schedule I as a 2000 appropriation.
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by
law.and by the City Charter.

ITEM TITLE: An Ordinance Amending the 2000 General Fund Budget to provide programs funded by
State Criminal Justice Grants.

SUMMARY EXPLANATION:
With Initiative 695 implemented in January 2000, Motor Vehicle Excise Taxes are no longer available to
support the Criminal Justice Funding to Cities, administered by the Department of Community, Trade,
and Economic Development (DCTED). However, State General Funds remain in the Municipal Criminal
Justice Account at the state, which are not affected by 1695. Additionally, DCTED has noted that these
programs are not considered part of the "backfill" funding.
The City has historically received 3 grants -1) Innovative Law Enforcement Strategy, 2) At -Risk Child or
Child Abuse Response Program, and 3) Domestic Violence Reduction /Counseling. Because of the
uncertainty of the continuation of these funds after January 2000, the revenue and corresponding
programs were not included in the City's 2000 budget. We have recently received notification that the
City will continue to receive grant funds, although at a reduced level, through the biennium.
The attached appropriation ordinance establishes both the revenue and expenditure budgets related to
these programs. We anticipate receiving $16,277 for Law Enforcement Strategy, $22,853 for At -Risk
Children, and $22,843 for Domestic Violence Advocacy grants in 2000. These amounts total $61,973
and represent approximately 68% of the prior year distribution. Because the Law Enforcement Strategy
is earmarked for the Bicycle patrol program and that program was not affected by the budget cuts
related to 1695, there is not a corresponding expenditure appropriation for this revenue source.
Expenditure appropriations include $22,853 for The Yakima County Substance Abuse Coalition which
administers the At -Risk youth programs, and $22,843 for the YWCA which administers the Domestic
Violence Advocacy program. (This distribution to the Yakima County Substance Abuse Coalition will
restore the City's participation in these programs to levels similar to the 1999 budget.)
Both of these appropriations will also require contract modifications. The resolution and related
contract will be presented for Council consideration at the next regularly scheduled meeting. Staff
respectfully requests Council approval of the attached ordinance to provide $45,696 for the DCTED
grant programs.
