AN 'ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective October 1, 2000; amending Subsections
2.20.100 A, 2.20.100 C, 2.20-.100 D, 2.20.110 A, 2.20.110 B, and
2.20.110 F, all of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be
effective October 1, 2000, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20.100 C of the City of Yakima Municipal Code is hereby amended

Section 4. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of October 1, 2000. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule:"

SUMMARY EXPLANATION:
The attached ordinance creates the new classification and recommended allocation for the position
of Public Safety Communications Supervisor.
41, Police and Fire Civil Service Commission at their June 5, 2000 meeting approved the creation of
new union - exempt classification of Public Safety Communications Supervisor as agreed to by
City Management and IAFF Local 469. This proposal was agreed to due to the administrative
changes in duties and responsibilities with the consolidated center and also by meeting all the criteria
for exemption in tests used by the Public Employees Relation Commission.
The Public Safety Committee of the City Council has reviewed these recommendations and approves
forwarding these new classifications to be established and allocated in the City's Master Ordinance
for Classification at Pay Code 975 ($3,724.86 - $4,527.38) for the Public Safety Communications
Supervisor.

RE' Communications Supervisor Position — Exempt Status
Dear Commissioners Carlson, Cox, Warren and Wright:

City Management and IAFF, Local 469 have reached an agreement that the
currently vacant position of Communications Supervisor be made a union exempt
position. (See attached)
This position's responsibilities and duties have changed in nature since we
became a consolidated center with more emphasis now placed on the
administrative duties including confidentiality issues regarding personnel. Using
the Public Employees Relation Commission's test for exemption we have found
that the duties of this position meet all of the criteria. Those tests are:
1) Authority to recommend hiring /firing
2) Can invoke discipline •
3) Can grant time off .
4) Does performance evaluations
• 5) Involved in grievance process
6) Recommends transfers /layoffs /promotions
7) Makes work assignments.

Both parties realize the potential conflict performing these duties can have for a
Union member and for the betterment of the organization agree to this change.

This Agreement is entered into between the City of Yakima; hereafter referred to as the
"City ", and the 'International Association of Fire Fighters Local 469; hereafter referred to
as the "Union ".
Whereas, the classification of Public Safety Communications Supervisor is currently a
Bargaining Unit position, being represented by the Union, and
Whereas, the classification Of Public Safety Communications Supervisor is currently
vacant, due to a recent retirement, and
Whereas, the Union and the City recognize that the character of the job classification has
changed substantially over the past few years, and

Whereas, the Union and the City agree that this position needs to be filled at the earliest
possible convenience,
l[t is agreed by both parties that:
1. The Classification of Public Safety Communications Supervisor shall become an
exempt, non - affiliated, position.
2. The Classification of Public Safety Communications Supervisor shall remain in
Police and Fire Civil Service.
3. The wages and benefits for the exempt position shall be no less than the current
represented classification. .
4. The Collective Bargaining Agreement covering Public Safety Dispatchers and
Supervisor shall be hereby amended, removing reference to this exempt position
from:
a. Article 1.1 Union Recognition and Bargaining Unit
b. Article 26.3 Public Safety Dispatch Personnel, subsections (a) & (c)

5. The Class Specifications for this position shall remain unchanged at this time.

CLASS SPECIFICATION
(CODE: 17101 TITLE: Public Safety Communications Supervisor rev. 9/2000
DEFINITION: Under general supervision is responsible for the day -to -day operation of the fire,
emergency medical, and law enforcement dispatch and 911 call answering sections
(Communications Center). Supervises subordinate personnel in the Communications Center.
Performs related work as required.
DUTIES
The following duties are illustrative only and not all encompassing. Other related
duties may be required as a function of this position. 1
Essential Duties: •
Provides direct supervision of the Communications Center.
Responsible for the preparation and maintenance of payroll for the personnel in the
Communications Center.
Responsible for development and implementation of Communications Center procedures and
techniques.
Ensures that Communications Center personnel receive proper training in communications
techniques, operation of equipment, procedures, computers and computer programs and
applications.
Ensures that the MSAG and other programs /projects specific to 911 are maintained and
performed in a timely, efficient manner.
Coordinates and supervises emergency communications for other agencies that use the
services of the Communication Center.
Ensures that alarm receiving systems are in compliance with local, state and federal
regulations and laws. Ensures proper records and reports on the alarm receiving systems are
maintained.
Works with the Information Systems Division and the Division Manager to ensure that the
Computer Aided Dispatch and related systems are operational and updated to meet the
Communications Center's requirements.
Ensures security and confidentiality of sensitive information.
Conducts performance evaluations of subordinate personnel. Investigates complaints. Fulfills
responsibilities of the grievance procedure.
Secondary Duties:
Makes presentations to management, representatives of the community and other agencies in
regards to the Center's operation. Meets and works with representatives of community, city
officials, government officials, businesses and agencies in formal and informal forums.
Prepares reports as required by the division and for other agencies.
Serves as acting Division Manager as assigned.
Provides assistance to the Manager in preparation and maintenance of the Communications
Center budget.
