HomeMy WebLinkAbout2000-040 Amending the 2000 Budget; purchase of replacement chiller unit ORDINANCE NO. 2000- 4 0 AN ORDINANCE amending the 2000 budget for the City of Yakima; and making an appropriation of $125,000 within the 333 — Law and Justice Capital Fund for expenditure during 2000 to purchase a replacement chiller unit. WHEREAS, the amount of $125,000 must be appropriated within the 333 — Law and Justice Capital Fund for expenditure during 2000 to purchase a replacement chiller unit, and WHEREAS, at the time of the adoption of the 2000 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The amount of $125,000 is hereby appropriated from the Unappropriated Fund Balance in the 333 — Law and Justice Capital Fund to account number 333 -4- 333 - 518- 1923 - 59421 -620 as a 2000 appropriation. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. Light, 576 -6549 SUMMARY EXPLANATION: The City of Yakima Police Station / Legal Center experienced a critical mechanical breakdown within the existing HVAC system when an essential compressor within the chiller failed. Proper climate controls for efficient and safe operations of the facility are essential. All employees and visitors with the facility are impacted, with the greatest concern being in the public access areas of the Municipal Court and in the secure areas of the Jail. This failed compressor cannot be repaired and replacement is required. If replaced, • there will be no warranty offered or implied on the replacement compressor and any future failures with associated repair costs will be the burden of the City. Additionally, this will be the second compressor installed in this Chiller since it was new, 5 '/Z years ago. The other replacement compressor and the rebuilding of original equipment compressors were covered by warranty. This Chiller unit has a history of frequent failures and high maintenance. It does not adequately perform to the required needs of the facility and is not reliable. Replacement of the entire HVAC chiller unit is recommended. The attached Resolution authorizes an emergency purchase of a new chiller and waives the bid requirement. The attached Ordinance establishes an appropriation in the Law and Justice Capital Fund of $125,000 for this purchase.
