HomeMy WebLinkAbout2000-026 Amending the Classification & Compensation Plan ORDINANCE NO. 2000 - .2 6 AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective August 1, 2000; amending Subsections 2.20.100 A, 2.20.100 C, 2.20.100 D, 2.20.110 A, 2.20.110 B, 2.20.110 C, and 2.20.110 D, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A- classification plan for city employees is hereby adopted to be effective August 1, 2000, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.100 C of the City of Yakima Municipal Code is hereby amended to read as follows: "C. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of August 1, 2000. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule:" Section 5. Wendell Adams, City Engineer CONTACT PERSON/TELEPHONE: Carol Bates, x6090 SUMMARY EXPLANATION: In the Community and Economic Development Department, two Div requested to make some reorganization modifications to titles and positions to help define and clarify the staffing positions present in each division. The Charter Civil Service Commission at their meeting of June 5, 2000 passed a title restructuring in the Code Administration Division. The title restructuring is based upon the Division's need to ensure lik istomer service without major mistakes and delays. The changes approved for the Code dministration Division were: a. Change the title of the current Code's Department Assistant III to Permit Technician with minor changes to the classification and maintain the current salary range of 8.5 ($1,982.90 - $2,378.09) b. Create a new title and classification for the current Permit Technician to Plans Examiner I (Residential) at pay range 12.0 ($2,312.22 - $2,771.55) to be consistent with the current pay presently received. Place the Plans Examiner I (Residential) classification in the newly created Plans Examiner Series c. Create a new title and classification for the In -House Code Inspector only to Plans Examiner II (Commercial) at pay range 17.0 ($2,894.61 - $3,475.27) to be consistent with the current pay scale presently received. Place the Plans Examiner II (Commercial) in the newly created Plans Examiner Series. d. Place the current incumbents in the new classifications and change their titles accordingly There is no budgetary impact to the above recommended changes. The Engineering Division is proposing a minor change to the Construction Engineer position, which has been vacant since the fall of 1999. After reviewing the class specification and evaluating the 0 d e eds of the Division, a new title is proposed with minor revisions to the current classification. The commended title changes the Construction Engineer to Construction Supervisor to more equately reflect what is expected from the position. Also proposed and accepted by the Civil Service Commission was to reduce the pay range to more accurately represent the required levels of responsibility and education from 972 ($4,312.45 - $5,241.50) to pay code 973 ($4,104.45 - $4,991.90) • The Charter Civil Service provides the employees under its jurisdiction the prerogative Ito request a review and analysis of their jobs when sufficient evidence supports a preliminary conclusion. The job must have significantly changed in response to service needs and technical requirements. T reclassifications were postponed for presentation from earlier this year as the new Fleet Manage just been hired and requested additional time to review the reclassifications in his division. On of e postponed reclassifications, the Fleet Maintenance Attendant, has been approved by the Charter Civil Service Commission. This classification was approved by the Chief Examiner and forwarded to Prism Works, LLC for a detailed review. The following report /classification summary involves one employee and was formally approved by the Charter Civil Service at their June 5, 2000 meeting. The Commission approved the proposed changes to the classification and title and also approved the proposed reallocation of the Fleet Maintenance Attendant. The estimated cost is $457.60 for the remainder of 2000. While unbudgeted, this sum can be accommodated through other budget savings. The title restructuring has included an on -site audit with the incumbents, with input from their supervisor, Carolyn Belles and Doug Maples, Code Administration Manager. An internal analysis comparing this position to others within the City of Yakima's classification structure; and an external analysis comparing title with responsibilities of employees who perform similar types of jobs at other local and regional jurisdictions. This title - restructuring request is based upon the Division need to ensure customer service without major mistakes and delays. The current Department Assistant III title was established in 1978 during the city -wide classification study and was intended to serve primarily as a "receptionist/typist” with minor responsibilities including filing, answering the telephone and cashiering the permit fees. The automation of the building permit system, along with an increase in the number of building permits, has impacted the nature of the duties now performed by the present Department Assistant III. Additionally, this position has taken on duties over the years, which have been performed by other departments. The present Department Assistant III position performs at a higher technical level skill than previously intended for the Department Assistant III position. The Code Administration Division currently has a Permit Technician classification, however the person is performing residential plan review. Our proposal is to use the title of Permit Technician, but change the duties to reflect the Code Administration Division's Department Assistant III responsibilities and re -title the current Code Administration ® Division's Department Assistant III to a Permit Technician. This would move the Code Administration Division's three positions from the .Clerical Series into the Code Yakima �n..eun ''lli! 1994 Inspection Series and necessitate making minor changes to the present job descriptions. In research with other building departments, the duties being performed by the Code Administration Division's Department Assistant III are more commonly called a Permit Technician. Recommendations Based on the results of the title restructuring study and the data presented in this report, we recommend the following: • Modify the Code Administration Division Department Assistant III title to Permit Technician. • Reallocate the Permit Technician classification to R 8.5 with a pay range of $1982.90 - $2378.09 to be consistent with the current pay scale presently received in the Code Administration Division DA III position. • Place the affected employee in the new classification of Permit Technician and change their titles accordingly. Section 2 — External Analysis and Comparison The evolution of building departments to provide service to their customers has changed over the last several years and most building department's senior staff has empowered - their staff to do more duties along with increasing technology. The construction industry has advanced as fast as the computer industry. This means the skill level of all building department's staff must be increasing to stay ahead of this advancement. The in- house Code Inspector position was created to serve as the plans examiner for the department along with a code reference resource and helping the customer with questions that are more technical in nature. The automation of the building permit system along with an increase in the number of building permits has impacted the nature of the duties now performed by the present Permit Technician and in -house Code Inspector. These positions have taken on additional duties over the years, which have been performed by other departments. The present Permit Technician and in -house Code Inspector positions perform high -level technical tasks, which are very different than would be expected to be performed by someone in the classification of Permit Technician and/or Code Inspector. 41/ The Code Administration Division currently does not have a Plans Examiner Yakima am.eaa II 1994 ® classification series, but staff does perform plan review. Wendell Adams, has been reviewing all the divisions' class specifications to ensure the needs of the City are able to be met, as well as reviewing the training and experience of the present staff as they are allocated into their current positions. It is recommended to propose a restructuring of the Engineering Division in phases using current employees who have received the necessary training and education to qualify for the modified positions. Other positions, which are not currently filled, will be recommended to be modified to reflect the actual requirements of the positions. The Engineering Division is responsible for designing and inspecting both private developments and city Public Works projects. The work is of a professional nature and the current job positions and classifications are not sufficient 'to meet the requirements of the City. While construction inspection tasks are being met, the design and project management tasks are not. This is due to the lack of project management staff who has the appropriate job descriptions and responsibilities. Several current employees are being paid "out of class" for work that is required to complete the scheduled projects. Present staffing levels have been cut due to budgetary reasons over the past couple of years. In order to accomplish more work - with fewer employees the restructuring is needed. With the recent progress in technology, there is an opportunity to change the job descriptions and responsibilities of several positions. This position is currently vacant. No salary adjustment is recommended at this time. The Construction Engineer position has been vacant since the Fall of 1999. After reviewing the class specification and evaluating the needs of the division, minor revisions are recommended. A new title is also proposed changing the class specification from . Construction Engineer to Construction Supervisor to more adequately reflect what is expected from the position. Currently the salary for the Construction Engineer position is based at the pay code level of 972. This pay code level is the same level as the Senior Engineer position, which has a higher level of responsibility and requires significantly more education and experience. The two positions while equal in pay, do not have equal requirements. For this reason, it is • proposed to adjust the pay code for the Construction Supervisor to more accurately represent the required levels of responsibility and education. The study has included an on -site audit with the incumbent, with input from supervisors /managers Marvin Horn, Don Toney (former Fleet Manager) and Chris Waarvick; an internal analysis comparing this position to others within the City of Yakima's classification structure; and an external analysis comparing salary levels of employees who perform similar type jobs at other local and regional jurisdictions or in the private sector. • This classification request is based upon a change in the incumbent's duties over the past fifteen years. The Fleet Maintenance Attendant originally performed the duties typical of a gas station attendant — fueling, checking oil and cleaning windows. Fueling used to take up 60% of the position's time. Today, equipment operators fuel and check oil on their own equipment and the Fleet Maintenance Attendant now performs the duties of an entry -level mechanic. Recommendations Based upon the results of the classification study and the data presented in this report, we recommend the following: • Reclassify the Fleet Maintenance Attendant to a grade 14.5 with a pay range of $2,591.28 - $3,099.14. • Change the title to Fleet Maintenance Mechanic to more accurately reflect the duties performed by the position. Make suggested changes to the classification description. • Place the current incumbent into the revised classification and change his title and salary • accordingly. Supporting Documentation Section 1— Summary of Changes New tasks performed by this position: - The position is now required to assist the mechanics with light mechanical repair. - The position now makes road calls and performs safety inspections when needed. 6 • Previous tasks performed. but a significant change has occurred: - The position used to spend 70-80% of their time fueling equipment, checking oil, and repairing tires. Today these duties take approximately 10% of their time. This is due in part to a self - service fuel station that is now in place. - The task of ordering and maintaining inventory has become more complex as the City's fleet of equipment has grown and become more complicated and diverse.
