A ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective July 1, 2002; amending Subsections
2.20.100 A, 2.20.100 B, 2.20.100 D, 2.20.110 A, and 2.20.110 B, all of the
City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be
effective July 1, 2002, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20.100 B of the City of Yakima Municipal Code is hereby amended
to read as follows:

Section 4. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of July 1, 2002. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.

The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule:"

read as follows:

Classification and Allocation Recommendation
This report summarizes my findings relating to the classification study for the position of
Customer Services Manager. Since the classification was vacant at the time of the study,
I conducted an interview with the Director of Finance and Budget which is the immediate
supervisor, development of a draft revised class specification, compared the revised
specification with other management classifications in the City of Yakima's classification
system, and conducted a compensation survey of local and regional public and private
employers utilized by the City.
This study was requested because several areas of responsibility had been removed from
Customer Services and had been assigned to other City Departments. Among them were
parking and animal control. The request was not based upon the perception of increased
duties; rather, it was requested based on a decrease in responsibilities.
Based on my findings discussed herein, it is my recommendation that the position be
reclassified to Utility Services Manager and allocated to Pay Code 972 ($25.63 -
$31.14/hr ) which is less than that assigned to the Customer Services Manager (Pay Code
971).
DUTIES AND RESPONSIBILITIES
SUMMARY: This is a management supervisory position responsible for the operation
of a division of the Finance Department. An employee in this classification recommends
and implements customer service policies and procedures; sets division goals and
objectives; tracks, analyzes and forecasts operating results; performs analysis of
operations compared to other utilities and to industry standards; supervises services
provided to City utility accounts and operating departments; manages the collection of
delinquent accounts; assists customers in resolving utility account issues; prepares and
manages the annual division budget; prepares a variety of reports related to division
activities; solicits information from and makes presentations to various groups including
other City departments, other utilities, regulatory agencies, the public and City Council;
oversees the functionality of and enhancements to the utility customer service system and
ensures the accuracy of customer account information.
SIGNIFICANT CHANGES IN POSITION The most significant changes in the duties
and responsibilities of the classification are the transfer of the animal control and parking
enforcement responsibilities to the Police Department. These functions included as many
as four employees and two distinctly separate functions unrelated to utility services and
billings. The balance of the changes in the class specification is generally clarifications
of duties and creates a document more descriptive of the duties performed. They are not
additions to the duties and responsibilities.
COMPENSATION ANALYSIS
FACTORING ANALYSIS Since this is a management classification, no factoring
analysis was conducted. The relationships between the factoring analysis document and
the compensation plan only exists between Civil Service classifications eligible on pay
ranges and for union membership. There is not a direct relationship with classifications
assigned to Pay Codes.
INTERNAL COMPARISONS Prior to this study, the Customer Services Manager was
aligned with classifications of Planning Manager and Transit Manager. It was
compensated higher than the Fleet Manager, Refuse and Recycling Manager, Deputy
Human Resources Manager, City Clerk and Purchasing Manager. The elimination of two
significant areas of responsibilities substantially reduces the internal relationships. The
two management classifications most closely resembling the new Utility Services
Manager are the City Clerk and Purchasing Manager, both allocated to Pay Code 973
($24.39 - $29.66). However, each of them have singular responsibilities and the Utility
Services Manager provides specific services to and works closely with the various City
utility departments and must consider a variety of state, local and federal regulatory
requirements in managing the division. It also must work more closely with the general
public in resolving difficult issues that most frequently involve billing and collections
issues. For that reason, it would seem to align more closely with the Fleet Manager,
Refuse and Recycling Manager and to a degree, with the Deputy Human Resources
Manager.
EXTERNAL COMPARISONS The new Utility Services classification was included in
the salary study submitted to thirty (30) public and private entities within Washington
and Idaho. Eighteen (18) responses were received with 5 indicating a good match to the
City's classification. While a sampling of 5 is small and can easily be skewed by
individual responses, the mean maximum hourly rate was $31.91/hr.
DISCUSSION If the primary consideration for allocation to a Pay Code was the external
relationship, then the closest salary would be that of Pay Code 972 ($25.63 - $31.14/hr).
The classifications currently allocated to PC972, Deputy HR Manager, Fleet Manager,
and Refuse and Recycling Manager and each have somewhat different and in some
instances, greater responsibilities. As examples: Deputy HR Manager is responsible for
collective bargaining including a myriad of governing federal and state statutes; the Fleet
Manager has a significant safety responsibility and inherent City liability as well as a
significantly large workforce; and the Refuse and Recycling Manager has a Large
workforce and multiple and distinctly different areas of responsibility Refuse vs.
Recycling. On the other hand, the City Clerk and Purchasing Manager each have
singular areas of responsibility. The Utility Services Manager deals with a variety of
utility accounts (sewer, water, irrigation and refuse), which creates a diversification not
found in the PC 973 classifications. It also involves a high degree of public contact in
dealing with customers pursuing relief from billings or in dispute of utility billing actions
which brings in to consideration an element not found in PC973.
RECOMMENDATION Based on the foregoing, it is my recommendation that the
Utility Services Manager be allocated to Pay Code 972 ($25.63 - $31.14/hr ).

This report summarizes my findings relating to the creation of a new classification in the
Department of Budget and Finance. In creating the attached class specification and
enclosed salary recommendations, I interviewed the Director of Finance and Budget,
developed a draft class description, conducted comparisons with similar classifications in
the City of Yakima's classification system and conducted an external compensation
survey of local and regional public and private employers in Washington and Idaho as
required by the City.
This new classification is designed to perform duties not currently assigned and not part
of other classifications.
Based on my findings discussed herein, it is my recommendation that the position be
classified as Financial Services Office Assistant, be considered to be Civil Service —
union-exempt and allocated at Pay Code 982 ($15.74 - $19.11/1u).
DUTIES AND RESPONSIBILITIES
SUMMARY: An incumbent in this classification provides administrative and technical
support and high -level clerical services to the Finance Director and division managers in
the Department' of Finance and Budget. An incumbent in this classification works
independently as a confidential assistant within established procedures and: creates
spreadsheets, charts and graphs; conducts a variety of projects from concept to
conclusion; works with sensitive and confidential information; gathers data for use in
collective bargaining; drafts flyers, brochures, and other public information documents;
monitors department budget expenditures v. projections; and performs typical clerical
and secretarial functions. Work is performed with considerable latitude for making
responsible decisions, resolving unusual problems, interpreting or explaining programs,
regulations and policies and in performing the tasks of the classification
COMPENSATION ANALYSIS
FACTORING ANALYSIS A factoring analysis was conducted, which resulted in a
preliminary finding of pay range 12.0 ($13.77 - $16.51 /hr). It must be recognized that
the factoring analysis process is subjective in nature and should not be used as an
absolute indicator of range allocation.
INTERNAL COMPARISONS There are several classifications of a comparable nature
within the City's classification and compensation plan. They include Department
Assistant IV, Public Works Office Assistant, Code Inspections Office Assistant, and
Community and Economic Development Office Administrator. Specific comments are:
• Department Assistant IV Pay Range 10.5 ($12.91 - $15.44/hr). This is the senior
level clerical position in the City. It is characterized by the responsible and
consequential nature of the work performed and the independent judgment
exercised in making decisions, and resolving problems, interpreting guidelines.
They typically perform varied administrative tasks thereby relieving an
administrator of important details. Often the DA IV is a supervisor, however, the
class specification simply indicates that the DA IV "may" monitor or coordinate
the activities of others.
• Public Works Office Assistant Pay Code 983 ($14.99 - $18.22/hr). This is a non-
union classification. The duties are similar to those of the DA IV. However, this
classification serves as the secretary to the director of a large and complex
department or may function as the office manager.
• Code Inspections Office Assistant Pay Code 981 ($16.52 — $20.08). This
classification is also similar to the DA IV and serves in a capacity like the Public
Works Office Assistant. The greatest difference between this classification and
the latter seems to be a supervisory function, which is not found in the PWOA.
• Community and Economic Development Office Administrator Pay Code 980
($17.35 - $21.06/hr). While many of the duties of this classification are similar to
the others listed above, this classification serves as the office manager and is a
liaison between the Director and other managers including those of the
Convention Center and Capitol Theater, hearing bodies and the public. There are
also significant management responsibilities and requirements for greater
responsibility for exercising independent judgment and discretion in making
responsible decisions.
EXTERNAL COMPARISONS This classification was included in a salary survey sent
to thirty (30) public and private employers in Washington and Idaho. Eighteen (18)
responded (60 %) including 9 which indicated a good match for the City's proposed
classification. The mean hourly maximum pay rate was $19.96/hr and included a low
maximum rate of $17.91 /hr (Bellingham) and a high maximum rate of $21.541hr
(Kirkland).
DISCUSSION This classification is similar in design to the Public Works Office
Assistant with the exception that it is highly project oriented and deals with highly
sensitive and confidential collective bargaining materials and matters. The PWOA (non-
union) is allocated to Pay Code 983 ($14.99 - $18.22/hr). Because of the above matters, I
believe the new classification should be allocated to a higher range and should also be
non - union. The Code Inspections Office Assistant is allocated to Pay Code 981 and
based on the job duties; I believe the new classification should be between the two.
RECOMMENDATION Based on the above, it is my recommendation that the new
classification be non -union and allocated to Pay Code 982 ($15.74 - $19.11/hr). It is
recognized that this is nearly $1.50 less than the mean maximum hourly rate found in the
salary survey. However, based on the duties and responsibilities, a higher
recommendation cannot be justified.
Since this is a new classification, it should be filled by competitive process.

The position of "Financial Services Office Assistant" is on the agenda for the
May 7th Civil Service Meeting. Unfortunately, I will be out of town and unable to
attend this meeting. Therefore, I am writing this memo to convey the following:
1. To communicate my strong support for this position and of Mr.
Weaver's analysis and recommendations regarding this position, and
2. To request the position to be titled "Utility and Finance Assistant ".
The title supplied by Mr. Weaver (Financial Services Office Assistant)
is one that we used informally as we were discussing this position, but
not one I wish to utilize in an official capacity.
This position will be supporting all three divisions within the Finance
Department with primary support focused on the Utility and Finance
Divisions. I'd like to remove the term "office" from the title as I feel it
places too much emphasis on the clerical portions of the position. And
I very much desire to utilize the word "Utility" in the title due to the
amount of assistance that will be provided to the Utilities Division and
due to the fact that this position will be funded from both the General
Fund and the Utilities Enterprise Fund.
Recommendation: Approve this position at the level and with the specifications
outlined in Mr. Weaver's report with the one exception of the title. Title this
position "Utility and Finance Assistant ".

DEFINITION: Under limited supervision, provides administrative and technical support and
high -level clerical services to the Finance Director and division managers in the Department of
Finance and Budget. An incumbent in this classification works independently as a confidential
assistant within established procedures and: creates spreadsheets, charts and graphs; conducts a
variety of projects from concept to conclusion; works with sensitive and confidential
information; gathers data for use in collective bargaining; drafts flyers, brochures, and other
public information documents; monitors department budget expenditures v. projections; and

DUTIES
Provides general staff and clerical support and administrative assistance to the Director of

functions, activities and communications.
Gathers and monitors confidential data such as collective bargaining, revenue receipts, and risk
analysis data; creates charts, graphs, tables and spread sheets depicting trends in revenues,
expenditures, budgets, operating results and various City statistics; drafts reports, letters,
memoranda, agenda statements and other written documents. Conducts research and prepares
projects with limited direct instruction.
Performs detailed and complex work assignments; coordinates projects; researches and prepares
a variety of routine and complex statistical, financial, and narrative reports, documents and
worksheets; prepares information in professional presentation formats. Data research may be
performed using historical paper files, the City's on -line databases, or the Internet, as

Coordinates, monitors and assists in the preparation and distribution of financial documents,

Surface Water Engineer
This report summarizes my findings relating to the creation of a new classification in the
Engineering Division. In creating the attached class specification and salary allocation
recommendation, I interviewed the City Engineer, developed a draft class specification,
conducted comparisons with positions . in the City of Yakima's classification system with
similar levels of complexity and responsibility, and conducted a compensation survey of
local and regional public and private employers as provided by the City.
The new classification is neither a combination of previously performed duties nor a
revision of a current classification. It is my understanding that the duties and
responsibilities generally are newly assigned but may include some facets of duties
previously performed in one manner or another
Based on my findings discussed herein, it is my recommendation that the position be
classified as Civil Service, union - exempt, titled Surface Water Engineer and allocated at
Pay Code 973 ($24.39 - $29.66).
DUTIES AND RESPONSIBILITIES
SUMMARY: This is professional engineering and administrative work developing,
planning, organizing and/or managing the City's surface water and storm water
programs. Under limited supervision, individuals assigned to this classification address
current and emerging storm water management and environmental issues including but
not limited to the Endangered Species Act and implementation of NPDES Phase II.
Additionally, they design and develop the professional and support staffing levels;
develop appropriate programs, work with a variety of public and private entities and
individuals, write and submit reports, make public presentations, monitor storm and
surface water programs and reviews development plans for compliance with various
regulations. Supervision is exercised over both professional and administrative staff.
Work is performed in a highly regulated discipline, requires significant attention -to- detail
and is performed under limited supervision with significant latitude for exercising
independent judgment and discretion individual effort and initiative in resolving unusual
problems.
COMPENSATION ANALYSIS
FACTORING ANALYSIS A factoring analysis was conducted that resulted in an initial
pay range of 23.5. It must be recognized that a factoring analysis is a subjective tool that
should only be used as a general indicator of approximate relationship to other
classifications. It should not be utilized as a sole mechanism for determining pay range
allocation.
INTERNAL COMPARISONS The City has relatively few positions with which this
new classification can be compared. They include:
• Development Engineer — Range 21.0 ($20.70 - $24.85/hr). This classification
works primarily with the development process dealing with rights of way,
easements, maintaining maps and descriptions of city -owned properties and
facilities, maintaining and/or developing standards, specifications and details for
city - involved projects and responding to a variety of public inquiries. This does
not require professional licensing. This is a Civil Service, union eligible
classification.
• Project Engineer — Range 22.5 ($22.19 - $26.61/hr). This classification develops
public improvement projects for funding, design and construction; prepares plans,
specifications, estimates and related documents; prepares grant applications;
coordinates project planning and preparation; and performs a variety of other
professional engineering functions. This classification requires and Engineer -in-
Training certificate. This is a Civil Service, union eligible classification.
• Senior Engineer — Pay Code 972 ($24.90 - $30.26/hr). This classification
supervises the design and development engineering staff. In addition, it develops
public improvement projects for funding, design and construction; supervises the
preparation of plans, specifications, estimates and related documents; develops
transportation, public works and utilities system projects; and performs other
related duties. This classification requires licensing as a Professional Engineer in
the State of Washington. This is a Civil Service, union exempt classification.
• Utility Engineer — Pay Code 971 ($26.14 - $31.79/hr). This classification
manages and supervises the planning, engineering and construction activities for
the improvement of the City's wastewater utility; represents the City in dealing
with consultants, contractors, other agencies and the public; prepares reports,
projects budgets, cost analyses, rate studies, grant/loan applications and other
related duties. This classification requires licensing as a Professional Civil
Engineer in the State of Washington.
EXTERNAL COMPARISONS A salary survey was conducted which included thirty
(30) public and private employers in Washington and Idaho. A total of eighteen (18)
responded (60 %). Of those responding, eleven (11) indicate a good match for the City's
job. Another two indicated classifications with greater responsibilities. The mean
maximum hourly pay rate for those characterized as good matches is $30.49/hr. The
lowest mean maximum salary was $23.56/hr (Pocatello, ID) and the highest was
$35.90/hr (Federal Way). It should be noted that since the survey was conducted,
additional information surfaced that previously had been overlooked. This new
information significantly changed the focus of the proposed classification to essentially
be a management -type position. The classification listed for Yakima County (Engineer)
is no longer a good match. The County has a similar classification of Surface Water
Senior Manager with a 2000 salary range of $20.65 - $33.13. With salary increases
averaging 2.5% for 2001 and 2002, the salary would be in the $34.00 - $35.00/hr range
maximum.
DISCUSSION Clearly, this is a new classification. The greatest concern is the
placement within the classification and compensation plan. The City's Engineering staff
is directed by the City Engineer with the "second in command" being the Senior
Engineer. The Surface Water Engineer will be subordinate to the Senior Engineer and,
because of the management and supervisory responsibilities anticipated, should be union-
exempt and allocated to a Pay Code. It must be recognized that initially, supervision will
not be exercised as the program must be developed and staffing must be designed. Both
of those tasks will be the responsibility of the Surface Water Engineer.
The Senior Engineer is allocated to Pay Code 972 with an hourly salary range of $25.63 -
$31.14. The next lower Pay Code (973) is compensated between $24.39 and $29.66/hr.
Based on the salary survey information, even with inappropriate information regarding
Yakima County, the salary level would barely be adequate. There is a significant need
for skilled Surface Water Engineers nation -wide and there appears to be somewhat of a
shortage. It may be difficult to attract well skilled applicants, regardless of the salary
offered by the City. The salary rate for Pay Code 973 rises to a maximum of $29.86 on
July 1, 2002.
While the external comparisons suggest a maximum salary range in excess of $31.00 per
hour, the internal comparisons dictate that the City cannot and should not offer that level
for this classification. Depending on the success in attracting skilled candidates, it may
become necessary to revisit the salary structure of the entire engineering series.
RECOMMENDATION Based on the foregoing, it is my recommendation that the
Surface Water Engineer be classified as union- exempt and allocated to Pay Code 973,
$24.39 - $29.66/hr. Since this is a new classification, it must be filled by competitive
announcement.

SUBJECT: Street Maintenance Supervisor Class Specification
This memorandum is submitted to respectfully request approval for the creation of an
amended classification, job description and allocation for the position of Street
Maintenance Supervisor. This position will perform supervisory, administrative and
fiduciary duties necessary for the maintenance and repair of city roads and rights -of -way
and the street break/utility inspections and permits.
This request is being made at this time, anticipating the retirement of the existing Street
Supervisor, in conjunction with management's need to restructure the duties of the
position prior to the hiring of the new supervisor. Management recommends that the
existing position and allocation be removed from the City of Yakima's Classification and
Compensation Plan when a Street Maintenance Supervisor is hired.
DUTIES AND RESPONSIBILITIES
Summary: An incumbent in this classification will be responsible for the activities
and resources of the Street Maintenance Section of the Street and Traffic Operations
Division. The incumbent will plan, estimate costs and assign work and priorities to
maintain the City of Yakima's streets and sidewalks; and coordinate with the capital
projects and engineering staff to advise and determine construction schedules and repairs.
Responsibilities will include supervision of skilled and unskilled workers; representing
the division at a variety of public meetings; evaluation of division workloads and
prioritization of projects; infrastructure maintenance, street cleaning, snow removal and
response to emergency situations, and providing for the safety of the public. The 2002
operating budget for the street maintenance section is $2.6 million, with an additional
capital budget of $765,000.
Changes in position: This position will see an increase in duties relating both to
short and long range street maintenance activities and responsibilities. The amended
street maintenance supervisor position will actively participate in the oversight of these
activities and the acquisition of necessary resources. The street supervisor position will
be amended to reflect the upgrade in responsibilities to a level equivalent to those found
in the Supervising Traffic Engineer position in the Street and Traffic Operations
Division.

The job description has been amended to reflect the Major Worker Characteristics being _
upgraded from a position that was focused on blue - collar issues to characteristics dealing
with increased technical applications, program or project management and regulations
related to street maintenance.
The minimum class requirements have been amended upward to require three years of
supervisory experience and a minimum of five years of experience relating to street
maintenance. The college degree has been revised from a two -year degree to a
bachelor's degree. Both allow for the substitution of experience for a college degree.
However, the amended description requires that the experience be at a level equivalent to
supervisory or program/project manager.
The attached job description details the duties, worker characteristics and minimum class
requirements for the new position. Also, a copy of the current street supervisor job
description is included for comparison.
COMPENSATION ANALYSIS:
INTERNAL COMPARISION: The existing position of Street Supervisor is
currently allocated to Pay Code 975 ($3,863 - $4,694). There are a few classifications
within the City of Yakima's Pay Code that require similar broad technical and
supervisory experience relating to an area with high public safety impacts. Those
comparable are Supervising Traffic Engineer, Wastewater Treatment Plant Process
Control Supervisor and Construction Supervisor in Pay Code 973 ($4,255 - $5,175).
EXTERNAL COMPARISIONS: As a part of this review, a salary survey was
conducted with information solicited from thirty public and private agencies across the
state and three agencies from Idaho. All of the private agencies are from Yakima. Nine
of the responding agencies had good match data. The mean minimum and maximum
rates were $23.50 /hour - $29.78/hour or $4073 /month to $5162 /month.
RECOMMENDATION: The position of Street Supervisor be revised to Street
Maintenance Supervisor and be allocated to Pay Code 973 ($4,255 - $5,175).

MAJOR WORKER CHARACTERISTICS: Working knowledge of: public sector
supervisory practices and procedures; modern supervisory theories, practices and principles;
terminology, laws, regulations, ordinances and rules related to street construction and
maintenance. Knowledge of asphalt, concrete, seal coat and other street surfacing materials
and processes. Knowledge of modern street maintenance, repair and construction equipment
and capabilities. Knowledge of project management, customer service techniques and staff
motivational methods. Knowledge of modern occupational safety and health practices and job
related hazards. Ability to communicate effectively orally and in writing with a diverse group
representing all ethnic, social and economic backgrounds. Ability to establish effective
working relationships with employees, supervisors, managers, contractors, representatives

from local, state and federal agencies, elected officials and private citizens. Ability to use a
personal computer and related software applications as required by the job. Ability to plan,
teach, coach, monitor and evaluate work of staff. Ability to read blueprints; compute material,
labor and equipment requirements; and to perform mathematical calculations. Ability to
perform the essential physical requirements of the job.
UNUSUAL WORKING CONDITIONS: Exposed to adverse weather conditions and traffic
hazards including but not limited to loud noises, dust, fumes, toxic materials and extremely hot
liquid or mixed asphalts. Shift work may be required. Will be required to be available for on-
call response. Subject to random controlled substance and alcohol testing pursuant to
Department of Transportation regulations including 49 CFR Part 40 and Section 382 of the
Federal Motor Carrier Safety Regulations.
LICENSES. REGISTRATION AND CERTIFICATE: Must possess and maintain a valid
Washington State Driver's License within 30 days of employment and possess a basic first aid
certificate and flagging card. Commercial Driver's license with either an A, B or C
endorsement is desired.
MINIMUM CLASS REQUIREMENTS: Bachelor's degree in a related field plus five years
of experience in street maintenance including three in a supervisory capacity. Additional
experience providing the knowledge, skills and ability to perform the job may substitute for
the educational requirement on a year- for -year basis. (Experience for education substitution
will only be considered for time in grade at a supervisory or program /project manager level.)
Supervisory experience may not be substituted.

SUMMARY EXPLANATION:
The attached ordinance amends the Classification and Compensation Plan to implement
compensation adjustments recommended by City Management and the Charter Civil Service
Commission.
This ordinance reallocates and retitles the Customer Service Manager classification from Pay
Code 971 ($4,666.04 - $5,6374.82/mo.) to Utility Services Manager at Pay Code 972
($4,444.18 - $5,400.96) which was a policy issue for 2002. Review of the Customer Service
Manager classification resulted in a title change and a recommended reduction in pay.
The office of the Chief Examiner received two new classification requests and one classification
review pending an upcoming retirement. The following classification summaries were approved
by the Civil Service Commission at the April 8, 2002 and the May 6, 2002 meetings. All
recommendations are subject to City Council review and approval.
The Charter Civil Service Commission approved the Street Maintenance Supervisor at the April
8, 2002 meeting. The current employee is retiring in January 2003 and management would like
to start recruitment in July 2002. The Surface Water Engineer and Utility & Finance Assistant
were approved by the Charter Civil Service Commission at the May 6, 2002 meeting.
The attached ordinance amends the Classification and Compensation Plan to reflect
management's recommendation and reallocation of the Customer Service Manager and the
actions of the Charter Civil Service Commission at the April 8, 2002 and the May 6, 2002
meetings. All actions would be effective July 1, 2002. The budget impact of implementing the
classifications has been included in the respective department's 2002 Budgets.
