AN ORDINANCE amending the 2000 budget for the City of Yakima; and
making an appropriation of $30,000 within the 161- Parking
and Business Improvement Area (PBIA) Fund for expenditure
during 2000 to provide for holiday decorations.
WHEREAS, the amount of $30,000 must be appropriated within the 161 -
Parking and Business Improvement Area (PBIA) Fund for expenditure during 2000 to
provide for holiday decorations, and
WHEREAS, at the time of the adoption of the 2000 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would be required; and the City Council finds that an emergency exists of the type
contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the
appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $30,000 is hereby appropriated from the
Unappropriated Fund Balance in the 161 - Parking and Business Improvement Area
(PBIA) Fund to account number 161 -4- 161 -612- 0000 - 573.90 -480 as a 2000
appropriation.
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the
City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 3rd day of

DOWNTOWN AREA REDEVELOPMENT COMMITTEE
MEETING MINUTES
September 7, 2000
Co- Chairman Moultray called the meeting of the Downtown Area Redevelopment
Committee to order at 8:05 a.m. in the Large Conference Room, Second Floor City Hall,
129 North 2nd Street.
MEMBERS PRESENT: Jar Arcand (Co- Chairman), Bill Moultray, Steve Caffery, Joe
Mann, Don Moen, and Herb Hill,
Absent: Terry Powell, Pat Gilmore, Joe Morrier, Jr., and Mel Lewis (one position vacant)

Minutes:
Caffery moved to approve the minutes of August 4, July 13 and June 1 Moen requested
a correction for the minutes of August 4 page 3, last paragraph. He stated his question
was "Are we meeting with them to merge the City of Union Gap and the City of
Yakima ?" Moen seconded approval of minutes with correction noted for minutes of
August 4 Minutes of August 4, July 13 and June 1 approved.
DARC Budget:
Cook reviewed DARC's current budget. (See attached budget report). Discussion
continued about the $20,000 budgeted for the seal coating of one of the parking lots, and ,
revenue from the Larson Garage. This is the last year to receive revenue from the sale of
the Larson Garage.
DARC Walk About Report:
Davenport reported at the last DARC Walk there was discussion to purchase additional
Christmas decorations with the idea of doing something nice on Yakima Avenue. She
was asked to bring a recommendation to this meeting for the purchase of Christmas
decorations for approximately $15,000. Installation cost for Christmas decorations has
been running in the range from $5,000 to $7,000 every year. Some of the installations
have been done in the evening and on weekends and if this can be done during regular ,
working hours no overtime will be paid and that would be the goal. The cost includes
cleaning up older decorations, . relamping older decorations and putting up and taking
down of the decorations.
Davenport recommended white lights on Yakima Avenue. She proposed a 40 -ft swag to
go across the Avenue between Meryvn's and Seattle Best Coffee. Then purchase either 4
Y2 feet or 6 feet snowflakes for each of the light poles. These decorations are guaranteed
for 6 years. (See attached memorandum with breakout of cost.) Discussion continued
about holiday decorations for Yakima Avenue and the DARC area. There are 23 hangers
on poles with power along Yakima Avenue from 4 Street to 1 Street. The older
decorations will be displayed on the other side streets within the DARC boundary.
Consensus was to purchase a second swag to go across Yakima Avenue at the North First
Street entrance and enough 6 feet snowflakes to put one on each side of the pole. Caffery
recommended the older decorations be used to frame DARC to enhance the side streets.
Caffery will work with Davenport for the Christmas decorations. Cost for decorations
will be approximately $26,000 and installation of new hangers and new lights in the area
of $7,000 to $8,000. Motion: Caffery moved to authorize appropriation of up to $30,000
from DARC reserve funds for the purpose of holiday decorations. Seconded by Moen.
Motion carried.
Monier, Sr. volunteered to contact the banks to hang the second swag.
Cook reported the appropriation ordinance would be on Council September 19`
Discussion began about the proposed policy issue to use $25,000 of DARC money to
replace signs, poles, new tops to garbage cans and outdoor furniture. Davenport stated
the policy issue addresses issues beyond normal maintenance. The policy issue was to
remove $25,000 from reserves to be spent in 2001 at the direction of DARC. Moultray
read the motion: To approve a recommendation to Council in support of the policy issue
from Public Works in the $25,000 for replacement of capital items to include old sign
posts, painting of fire hydrants, curbs, replacement of garbage cans, replacement of
curbing with exposed rebar and sidewalk repairs. Morrier seconded, however, he is not
a member of the committee and his second could not be counted. Discussion revealed the
money is proposed for spending in 2001 with direction from DARC where to spend the
money. Consensus was to table this issue until the October meeting with staff continuing
to prepare the policy issue for discussion at the next meeting.
After further discussion, some of the DARC members felt fixing the sidewalks were more
important than street signs. Morrier inquired if a proposal could be prepared and brought
back to DARC that addressed the cost to upgrade the sidewalks in the 16 square block
area.
Puccinelli recommended Michael Morales, Grant Coordinator, start looking for projects
to take care of some of the problems in the downtown where DARC reserves could be
used as the match. The goal would be to redo shrubbery, redo sidewalks, and better
signage. Morales reported there are 2 programs that could be considered for sidewalk
improvement. One, the Enhancement Program through Conference of Government, the
deadline is 2 weeks away. This is the last call for two years on Enhancement funds. The
Trust Fund comes out every year and the next round would come out in the spring of
2001, which would be for 2002 monies. Approval is done one year in advance. The

Transportation Improvement Board -has had a Pedestrian Mobility Safety Program each
year that takes a 20% match and is a grant program. The difficulty in this situation would
be just the replacement of sidewalks rather than extending or connecting to new area. He
recommended the Trust Fund monies as the most desirable because of the flexibility.
The representative from the Trust Fund Board will be in Yakima in the fall and Michael
will set up a meeting with DARC representatives.
Yakima Avenue Project
.City Engineer staff member, Jim Maine, reported the worst sections of curb, gutters and
sidewalks are currently being removed. Cold milling will start Tuesday evening and run
for 15 days and a pre -level will be placed before the 23rd. After the 23 of September
the final surface will be laid.
Millennium Project:
Doug Rich reported the Millennium project is continuing to move along. Two additional
committees have been formed. The Technical Design Team was formed to look at
specific materials for construction of the upper plaza. Approximately. 80% complete for
compiling the'dollar figure for construction cost. The Selection Committee was formed
to look at all the items and ideas to be presented in two community walls. The final
selections have been made. Approximately 40 items will be placed within the two walls
subject to the City's approval. They are in the drafting stage of presenting plans to the
City Engineering Division for review. The tentative parking lot design is complete.
When the original design of the parking lot was done there were 5 spaces more than what
is currently in the lot. There was a turn around that the City requested stay in. That turn
around removed some of the extra spaces. There were 2 light standards currently on the
parking lot that should remain which dropped the parking lot spaces below the current
level by one space. The design was reviewed again and a couple of the handicap parking
stalls were consolidated so that the ingress and egress isle were shared bringing back the
total parking spaces available being 1 more than is currently in the lot. By doing this, the
requirement of no substantial loss of parking spaces was met.
Doug related that one of the things Allied Arts is asking the DARC Board to consider the
possibility of making a contribution either toward the construction of the Plaza or toward
the on going maintenance fund that is currently being developed. He suggested using
part of the reserves or part of the budget overages in 2000. The FundRaiser campaign is
about 75% there for construction. Next will be the endowment process to take care of the
maintenance. Allied Arts is beginning to meet with the City Parks and Recreation
Division to ascertain the cost for the on going maintenance of the Plaza will be. The
initial indications are that the cost will be lower than the original estimate. One of the
issues for cost was how to maintain running water during the winter months and it has
been decided that the active waters will be turned on and off with the irrigation season.
He asked the DARC Board, at some future meeting, make some kind of recommendation
toward the on going maintenance of the Plaza.
Cec Vogt reported there would be two Millennium events where there will be public
activities. One is the next news conference will announce the selections that were made
by the Selection Committee. The second activity is the groundbreaking ceremony that
will include a community activity to be held early October.
Farmers Market:
Joe Mann announced that the Yakima Farmers Market was mentioned in the Sunset
Magazine. They were one of 4 in Washington State. He is working with the vendors to
get some signage for the Market. Signage will be placed on the trailer. He commented
the Labor Day market was greater than last year.
CBD Signal Project:
The Yakima CBD contains 40 traffic signals which were installed in the early 1980's and
use "fixed time" controllers rather than vehicle detection. The air quality of the Yakima
CO Non - attainment area and the Yakima CBD will be improved if excessive vehicle
delay at traffic signals can be reduced. Replacement of the traffic signal controllers and
related equipment will enable the city to be more responsive to traffic demand and
improve air quality. Likewise, in a weather related air quality advisory situation, vehicle
emissions can be reduced with Co Air Quality Contingency Plan which gives traffic flow
priorities to the main arterial streets within the CBD. The effect of this reduction in
Carbon Monoxide vehicle emissions has been modeled and quantified. The results of this
study are under consideration by the Yakima Regional Clean Air Authority which may
result in the City of Yakima qualifying for funding through the CMAQ - Congestion
Mitigation and Air Quality funds of the Washington State Department of Transportation.
Yakima City Council will consider official support of this program at their September
19th meeting.

SUMMARY EXPLANATION:
During the year 2000, many changes have taken place to improve the downtown. To continue
that momentum the Downtown Area Redevelopment Committee (DARC) at their September 7
meeting voted unanimously to recommend to Council the appropriation of $30,000 from DARC
reserves for the purpose of holiday decorations. The projected FY 2000 year end unencumbered
balance in the Parking and Business Improvement Area (PBIA) account 161 is $222,424. Joan
Davenport, Streets & Traffic Supervisor recommended using all white lights along Yakima
Avenue. The approval of this appropriation will allow the purchase of two 40 -foot swags to be
hung across Yakima Avenue. In addition, it is proposed to purchase enough 6 -foot snowflakes
to be mounted on both sides of the 23 light poles along Yakima Avenue from approximately 4
Street to North First Street. The older decorations are to be mounted on poles to border the
entire DARC area to give the downtown a festive appearance.
Staff respectfully requests that Council approve the attached ordinance. The ordinance increases
the Parking and Business Improvement Area Fund (161) by $30,000 for expenditure during
2000.
