ORDINANCE NO. 2000- 53
AN ORDINANCE relating to traffic; allowing free parking in core business
district on Saturdays from November 20 through December
31 of each year, and amending section 9.50.072 of the City
of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 9.50.072 of the City of Yakima Municipal Code is
hereby amended to read as follows:
"9.50.072 Temporary free parking in core business district on
Saturdays.
Sections 9.50.080 and 9.50.215 shall not apply on Saturdays
from November 20, 1995 through January 1, 2000.
December 31"
Section 2. This ordinance shall be in full force and effect (30) calendar
days after its passage, approval and publication as provided by law and by the
City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 21st day of
November, 2000.

Saturdays

SUMMARY EXPLANATION: .
In the fall of 1999, Council approved Ordinance No. 99 -42 which authorized temporary free
parking in the downtown core area. This authorization covered the five City -owned public parking
lots and on- street parking between 1 Street to the west, `B" Street to the north, Walnut Street to the
south, and Naches Avenue to the east (the DARC area). Ordinance No. 99 -42 approved this free
parking for just the one year 2000. DARC, at their meeting on November 9, 2000, passed a motion
requesting City Council continue the holiday season free parking program.
The attached Ordinance amends Section 9.50.080 and 9.50.215 of the Municipal Code and would
provide for temporary free parking in the core business district on Saturdays each year between
Thanksgiving and New Years unless changed by a Council approved Ordinance.
There are five City -owned and operated parking lots available for public use that generate
approximately $80 to $100 on Saturdays in hourly parking fees. Additionally, parking citations on
Saturday generate $200 to $300 in revenue. The revenue from the hourly fee goes into Parks Fund
for maintenance in the planting areas downtown. The revenue from parking citations goes into the
General Fund.
The Parking Division currently enforces parking ordinances Monday through Saturday, 8:00 a.m. to
5:00 p.m., except holidays. With the passage of the attached amendments, the Parking Enforcement
Officer currently working Tuesday through Saturday would be shifted to Monday through Friday,

thereby eliminating the Saturday parking enforcement and doubling the parking enforcement on
Monday. The loss of revenue to the General Fund from parking citations issued on Saturday
(approximately $200 to $300 per Saturday) will likely be offset by additional citations written on
Monday. Therefore, it is anticipated that the total revenue loss for this holiday promotion will be
approximately $700.
In addition eliminating parking enforcement in City -owned public use lots on Saturday, it is
recommended that City -owned employee parking lots in the area of City Hall be opened for
downtown free parking on November 25, 2000 through December 31, 2000. We are requesting
Council approve this related proposal, although no ordinance or resolution is required.
