AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective January 1, 2001; amending Subsections
2.20.100 A, 2.20.100 C, 2.20.110 A, 2.20.110 C, , all of the

BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be
effective January 1, 2001, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20.100 B : of the City of Yakima Municipal Code are hereby

Section 4. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of January 1, 2001. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. - Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule:"

SUMMARY EXPLANATION:

The attached ordinance contains several amendments for 2001. First, the Civil Service
Commission at their April 10, 2000 meeting approved the following reclassifications with
recommended title changes and allocations for the employees in the Refuse Division and Street
Division: Refuse Helper from pay range 9.5 ($2,071.29 - $2,475.15) to Solid Waste Maintenance
Worker at pay range 12.5 ($2,378.09 - $2,835.68); Refuse Crew Leader from pay range 11.5
($2,261.96 - $2,716.08) to Solid Waste Crew Leader at pay range 15.5 ($2,716.08- $3,249.94); Street
Maintenance Specialist I & II from pay range 10.5 ($2,166.63- $2,591.28) and 12.5 ($2,378.09-
$2,835.68) to Street Maintenance Specialist at pay range 14.5 ($2,591.28- $3,099.14); and Street
Maintenance Specialist III and Concrete Specialist II from pay range 14.5 ($2,591.28 - $3,099.14)
to Street Maintenance Crew Leader at pay range 17.5 ($2,967.41- $3,555.00). Due to fiscal
budgetary constraints, City Council deferred the implementation until January 1, 2001
depending upon availability of funds. The cost of these reclassifications affecting 36
employees is approximately $77,395.00 annually and is included in the 2001 budget.
Second, the Charter Civil Service Commission approved changing the title of Senior Project •
Planner to Senior Planner at their November 6, 2000 meeting. This is a title change only with
no salary adjustment required. This position is being activated due to the elimination of the
Planning Manager position from the 2001 budget to assist with the planning workload.

Third, the City Manager is proposing to reduce the pay range for the Administrative Assistant
to the City Manager from pay range 976 ($3,542.87 - $4,312.45) to pay range 979 ($3,066.21-
$3,724.86). This is approximately a 15% reduction in the position's compensation. This change
would enable the position to be filled on a full -time basis, rather than the current 80% and
maintain the current budgetary funds for the position in 2001. The duties would remain the
same.
Fourth, due to the reclassification of the Refuse Helpers in the Refuse Division, it has become
necessary to develop a Temporary Refuse Helper in the Temporary Work Classes of the Pay
Ordinance. To keep the Refuse Division operating functionally and smoothly temporary
Refuse Helpers are needed to fill in for absences. Also, according to Civil Service Rules,
temporary Refuse Helpers are eligible to compete for permanent status when a position arises.
It is recommended to create the new pay range of 915 for Terzr3rary Refuse Helper at $10.01-
$11.95 per hour. Currently, temporary Refuse Helpers are paid at $11.95 per hour.
Fifth, this ordinance reallocates the Code Administration Manager classification from pay
range 971 ($4,527.38 - $5,504.96) to pay range 968 ($4,991.90 - $6,070.02) due to additional duties
and responsibilities for the Planning Manger functions. The incumbent's salary will be
adjusted by 5% pursuant to the Council's previous direction effective January 1, 2001 as
reflected in the 2001 Budget. This ordinance also retitles this classification to Code
Administration and Planning Manager.
There are no general wage increases included in the 2001 Pay Ordinance.
