AN ORDINANCE concerning in lieu of tax on the refuse fund and amending
the in lieu tax imposed by Section 7.64.030 of the Yakima
Municipal Code from ten percent to nine percent.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA,
WASHINGTON:
Section 1. Section 7.64.030 of the Yakima Municipal Code is amended to read as
follows:
For the provision of refuse services, there is levied a nine percent tax against
the total gross revenue of the refuse fund derived from refuse collection and
disposal service charges. . • • "' .
thereafter, the rate of the tax shall be ten percent.
Section 2. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.
PASSED BY THE Ci'1'Y COUNCIL, at a regular meeting and signed and approved
this 18th day of December, 2001.

SUMMARY EXPLANATION:
The 2002 Refuse Division Budget includes budgeted policy issues to increase residential refuse
rates and to reduce the in lieu of tax paid to the General Fund. At the December 11, 2001 Budget
Wrap -up, City Council approved the policy issues.
A. The attached ordinance contains a revision to Section 7.64.030 of the Municipal Code.
This ordinance provides for the reduction of the In Lieu of Tax on the Refuse Fund from
ten percent to nine percent. This reduction is intended to be revenue neutral to the
General Fund. This one percent reduction will become effective January 18, 2002.
B. The attached ordinance contains revisions to subsections 4.16.140C and 4.16.140E of
the Municipal Code. This ordinance contains a 15% rate adjustment on residential can
service and charges for extra containers. The increase in refuse rates is estimated to
generate an additional $235,000 in revenue for 2002. This amendment will become
effective January 18, 2002.
