AN ORDINANCE relating to speed limits for streets within the city limits of
Yakima; changing the speed limits for (1) Ahtanum Road
from its intersection with South 16 Avenue to west city limit
line and (2) South 64 Avenue from its intersection of
Midvale Road to the south city limit line; and amending
Section 9.50.370 of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 9.50.370 of the City of Yakima Municipal Code is
hereby amended to read as follows:
"9.50.370 Speed limits.
In accordance with Section 9.50.360, and when properly signposted, speed limits during
the time specified over and along the streets designated are:
A. Fifteen miles per hour:
1. On all city alleys at all times not otherwise designated or officially signposted;
B. Twenty miles per hour:
1. 6th Avenue from Spruce Street to Division Street,
2. Cornell Avenue from Division Street to Nob Hill Boulevard,
3. 12th Avenue from Arlington Street to Nob Hill Boulevard,
4. 15th Avenue from Nob Hill Boulevard to Prasch Avenue,
5. 37th Avenue from Richey Road to Summitview Avenue,
6. 37th Avenue from Summitview Avenue to Tieton Drive,
7. 38th Avenue from Tieton Drive to Nob Hill Boulevard,
8. 44th Avenue from Walnut Street to south city limits,
9. Chestnut Avenue from 6th Avenue to 48th Avenue,

Section 2. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.

SUMMARY EXPLANATION:
The City of Yakima Traffic Engineering Division respectfully submits two items related to
Yakima Municipal Code 9.50.370, Speed Limits.
Item A: Speed Limit Recommendations for Certain Annexed Streets are occasioned by the
recent Congdon Orchard Annexation, and a previous annexation of Ahtanum Road vicinity; .
Item B: Speed Limit Reductions for Unpaved Streets follows up on Council direction
from June 19, 2001 at which time staff was directed to study the possibility of reducing the posted
speed limit on unpaved streets.

Staff Report Item A: Speed Limit Recommendations for Certain Annexed
Streets
Background
Annexation of the Congdon Orchards Area brought sections of several principal
Arterial Streets into the Yakima City Limits. Specifically, portions of 64 Avenue,
Washington Avenue, Nob Hill Avenue and 48 Avenue were annexed into the City
of Yakima. The streets are currently posted for speed limits varying between of 30
and 50 miles per hour
Additionally, a portion of Ahtanum Road which was annexed into the City of
Yakima in 1998 and was posted by Yakima County at 50 miles per hour prior to
annexation. Ahtanum Road needs to be added to the Municipal Code with a
specific speed limit, rather than the default 25 miles per hour.
Yakima Municipal Code 9.50.370 establishes the posted speed limits for streets
within the City of Yakima. As stated in YMC 9.50.370C, the speed limit on all
city streets is 25 miles per hour unless other wise designated or officially
signposted. Under RCW 46.61.415, local authorities, upon determining that the
default limit is greater or lesser than is reasonable and safe under the conditions
found to exist on the roadway, may raise or lower the speed limit. Currently, the
Yakima Municipal Code designates speeds on various streets between 20 and 35
miles per hour. The maximum speed limit on any city street is currently 35 miles
per hour, which is typical of four -lane arterial streets with developed land uses and
frequent turning movements.
Characteristics of the Streets
Both Ahtanum Road and South 64 Avenue are classified by WSDOT as Minor
Arterial Streets and are two -lane paved streets with no sidewalks, curbs or gutters.
Additionally, the adjoining land uses of the annexed portions of both streets are not
developed at this time, but have significant development potential. The 50 miles
per hour speed limit is typical of rural, county roads, without significant
commercial or residential development.
The recently annexed portion of Nob Hill Boulevard is posted at 40 miles per hour,
but bounded to both the east and west by 35 mile per hour speed limit zones. For
safety and enforcement purposes, a uniform 35 mile per hour speed limit on Nob
Hill Boulevard is most practical.
Recommended Speed Limit
Staff recommends that South 64 Avenue and Ahtanum Road both be signed and
classified for a 40 mile per hour speed limit within the City of Yakima. While
higher than other city speed limits, the 40 miles per hour zone would provide a
reasonable and safe transition from the previous 50 miles per hour to an urban
setting. When future development occurs, and traffic increases the speed limit may
need to be reviewed again.
Staff recommends the portion of Nob Hill Boulevard between 54 and 72
Avenues be reduced from 40 to 35 miles per hour, for consistency of enforcement.
Annexation and Speed Limits on Public Streets
Future annexation ordinances could designate the speed limit of specific streets
upon effective date of annexation. Although this was not implemented in the
Congdon Orchard annexation, staff would recommend this action with the 72
Avenue Annexation, and others which may bring arterial class streets into the City
limits.
