AN ORDINANCE amending the 2001 budget for the City of Yakima; and making
an appropriation of $72,258 in the 462 - Transit Operating Fund
for expenditure during 2001 to provide for the AFSCME
(Transit) contract settlement.
WHEREAS, the amount of $72,258 must be appropriated within the 462 - Transit
Operating Fund for expenditure during 2001 to provide for the AFSCME (Transit)
contract settlement, and
WHEREAS, at the time of the adoption of the 2001 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance would
be required; and the City Council fmds that an emergency exists of the type contemplated
by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation
herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $72,258 is hereby appropriated from the Unappropriated
Fund Balance in the 462 - Transit Operating Fund to the various accounts, as specified in
Schedule 1 attached hereto and incorporated herein.
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter.

SUMMARY EXPLANATION:
The attached resolution authorizes a two year collective bargaining agreement with AFSCME Local 1122
Transit Uniformed Employees for calendar years 2000 -2001. Bargaining for a successor agreement will
begin later this summer. This contract represents the result of months of negotiations between the
parties. The settlement package is outlined below:
2000 - 2001 AFSCME Transit Settlement
•Term: 1 /1/00--12/31/01
• Wages: 1/1/00 - 2.6% for all bargaining unit employees
1/1/01 - 0% (wage freeze)
• Sick Leave Cashouts: Increase the sick leave cashout cap from 720 hours to 840
hours and maintain the $12,500 cap.
According to the City's calculations, the 2000 settlement cost for AFSCME Transit is estimated to be
$36,129.19.
The ordinance amending the Classification and Compensation Plan reflects a wage adjustment of 2.6%
for Transit employees effective retroactively on January 1, 2000. The attached appropriation ordinance
reflects two years which is the cummulative effect of the estimated retroactive settlement totaling
$72,258.

STAFF RECOMMENDATION: (a) Adopt Resolution Authorizing the Execution of the Collective
Bargaining Agreement, (b) pass the Classification and Compensation ordinance, (c) read appropriation
Ordinance by title only at the 8/7/01 meeting and pass the ordinance upon the second reading at the
8/21/01 meeting.
