HomeMy WebLinkAbout2001-044 Appropriation - Refuse Division ORDINANCE NO. 2001 - 44 AN ORDINANCE amending the 2001 budget for the City of Yakima; and making an appropriation of $71,567 in the 471 - Refuse Fund for expenditure during 2001 to provide for an additional Industrial Insurance premium charge. WHEREAS, the amount of $71,567 must be appropriated within the 471- Refuse Fund for expenditure during 2001 to provide for an additional Industrial Insurance premium charge, and WHEREAS, at the time of the adoption of the 2001 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The amount of $71,567 is hereby appropriated from the Unappropriated Fund Balance in the 471 - Refuse Fund to account number 471-4- 471 - 212 -R420- 537.80- 231 as a 2001 appropriation. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. The Worker's Compensation Fund, an element of the City's self insurance program covering all city employees, is currently operating at a severely limited reserve level due to claims experience. Historical review finds Refuse Division direct claims against the fund totaling $401,449 from 1995 to present. Refuse Division contributions to the fund total $182,482 for the same period. This trend has been repeated in other city divisions. In order for the fund to maintain an adequate balance to pay ongoing claims, the divisions responsible for large claims experience are being assessed a proportionate charge to rebuild the reserve. Increases in the charges for the budget year 2002 are also planned. This will mean City Council consideration of a refuse rate increase for the year 2002. Worker's Comp claims expenses may be controlled in two ways: (1) proactive training and activities, such as eliminating the activities which lead to risk exposure (moving to automated refuse pick -up, for example); and (2) aggressive assertion of City prerogatives for post claim activities. This includes, but is not limited to, implementing a light or modified duty program and closer case management with employees and health care providers. Public Works has begun a number of these actions and has been in discussion with Human Resources and Ward North America, the city's third party administrator, regarding these matters.
