AN ORDINANCE amending the 2001 budget for the City of Yakima; and making
an appropriation of $33,514 in the 000 - General Fund for
expenditure during 2001 to provide for third -party plan review
services and additional Industrial Insurance premium charge.
WHEREAS, the amount of $33,514 must be appropriated within the 000 -
General Fund for expenditure during 2001 to provide for third -party plan review services
and additional Industrial Insurance premium charge, and
WHEREAS, at the time of the adoption of the 2001 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance would
be required; and the City Council finds that an emergency exists of the type contemplated
by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation
herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $33,514 is hereby appropriated from the Unappropriated
Fund Balance in the 000 - General Fund to the various accounts, as specified in Schedule
1 attached hereto and incorporated herein.
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter.

SUMMARY EXPLANATION:
During the year 2001, several large commercial plan review projects have been received by the
Community and Economic Development Department which have unduly burdened the
Department's ability to meet the desired turnaround time for review. To ensure the Department
meets the public's demand for fast efficient review of projects, the Community and Economic
Development Department has researched other avenues that would effectively assist in the
Department's ability to meet customer expectations. Two very time sensitive projects received
by the Department were reviewed, as a test case, by contracting with qualified and approved
third -party plan review services.
Presently, the Community and Economic Development Department plan review charges to the
applicant are 65% of the building permit fee. The third -party plan review service charges to the
City are 75% of the plan review fee. This is the standard charge in the industry for third -party
plan review services. It is the desire of the Community and Economic Development Department
to continue using third -party plan review services for plan review during peak times. Staff
recommends continuing this until such time as the workload would warrant hiring a second full
time commercial plans examiner. It is estimated that $20,000 is needed in 2001 for this service.
The attached appropriation will add $20,000 for Professional Services and $13,514 for Workers'
Compensation, for a total increase of $33,514 in the Code Administration & Planning budget.
