HomeMy WebLinkAbout2001-049 Appropriation; Chesterley Park irrigation line repair ORDINANCE NO. 2001- 49 AN ORDINANCE amending the 2001 budget for the City of Yakima; and making an appropriation of $200,000 in the 479 - Irrigation System Improvement Fund for expenditure during 2001 to provide for irrigation water -line repair at Chesterley Park. WHEREAS, the amount of $200,000 must be appropriated within the 479 - Irrigation System Improvement Fund for expenditure during 2001 to provide for irrigation water -line repair at Chesterley Park, and WHEREAS, at the time of the adoption of the 2001 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The amount of $200,000 is hereby appropriated from the Unappropriated Fund Balance in the 479 - Irrigation System Improvement Fund to account number 479 -4- 479 - 348 - 1966 -59438 -650 as a 2001 appropriation. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. SUBMITTED BY: Dick Zais, City Manager Chris Waarvick, Public Works Director Kay Adams, City Engineer • Dueane Calvin, Water & Irrigation Manager CONTACT PERSON/TELEPHONE: Chris Waarvick, 576 -6411 SUMMARY EXPLANATION: Staff respectfully requests City Council approval of the attached: 1) resolution declaring an emergency condition allowing for waiving of the formal bid process; and 2) appropriation ordinance to repair the Fruitvale Canal through Chesterley Park located at 40 Avenue and River. Road. The current project at Chesterley Park consists of constructing the final elements of the park including two soccer fields, additional parking, pathways, and landscaping. This project is consistent with and implements the adopted parks comprehensive plan. The Fruitvale Canal was converted from an open ditch to an arched pipe in the early 1980's. Design analysis on the pipe was done to assure the pipe would withstand development loading over the pipe. • During the recent construction of the new soccer fields, it has been discovered that the leakage of the pipe is to an extent that halts further construction of the soccer project identified above. Staff determined that the pipe be immediately replaced with a watertight system, estimated not to exceed $200,000, with the current contractor through a change order. These resources are from the Irrigation Capital Fund and require Council ratification of management's emergency actions and approval of the attached appropriation ordinance. Timeliness is critical. Immediately upon Fruitvale Canal season closure, the construction of the replacement pipe needs to begin. This will ensure that the irrigation system in 2002 will begin on time and city irrigation delivery obligations be met. The pipe will be replaced across the park property and construction of the remaining park elements can then resume. The City Manager has directed this work to commence immediately as an operational necessity and emergency. Resolution X Ordinance X Contract Other (Misc.
