ORDINANCE NO. 2001- 12
AN. ORDINANCE relating to changing the name of the Downtown Area
Redevelopment Committee to Yakima Downtown Association.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 1.37.010 of the City of Yakima Municipal Code is hereby
amended to read as follows:
"1.37.010 1.37.010 Downtown area redevelopment committee Yakima
Downtown Association created -- Duties.
A downtown area redevelopment committee Yakima Downtown Association is created
as an advisory committee to make recommendations to the city council concerning
policy matters related to the downtown core area of the city consisting of the area
bounded by 1st Street on the west, Naches Avenue on the east, B Street on the north and
Walnut Street on the south. The committee shall perform the following specific duties:
1. Study, consider and recommend plans for development of the downtown
core area;
2. Review, on an ongoing basis, current legislation pertaining to parking
enforcement in the downtown core area and make recommendations
related thereto;
3. Identify issues and problems related to parking and other concerns
within the downtown core area and recommend policies with regard
thereto; and
4. Perform other related activities as requested from time to time by the city
council."
Section 2. This ordinance shall be in full force and effect (30) calendar days
after its passage, approval and publication as provided by law and by the City Charter.

ITEM TITLE: Consideration of an Ordinance amending Chapter 1.37 of the Yakima
Municipal Code to change the title of the Downtown Area Redevelopment
Committee (DARC) to the Yakima Downtown Association (YDA)

SUMMARY EXPLANATION:
The Downtown Area Redevelopment Committee (DARC) is an advisory committee to Council created
in 1980. DARC is made up of eleven committee members approved by City Council with four from
quadrants within the 16 block Parking and Business Improvement Area (PBIA), six who engage in a
business or profession within the 16 block PBIA and one "at- large." The committee is authorized in
Section 1.37.10 of the Yakima Municipal Code and advises Council on issues related to the PBIA and
downtown business activities.
The Downtown Area Redevelopment Committee (DARC) began discussion in October 1999 to
recommend to Council a name change for DARC. A Public Relations Sub - committee was formed
which included 3 DARC members (Steve Caffery, Jar Arcand, and Bill Moultray) with Steve Caffery as
chair. In November 1999, the sub - committee presented an idea to rename DARC the "Downtown
Foundation ". In December 1999, the DARC committee discussed the name change from DARC to
Yakima Downtown Foundation to enhance marketability. In 2000, changing DARC's name was
discussed throughout the year with reference to fact that the name "DARC" had a negative connotation.
The name Yakima Downtown Foundation" was considered to have more relevance to what DARC was
doing or would do in the future. A motion was made and approved at the December 2000 DARC
meeting that a recommendation to be sent to Council changing the name of DARC to "Yakima
Downtown Foundation ".
At the January 2001 meeting staff reported that the name "DARC" was created by City Council as an
advisory board to the Council. DARC was advised that the words "foundation" and "trust" carry some

legal connotations and it was recommended that they not be used in DARC's new title. With this new
information, DARC considered "Downtown Commission ".
In March 2001, the DARC committee rejected the word "Commission" for the title and passed a motion
approving a recommendation to Council to change DARC's name to "Yakima Downtown Association ".
DARC has spent many hours and meetings considering the proposed name change from Downtown
Area Redevelopment Committee to "Yakima Downtown Association" to better position itself to be
recognized for accomplishments in the downtown. With the name change to "Yakima Downtown
Association" artwork/designs can be developed which could be placed on banners, advertisements for
events, Farmers Market trailer (funded from PBIA assessments), Parks and Recreation scooter (funded
from PBIA assessments), and clothing for Parks personnel working in the downtown which would
enhance the marketability of the downtown.
DARC respectfully requests Council approval to change the name of the Council's Downtown Area
Redevelopment Committee to the Yakima Downtown Association. It is understood that this
"committee" has been created by Council and serves only as an advisory committee to Council on
downtown issues.
