HomeMy WebLinkAbout2001-005 Classification & Compensation Plan Amendment re: 2nd Municipal Court Judge ORDINANCE NO. 2001- 05 AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective March 11, 2001; amending Subsections 2.20.100 A, 2.20.100 B, 2.20.110 A, and 2.20.110 B, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective March 11, 2001, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.100 B of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. B . Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of March 11, 2001. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule:" PERSIX Work Ord (3/11/2001) -- 2 -- Section 4. SUBMITTED BY: Dick Zais, City Manager Judge Martin; Municipal Court Rita Anson, Finance Director Ray Paolella, City Attorney CONTACT PERSON/TELEPHONE: Judge Martin, #575 - 3050 Rita Anson, #575 -6070 Ray Paolella, #575 -6030 SUMMARY EXPLANATION: At the January 16, 2001 Council Study Session, Judge Martin of the Yakima Municipal Court requested Council to approve the appointment of a second Judge to the Yakima Municipal Court and to eliminate the existing position of Court Commissioner (see attached letter from Judge Martin.). An appointment at this time would be effective through December 31, 2001. An election would be held in November 2001 to elect a Judge to serve a four year term, commencing January 1, 2002. As directed by City Council at their regular business meeting on January 16, 2001, staff has prepared: (1) a resolution creating a second full time Municipal Court Judge position, (2) a resolution appointing Commissioner Woodard to the position of Municipal Court Judge, and (3) the ordinance to adjust the Classification portion of the Yakima Municipal Code Pay Ordinance to eliminate the position of Court Commissioner and change the title of Judge to Municipal Court Judge. (Note, one full time Judge and one full time Commissioner are budgeted in the 2001 budget. Since these two positions are in the same pay level, there are no budget impacts to this change).
