AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective August 10, 2001; amending Subsections
2.20.110 A and 2.20.110 D, both of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
WHEREAS, the City Council finds and declares an emergency to exist so as to authorize the
immediate effectiveness of this ordinance in order to adjust the employee salaries to be effective
August 10, 2001, as required by collective bargaining agreements between the City and certain
employee groups and otherwise as authorized during consideration by the Council of the 2001 budget,
now, therefore,
Section 1. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of August 10, 2001. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose -
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule:"
Section 2. Subsection 2.20.110 D of the City of Yakima Municipal Code is hereby amended to
read as follows:

Section 3. This ordinance is one to provide for the immediate preservation of the
public peace, property, health, safety, and welfare of the people of the City of Yakima and an
emergency is declared to exist and this ordinance shall be in full force and effect immediately after its
passage, approval and publication as provided by law and by the City Charter.

SUMMARY EXPLANATION:
The attached resolution authorizes a two year collective bargaining agreement with AFSCME Local 1122
Transit Uniformed Employees for calendar years 2000 -2001. Bargaining for a successor agreement will
begin later this summer. This contract represents the result of months of negotiations between the
parties. The settlement package is outlined below:
2000 - 2001 AFSCME Transit Settlement
•Term: 1/1/00
• Wages: 1/1/00 - 2.6% for all bargaining unit employees
1/1/01 - 0% (wage freeze)
• Sick Leave Cashouts: Increase the sick leave cashout cap from 720 hours to 840
hours and maintain the $12,500 cap.
According to the City's calculations, the 2000 settlement cost for AFSCME Transit is estimated to be
$36,129.19.
The ordinance amending the Classification and Compensation Plan reflects a wage adjustment of 2.6%
for Transit employees effective retroactively on January 1, 2000. The attached appropriation ordinance
reflects two years which is the cummulative effect of the estimated retroactive settlement totaling
$72,258. •
