HomeMy WebLinkAbout2002-025 Appropriation - Plans Examiner II ORDINANCE NO. 2002- 25 AN ORDINANCE amending the 2002 budget for the City of Yakima; and making appropriations of $52,727 within the 000 - General Fund for expenditure during 2002 to hire an additional Plans Examiner II in the Codes Administration Division. WHEREAS, the amount of $52,727 must be appropriated within the 000 - General Fund for expenditure during 2002 to hire an additional Plans Examiner II in the Codes Administration Division, and WHEREAS, at the time of the adoption of the 2002 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Appropriations are hereby made, for expenditure during 2002, from the Unappropriated Fund Balance in the 000 - General Fund to the various accounts, as specified in Schedule 1 attached hereto and incorporated herein. Section 2. This ordinance is one making an appropriation and shall take ; effect immediately upon / its passage, approval and publication as provided by law and by the City Ch irter. Consideration of Ordinance amending the City Building Permit Fees B. Ordinance Amending the 2002 Budget in the General Fund to hire an additional Plans Examiner II in the Codes ministration Division SUBMITTED BY: ' iam R. Amendment to the Building Permit Fees. Over the last several months the City Council has reviewed and deliberated on building permit fee adjustments. In addition, the Community and Economic Development Department has held several meetings with representatives from the construction industry during discussions of the City's Development Review process. At the City Council Study Session on March 5, 2002, Council directed staff to prepare legislation to adopt the April 2001 ICBO "Building Valuation Data Table" (with state modifier) and include special provisions 4 and 5 in Councilman Barnett's 2/27/02 memo. It was also agreed that staff would submit a budget policy issue each year for Council to consider adoption of future ICBO "Building Valuation Data Table" adjustments. Included, as Exhibit A is Table No. 1 -A Building Permit Fees, which is currently adopted and will be replaced with the adoption of this ordinance. Amendment to 2002 Budget. Attached is an appropriation ordinance in the amount of $52,727 that estimates the salary costs of a Plans Examiner II for 8 months, along with start-up costs for equipment and supplies related to this new position. This also includes an adjustment to building code revenue in the same amount so that General Fund remains balanced by this transaction. (It should be noted that the fee adjustment is expected to produce slightly more revenue than shown here.) With approval of this ordinance amendment, and the City Manager's concurrence, staff will proceed to hire a Plans Examiner 11. The funds received from the increase in building permit fees will offset the cost of this position.
