SUMMARY EXPLANATION:
A. Amendment to the Building Permit Fees. Over the last several months the
City Council has reviewed and deliberated on building permit fee adjustments. In
addition, the Community and Economic Development Department has held several
meetings with representatives from the construction industry during discussions of the
City's Development Review process.
At the City Council Study Session on March 5, 2002, Council directed staff to prepare
legislation to adopt the April 2001 ICBO "Building Valuation Data Table" (with state
modifier) and include special provisions 4 and 5 in Councilman Barnett's 2/27/02
memo. It was also agreed that staff would submit a budget policy issue each year for
Council to consider adoption of future ICBO "Building Valuation Data Table"
adjustments. Included, as Exhibit A is Table No. 1 -A Building Permit Fees, which is
currently adopted and will be replaced with the adoption of this ordinance.

B. Amendment to 2002 Budget. Attached is an appropriation ordinance in the
amount of $52,727 that estimates the salary costs of a Plans Examiner II for 8 months,
along with start-up costs for equipment and supplies related to this new position. This
also includes an adjustment to building code revenue in the same amount so that
General Fund remains balanced by this transaction. (It should be noted that the fee
adjustment is expected to produce slightly more revenue than shown here.)
With approval of this ordinance amendment, and the City Manager's concurrence,
staff will proceed to hire a Plans Examiner 11. The funds received from the increase in
building permit fees will offset the cost of this position.
