ORDINANCE NO. 2002- 30
AN ORDINANCE amending the 2002 budget for the City of Yakima; and making
an appropriation of $1,040,000 in the 364 - Transit Capital
Reserve Fund for expenditure during 2002 to provide for the
purchase of four (4) buses.
WHEREAS, the amount of $1,040,000 must be appropriated within the 364-
Transit Capital Reserve Fund for expenditure during 2002 to provide for the purchase of
four (4) buses, and
WHEREAS, at the time of the adoption of the 2002 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance would
be required; and the City Council finds that an emergency exists of the type contemplated
by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation
herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $1,040,000 is hereby appropriated from the
Unappropriated Fund Balance in the 364 - Transit Capital Reserve Fund to account
number 364 -4- 364 -518- 0000 -59447 -647 as a 2002. appropriation.
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 21st day of
May 2002.

ITEM TITLE: An Ordinance Amending the 2002 Budget and Making an
Appropriation Within the Transit Capital Fund to Purchase
Four Replacement Transit Buses

SUMMARY EXPLANATION:
The Yakima Transit Capital Fund has sufficient reserves to acquire four (4) replacement buses. This
ordinance appropriates funding to purchase four Thomas Built buses to replace four older Gillig buses,
currently experiencing performance problems at an approximate cost of $257,500 each. Also included in
the appropriation is $10,000 to accommodate training and inspection needs meeting Federal Transit
Administration (FTA) requirements. To ensure compliance with bid laws, the City will utilize the
Intergovernmental Cooperative Purchasing agreement with Prince George's County, Maryland (approved
by Council with Resolution 2001 -156 on November 20, 2001.). It should be noted that the 2002 budget
already includes the purchase of four new Transit buses.
The attached appropriation totals $1,040,000 — $1,030,000 for the purchase of buses ($257,500 X 4), and
$10,000 for training and inspection. After this appropriation, the fund balance at the end of 2002 is
estimated to be $975,000. We anticipate that the next FTA Operating /Capital grant to be nearly $900,000 in
additional money. Should this ordinance pass, the total 2002 budget will include appropriation authority
for a total of eight (8) new buses.

STAFF RECOMMENDATION: Read Ordinance by title only at the May 7, 2002,
meeting. Pass Ordinance after second reading at the May 21, 2002 meeting.
BOARD /COMMISSION RECOMMENDATION: The Council Transit Committee
recommends the procurement of 4 additional Thomas Built coaches and approval of this
appropriation ordinance.
COUNCIL ACTION: Following the staff report the ordinance was read by title only;
second reading scheduled for 5 -21 -2002.
