Update on the 4 -Party Tolling Agreement (4PA): Jeff Cutter reported on the status;
saying that Union Gap has indicated an interest in conversations about the 4PA but they
are not currently considering the tolling agreement. Regarding Terrace Heights, his
understanding is that they are considering their position in light of Union Gap's decision.
Commissioner Leita asked staff to initiate a discovery process regarding how the new
agreement might be written and who will be included. He said the BOCC is not
comfortable with the present standing of the agreement, and they require additional
historic information. Also, the WVNP is a higher priority for Yakima County, and he
suggested the WVNP can be used as a catalyst for the 4PA.
Commissioner Leita specified that City and County staff should contact Terrace Heights
and Union Gap to see if there is an interest to interact at the staff level. He would like a
NO time line and updates to ensure accountability, preferably by the next IG meeting, with a
goal of a new agreement by the end of 2013. Also, he questioned if there should be a
plan for federal participation in light of current deficiencies and said the deficiencies and
potential funding should be identified. Michael Morales acknowledged that standards
can and should be included to identify areas that should be strengthened.
Update on the status of the West Valley Neighborhood Plan (WVNP); Steve Erickson
reported that all the issues were reviewed and clear direction was received from the
BOCC and City Council. Staff plans to bring the final proof draft to the IG Committee on
January 25 (distributed January 21). With the IG Committee's approval, it will go to the
BOCC and the City Council for action in February.
Courthouse remodel and downtown plan: Commissioner Leita gave a brief history of
the project and said they expect the upgrade to save substantially on energy costs and
improve security: The County would like to remove the trees on MLK and to replace the
sidewalks on MLK and First Street. Mr. Redifer asked if the sidewalks must be replaced
to DYFI standards. Michael Morales replied no, just the normal sidewalk standards.
Commissioner Leita requested Council consideration of a cost sharing arrangement
similar to the previous sidewalk work done on "A" Street and Second Street. County
staff will work on a cost estimate for Council's consideration. Vern Redifer would like to
have a conversation with Michael Morales and Doug Mayo regarding pedestrian traffic;
including ideas to reduce jay walking on MLK. Michael Morales suggested they work
ill with Chris Waarvick on the street tree issue.
Recap of the work program and pending items of the Committee:
1. Common Development Standards for Streets and Infrastructure — retain on list.
2. Public- Private Infrastructure Funding Models — retain on list as subpart to item 1.
3. West Valley Neighborhood Plan — retain. on list for finalization.
4. Urban Area Zoning Amendments Not Adopted by Yakima County — strike
(accomplished).
5. Airport Safety Overlay — strike (no longer monitored by IG Committee).
6. Inter -local Agreement for GMA Implementation — retain on list as subpart to
item 1.
7. Joint Board Role, Function — retain on list as "IGC Steering Committee Role,
Function" and subpart to item 1.
8. Regional Planning Commission — strike (accomplished).
9. Appeals of Hearing Examiner Decisions — strike (accomplished).
10. Crisis Intervention. Training — strike (not currently an issue).
11. Coordination of east — west Terrace Heights Corridor — retain on list
(Commissioner Leita would like increased discussions on this matter).
12. Consolidation of City — County Divisions — retain on list (no action items at this
time).
13. Drainage Improvement Districts — retain on list
14.4 -Party Agreement and Tolling Agreement — retain on list
15.Ahtanum — Wide Hollow Comprehensive Flood Hazard , Plan pending further
discussion
The next meeting of the Intergovernmental Committee will be January 25. The agenda Sp
will include review of the final proof draft of the WVNP and Courthouse streetscape
estimates.
