HomeMy WebLinkAbout2002-015 Appropriation / Capitol Theatre Sound System Renovation ORDINANCE NO. 2002 -15 AN ORDINANCE amending the 2002 budget for the City of Yakima; and making appropriations of $87,500 within the 171 Capitol Theatre Fund for expenditure during 2002 to overhaul the sound system and renovate office space. WHEREAS, the amount of $87,500 must be appropriated within the 171 Capitol Theatre Fund for expenditure during 2002 to overhaul the sound system and renovate office space, and WHEREAS, at the time of the adoption of the 2002 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Appropriations are hereby made, for expenditure during 2002, from the Unappropriated Fund Balance in the various funds to the various accounts and in the various amounts, and for the various specific purposes, all as specified in the Schedule attached hereto and incorporated herein. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. Two items emerged as urgent unbudgeted issues from that study: 1) An overhaul of the sound system and, 2) Additional office space. The total cost of these projects are estimated to be $175,000, with CTC funding 1 /2 ($75,000 by a grant and $12,500 from local operations), and the City funding 1 /2 ($87,500) from the Capitol Theatre Reserve Fund. The attached appropriation ordinance would authorize the transfer of an additional $87,500 from the Capitol Theatre Reserve Fund to the Operating Fund, and then appropriate the overhaul of the sound system and renovation of office space from the Operating Fund. Additionally, the City's Code Administration Staff reviewed the architect's report and the Theatre, and determined that the present fire alarm system is not compliant with ADA requirements. They are recommending that the system be brought up to code by adding audible horns and strobes, and lowering existing pull stations, at an estimated cost of $25,000. As this is a safety issue in a City -owned facility, staff is recommending that this improvement be funded from the Contingency Fund. The attached letter from Steve Caffery, Manager of the Capitol Theatre, explains the projects in more detail.
