AN ORDINANCE amending the 2002 budget for the City of Yakima; and
making appropriations of $80,000 within the 462 Transit
Operating Fund for expenditure during 2002 to serve
the Congdon /So 72nd Avenue Annexation Areas.
WHEREAS, the amount of $80,000 must be appropriated within the 462
Transit Operating Fund for expenditure during 2002 to serve the Congdon /So
72nd Avenue Annexation Area, and
WHEREAS, at the time of the adoption of the 2002 budget it could not
reasonably have been foreseen that the appropriation provided for by this
ordinance would be required; and the City Council finds that an emergency
exists of the type contemplated by RCW 35.33.091 and that it is in the best
interests of the City to make the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Appropriations are hereby made, for expenditure during 2002,
from the Unappropriated Fund Balance in the 462 - Transit Operating Fund to
the various accounts, as specified in Schedule 1 attached hereto and incorporated
herein.
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by
law and by the City Charter.

ITEM TITLE: An Ordinance Amending the 2002 Budget in the Transit Operating Fund to
serve the Congdon /So. 72nd Ave. Annexation Areas

SUMMARY EXPLANATION:
Staff respectfully requests City Council to approve the attached appropriation ordinance of $80,000 in
the Transit Operating Budget to serve the newly annexed areas. New service was begun March 4,
2002.
Three of the existing routes have been redesigned to accommodate the new service area. This redesign
does not add staffing costs, however, the additional miles will require appropriation for variable costs,
i.e. fuel, repairs, tires, etc.
The major component is anticipated to come from demand response (Dial -a- Ride), which is estimated
to increase $73,000 in 2002 due to this annexation. The Transit Division has been receiving
applications for this program for about a month, and is beginning to provide this service in the newly
annexed area. This program will have a "ramp -up" time as applications for service are received and
processed.
An increase in Transit Sales Tax, estimated to be $47,000 in 2002, would be collected for 7 months (a
permanent timing difference.) According to State law, area businesses should begin collecting sales tax
in April ; remit to the State in May; and the City would receive our portion of the taxes from the State
Department of Revenue in June. In reviewing Yakima's Federal Transit grant allocation, the City is
scheduled to receive an additional $10,000 more than originally budgeted.
The attached ordinance, therefore, identifies $57,000 of additional revenue for the transit system, and
authorizes appropriations of $80,000, for a net difference of $23,000 to be funded from Transit's
unappropriated fund balance.
