HomeMy WebLinkAbout2002-006 Changing speed limits ( S. 7th Ave, Walnut to Tieton Dr. ) ORDINANCE NO. 2002 — 06 AN ORDINANCE relating to traffic, changing the speed limits for 7 Avenue from its intersection with Walnut Street to Tieton Drive and correcting the name of Terrace Heights Way to Yakima Avenue, and amending Section 9.50.370 of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.50.370 of the City of Yakima Municipal Code is hereby amended to read as follows: In accordance with Section 9.50.360, and when properly signposted, speed limits during the time specified over and along the streets designated are: A. Fifteen miles per hour: 1. On all city alleys at all times not otherwise designated or officially signposted; B. Twenty miles per hour on all unpaved streets and the following streets: 1. 6th Avenue from Spruce Street to Division Street, 2. Cornell Avenue from Division Street to Nob Hill Boulevard, 3. 12th Avenue from Arlington Street to Nob Hill Boulevard, 4. 15th Avenue from Nob Hill Boulevard to Prasch Avenue, 5. 37th Avenue from Richey Road to Summitview Avenue, 6. 37th Avenue from Summitview Avenue to Tieton Drive, 7. 38th Avenue from Tieton Drive to Nob Hill Boulevard, 8. 44th Avenue from Walnut Street to south city limits, 9. Chestnut Avenue from 6th Avenue to 48th Avenue, 10. Arlington Street from 12th Avenue to 16th Avenue, 11. Arlington Street from 40th Avenue to 45th Avenue, 12. Dear Ms. Davenport: Recently, members of my staff and our Safety Resource Officer (a commissioned police officer) had an opportunity to work with Bill Quitta from your office to problem solve safety concerns surrounding traffic around Davis High School, particularly on 7` Avenue. Of particular concern, are the number of students and non - students cruising on 7th Avenue after the school day. Traffic on 7 Avenue becomes quite congested and because many of the cruisers have been identified as having gang affiliations, we are quite concerned that a potential critical incident could occur. After discussing the possible options, we offer the following items for consideration by the City of Yakima: 1. We request that the speed limit on 7` Avenue between Walnut and Tieton be reduced to 20 mph, continuously. 2. We request that three -way stops be installed on the corners of 7 Avenue and Spruce and also four -way stops at the corners of 7 Avenue and Pine. Currently, both corners are 2 -way stops. We believe that by causing traffic to stop on 7` Avenue will discourage unnecessary traffic using the street as a thoroughfare to Tieton Drive or Summitview Avenue. 3. We request that the crosswalks be emboldened on Spruce and 7 Avenue so that they are clearly seen by automobile traffic. 4. We ask that speed limit signs be posted in the alley behind the student parking located on the corner of 7`h and Spruce. Neighbors have expressed concern over the lack of compliance with the 15 mph speed limit. We're the closest thing to home. In addition, the Yakima School District will initiate the following.: 1. Chain off the 7th Avenue exitientrance to the student parking, lot to divert' traffic coming, in and out of the lot to Spruce and Pine Streets. 2. We will request the Yakima City Police Department file the necessary permits to allow us to barricade off the West bound lane on Spruce Avenue at 7 Avenue for 30 minutes at the end of the school day. This will prohibit students from exiting, the student parking, lot and turning onto 7"' Avenue to cruise. It is my understanding that all parties involved in this meeting, were in agreement to implement these changes with proper approvals. We believe that though this may not eliminate the entire problem, these steps could lead to a safer, more secure area for our students and faculty. Thank you for Your consideration. Deputy Superintendent Jose \T idot, Davis High School Principal Captain Don Blesio, Yakima Police Department City of Yakima Public Works Department Traffic Engineering Staff Report For City Council Meeting of February 5, 2002 Subject: Request from Davis High School for Reduced Speed Limit and Other Items Staff Person: Joan Davenport, Supervising Traffic Engineer On January 8, 2002 the City of Yakima received a letter from Mr. Benjamin Soria. Superintendent for the Yakima School District requesting assistance from the City of Yakima related to traffic safety near the Davis High School Complex. As identified in the attached letter the School District seeks to address a number of pedestrian and school safety matters which will require cooperation from the City of Yakima. Below is a description of the requested actions and status to implement each request. 1. Request: Reduce Speed Limit on South 7 Avenue between Walnut Street and Tieton Drive from 25 MPH to 20 MPH. Status: Item recommended for approval by Ordinance from Traffic Engineering Staff. The Yakima Municipal Code Section 9.50.370 regulates speed limits on City streets. The primary purpose for this requested change is due to the presence of frequent, school related pedestrians. Similarly, Arlington Street and South 44 Avenue adjacent to Eisenhower High School already have 20 MPH speed limits established within the Municipal Code. Other streets adjacent to certain parks or declared as bicycle routes also have 20 MPH speed limits, in order to protect pedestrians and bicyclists. 2. Request: Install four -way stop at South 7 Avenue and Pine Street, as well as "all -way" stop at South 7 Avenue and Spruce. Status: Both Pine Street and Walnut Street currently stop at South 7 Avenue. The School District requests these two -way stops be converted to "all -way" stop intersections. Both of these intersections are directly adjacent to Davis High School complex and the school district is attempting to address a number of safety issues. Staff considers these requests appropriate due the presence of the high school and high frequency of pedestrians. No action is required by City Council for placement of additional stop signs. 3. Request: Paint a heavy crosswalk symbol at the intersection of Spruce and South 7 Avenue. Status: Painting of school crossings are usually the first priority in the spring when crews begin the painting season. This request can be handled in early spring. Staff Report: Davis High School Traffic Page 1 oft 4. Request: Post 15 MPH signs in the alleyway north of Spruce Street and parallel with South 7 Avenue. Status: Although the City does not normally post speed limit signs on alleys, this request can be honored as part of the school safety package. A total of 2 speed limit signs will be posted in the alley between Walnut and Spruce Streets. west of South 7 Avenue. Additional Items: 1. The School District will close the entrance to the student parking lot off of South 7 Avenue in an attempt to control traffic movement. No action by the City is necessary for this item. 2. Request for a permit from Yakima Police Department to barricade the westbound lane of Spruce Street at 7 Avenue (during the afternoon school release period, only) in order to prohibit vehicles leaving the student parking lot to exit directly to South 7 Avenue. This would compel students to travel west on Spruce, or north on the alleyway to enter Walnut. As previously stated, these items have been requested directly from the Superintendent's office in an attempt to address safety issues. To address pedestrian and school issues at the Davis High School complex, Yakima School District Superintendent Benjamin Soria requests that the City of Yakima reduce the posted speed limit on South 7 . Avenue, adjacent to Davis High School from 25 to 20 miles per hour. The precedent currently exists for the streets adjacent to Eisenhower High School for Arlington Street and South 44 Avenue. The letter from Mr. Soria also requests several other action items from the City of Yakima which can and will be handled administratively, as requested. The attached staff report and letter explain these other items. This ordinance also corrects a street name change from Terrace Heights Drive to East Yakima Avenue which occurred in 1994.
