ORDINANCE NO. 2002- 62
AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective January 1, 2003; amending Subsections
• 2.20.100 A, 2.20.100 C, 2.20.100 D, 2.20.100 E, 2.20.110 A, 2.20.110 B,
2.20.110 C, 2.20.110 D, 2.20.110 E, and 2.20.110 G, all of the City of Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAK1MA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be
effective January 1, 2003, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20.100 C of the City of Yakima Municipal Code is hereby amended

Section 5. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of January 1, 2003. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule:"

Classification and Allocation Recommendation
This report summarizes my findings relating to the creation of a new classification in the
Engineering Division. During 2001, I conducted a study of the Department Assistant II
in that division with a recommendation that it was properly classified. The City Engineer
indicated to the Civil Service Commission that he believed important and substantial
information had not been provided to me and asked time for the matter to be reviewed. I
have met with the City Engineer and found that there were some matters that had been
understated in the initial study, which would cause me to revise my recommendation. In
addition, I found that the incumbent had been assigned duties of another classification
created in 2001 (Engineering Utility Specialist) and which had since been vacated. The
reassignment of duties was not considered to be temporary and accordingly, an entirely
new classification was required.
In creating the attached class specification and salary recommendations contained herein,
I interviewed the City Engineer at length, developed a draft class description, conducted
comparisons with classifications in the City's classification system with similar levels of
complexity and responsibility and conducted a salary survey of public and private
employers commonly used by the City for comparison.
The new classification is a combination of the current Department Assistant II and the
Engineering Utility Specialist. As indicated above, the latter has been vacated and
according to the City Engineer, will not be refilled in that capacity. The classification
will remain in the classification plan even though it will not currently be utilized.
Based on my findings discussed herein, it is my recommendation that the new
classification be called Engineering Office Assistant and allocated at either Pay Range
14.5 ($15.44 - $18.46/hr) or at Pay Code 982 ($15.74 - $19.11/hr) if the classification is
determined to be a Civil Service classification exempt from union membership. That
determination had not been made at this writing. If the classification is determined not to
be union - exempt, then it may be necessary to create an entirely different classification
title.
DUTIES AND RESPONSIBILITIES
SUMMARY: Incumbents in this classification provides confidential technical
administrative and clerical assistance to the City Engineer and other designated personnel
including: leading citizen groups through the LID process; compiling legislation
packages; responding to inquiries; performing highly confidential administrative matters;
establishing and maintaining appointment calendars for one or more superiors; organizes,
arranges and schedules meetings; tracks specified projects, revenues, budget
expenditures; develops a variety of reports, letters and other communications; makes
public presentations; and performs a variety of clerical/secretarial support tasks.
SIGNIFICANT CHANGES IN POSITION Since this is a combination of two existing
classifications and since the changes, particularly those addressing the LID process, have
not been a gradual accretion of duties over time, this is a new classification rather than a
reclassification action. Accordingly, this section does not apply.
COMPENSTION ANALYSIS
POINT FACTORING A factoring analysis was conducted to determine a Civil Service
placement within the pay ranges utilized by positions covered by union membership.
While point factoring can give general guidance to the placement of a classification
within the pay ranges, it is a subjective system dependent upon the interpretations of
undefined terms and phrases and should not be considered an absolute finding for
compensation. That said, the factoring analysis conducted equated to a Range 13.5 in the
City's system.
INTERNAL COMPARISONS There are several classifications of a comparable nature
within the City's classification and compensation plan. They include Department
Assistant IV, Public Works Office Assistant, Code Inspections Office Assistant, and
Community and Economic Development Office Administrator. While the classification
apparently will not be utilized in the near future, the Engineering Utility Specialist must
be considered as a comparable since an important duty of that classification has been
transferred to this new classification. Specific comments are:
• Department Assistant IV Pay Range 10.5 ($12.91 - $15.44/hr). This is the senior
level clerical position in the City. It is characterized by the responsible and
consequential nature of the work performed and the independent judgment
exercised in making decisions, and resolving problems, interpreting guidelines.
They typically perform varied administrative tasks thereby relieving an
administrator of important details. Often the DA IV is a supervisor, however, the
class specification simply indicates that the DA IV "may" monitor or coordinate
the activities of others.
•
• Public Works Office Assistant Pay Code 983 ($14.99 - $18.22/hr). This is a non-
union classification. The duties are similar to those of the DA IV. However, this
classification serves as the secretary to the director of a large and complex
department or may function as the office manager.
• Code Inspections Office Assistant Pay Code 981 ($16.52 — $20.08/hr). This
classification is also similar to the DA IV and serves in a capacity like the Public
Works Office Assistant. The greatest difference between this classification and
the latter seems to be a supervisory function, which is not found in the PWOA.
• Community and Economic Development Office Administrator Pay Code 980
($17.35 - $21.06/hr). While many of the duties of this classification are similar to
the others listed above, this classification serves as the office manager and is a
liaison between the Director and other managers including those of the
Convention Center and Capitol Theater, hearing bodies and the public. There are
also significant management responsibilities and requirements for greater
responsibility for exercising independent judgment and discretion in making
responsible decisions.
• Engineering Utility Specialist Pay Range 16.0 ($16.51 - $19.75). The significant
part of this classification that has been transferred to the new classification is the
coordination of the LID process with developers, citizens and others, following
the process through presentation to the City Council.
EXTERNAL COMPARISONS This cl was included in a salary survey sent
to thirty (30) public and private employers in Washington and Idaho. Eighteen (18)
responses (60 %) were received and 6 indicated a comparable classification considered to
be a good match for Yakima's classification. A review of those salaries reflects a low
maximum salary of $15.95/hr (Pocatello, ID) and a high maximum salary of $21.54
(Kirkland, WA). The most common job title was some form of Administrative Assistant.
However, the City has phased out that title over the years. The Mean maximum hourly
rate of pay is $19.49/hr.
Four entities reported classifications requiring greater responsibilities and reported a
mean maximum hourly rate of $21.19.
DISCUSSION It is clear that this new classification is significant in its design. The
addition of the LID responsibilities carries it out of the clerical realm typically found in
the Department Assistant classification series. However, the classification also does
perform a variety of clerical functions typically found in the Department Assistant series,
many of which are found in the DA IV classification. Because of the LID
responsibilities, the new classification requirements exceed those of a DA IV. The
clerical responsibilities dilute the classification's requirements sufficiently that it no
longer could be considered a match for the Engineering Utility Specialist. The
appropriate salary rate must lie between the DA IV (Range 10.5) and the Engineering
Utility Specialist (Range 16.0).
Between those two classifications are the Public Works Office Assistant (Pay Code 983),
Code Inspections Office Assistant (Pay Code 981) and the Community and Economic
Development Office Administrator (Pay Code 980). It should also be noted that also
allocated to Pay Code 980 is the Executive Assistant classification housed in the City
Manager's office and which itself was created in 2001. This new classification does not
rise to the level of either the Community and Economic Development Office
Administrator or the Executive Assistant (PC 980). While the Public Works OA and the
Code Inspections OA have similar duties, they are compensated differently generally
because of a supervisory responsibility. The primary circumstance setting these
classifications apart from the DA IV is that both the PWOA and the CIOA serve as the
secretary to a large department or as an office manager. The new classification
coordinates the office function, which is a lower level of responsibility. However, there
is a technical and unrelated skill required, that being the LID coordination responsibility.
That responsibility creates a classification lower than the Engineering Utility Specialist
(R 16.0), the Community and Economic Development Office Administrator and the
Executive Assistant (both PC 981). It also creates a classification lower than the Code
Inspections Office Assistant. I believe it also creates a classification higher than the
Public Works Office Assistant.
In recommending a salary allocation, it is important to consider the external
compensation in order to attract and retain well skilled employees. To compensate at the
level matching the mean maximum hourly rate would require an assignment to Pay
Range 15.5 (maximum $19.36/hr), which is commensurate with Pay Code 981. To do
that would create an internal inequity in the compensation plan. That would be
inappropriate. Accordingly the compensation level should be established at a level lower
than the external comparison, which would preserve internal equity.
RECOMMENDATION Based on the above discussion, it is my recommendation that
the new Engineering Office Assistant classification be allocated to Pay Range 14.5
($15.44 - $18.96/hr) or, if the classification is determined to be union- exempt, Pay Code
982 ($15.74 - $19.11/hr).
Since this is a new classification and not a reclassification, the position should be filled
by competitive process.

independent judgment and decision - making and is evaluated through conferences, customer
feedback, direct observation, results achieved and through conferences.
DUTIES
Provides information to interested parties about the LID and other processes; meets with interested
parties; validates petition signatures; schedules and notifies parties of meetings; attends and makes
presentations at City Council and other public meetings; explains procedures and responds to
questions; prepares district maps and preliminary assessment rolls. Compiles legislation packages as
needed. Conducts periodic site visits during project construction; completes. final assessment rolls
and closes districts notifies appropriate departments /agencies upon completion. Researches location

UNUSUAL WORKING CONDITIONS: Works with the public and employees who may be

variables.
LICENSES, REGISTRATION AND CERTIFICATE: Obtain and maintain a valid
Washington State Driver's License and basic first aid/CPR certificate.
MINIMUM CLASS REQUIREMENTS: Any combination of education and experience

However, in the future, management must notify the union well in advance .
of any new classifications or changes to classifications that may affect our
membership and allow us the opportunity to meet to negotiate the decision and
the effects.

SUMMARY EXPLANATION:
The attached ordinance amends the Classification and Compensation Plan to implement wage
adjustments pursuant to current collective bargaining agreements effectivelanuary 1, 2003. The
adjustments are required by the terms of the current YPPA (Yakima Police Patrolman's
Association) collective bargaining agreement. Negotiations are ongoing with the AFSCME-
Municipal and IAFF bargaining units and therefore no adjustments are included in this
ordinance.
Pursuant to my November 25, 2002 notice to the Council, this ordinance also incorporates the
management pay and compensation adjustments which would take effect pursuant to the
current formula prescribed in the Yakima Municipal Code, Section 2.20.116B. A copy of the
November 25, 2002 memorandum to Council outlining the requirements of the current Municipal
Code provisions is attached for information purposes.
This classification and compensation ordinance also incorporates the recommendations of the
Charter Civil Service Commission on the 2002 reclassification studies effective January 1, 2003.
The office of the Chief Examiner received 13 requests for reclassifications.

Of those requests, 13 were forwarded to RHW Consulting Services for detailed review. The
attached Reclassification /Classification Summary Report involves 15 current employees, from
10 different classifications, who had their reclassification requests approved by the Civil
Service Commission at the October 7, 2002 meeting. All recommendations are subject to City
Council review and approval. The estimated annualized cost of the recommendations is
$27,518.40. Attached is the Reclassification /Classification Summary Report as approved by
City Council at their December 3, 2002 meeting.
Also included is the new classification for the Engineering Office Assistant, which was
approved on May 6, 2002 by the Civil Service Commission. The estimated annualized cost of
the recommendation is $4,763.16 and would be effective January 1, 2003. The impact of the
reclassification has been included in the 2003 budget.
Last, this classification and compensation ordinance includes two housekeeping changes. The
first is an amendment to reflect the change in the minimum wage effective January 1, 2003 and
the second is to correct a clerical error relating to the class code number for 911 Calltaker in
Subsection 2.20.100 C of the YMC.

The estimated costs of the labor settlements, the management pays and compensation /benefit
adjustments and the reclassification studies have been budgeted in the 2003 Preliminary
Budget.

SUBJ: Notice of 2003 Management Pay and Compensation Adjustment (PACA)
Section 2.20.116A of the Yakima Municipal Code adopted by the City Council in December
1994 requires the City Manager to give written notice "at least thirty days before the
implementation date of the anticipated management PACA based on the latest available
projections using the management PACA formula in subsection B of this section." Section
2.20.116B of the Yakima Municipal Code provides "A management pay and compensation
adjustment shall be computed as of January 1st of each successive reference year based upon
the following formula: Management PACA = Average Bargaining Unit PACA + Balancing
Adjustment." Further, Section 2.20.115 defines PACA as "the total annualized percentage
change in the economic value of employee compensation and benefits, including, but not
limited to, salary, longevity, paid leave, holidays, deferred compensation and other forms of
employee compensation, said change to be measured from one calendar year to the next
succeeding calendar year."
The formula above requires that a balancing adjustment be calculated when a change occurs
after the calculation of any given year's PACA due to the settlement of one or more labor
contracts. Specifically, YMC Section 2.20.115 Subsection 8 defines the Balancing Adjustment as
"the positive or negative change in the average bargaining unit PACA for the prior year,
which change has occurred after computation of the management agement PACA for the prior year
due to delayed resolution of bargaining unit negotiation. This change must be incorporated
into the computation of the management PACA for the reference year in order to achieve
equality between the management PACA and the average bargaining unit PACA." Further,
YMC Section 2.20.116, Subsection B states "If the balancing adjustment is positive as of January
1st in a particular reference year, then management employees shall receive a lump sum
payment as deferred earnings from the prior year equal to the incremental amount that
would have otherwise been paid if bargaining unit negotiations had been resolved at the
beginning of the prior year."

Based upon the criteria outlined above, the Management 2003 PACA for total compensation
is estimated to be 4.09% above the 2002 level. However, the actual pay adjustment is
estimated to be 3.25% above the 2002 level when proposed enhancements to some benefit
programs are considered. An explanation of the benefit changes is provided within this
report. The application of the formula outlined above is presented below.
• 2003 PACA ADJUSTMENT
No balancing adjustments are required for 2003 since all labor groups were settled in 2002 and
the respective wage adjustments were calculated in the 2002 PACA Adjustment. The second
step of the PACA process is to calculate the average of all pay and compensation adjustments
approved by City Council for employee bargaining units for 2003. The computations are
shown below:

Below please find an explanation of the adjustment to the 4.09% Pay and Compensation
Adjustment to reflect changes in certain employment benefits. The proposed benefit changes
reduce the 2003 Pay and Compensation Adjustment from 4.09% to 3.25 %. Exhibit A is a
summary of the calculations of the Pay and Compensation Adjustment and the benefit
adjustments resulting in an adjusted 2002 PACA of 3.25 %.
• BENEFIT ADJUSTMENTS
The 2002 PACA previously approved by Council contained several benefit enhancements for
the management group. The report explained that the management group had expressed
concern over several years regarding the comparison of management benefits as to unionized
employee benefits which had improved as a result of collective bargaining. The improvement
in unionized employee benefits when compared to management impacts the City's ability to
promote, recruit and retain well trained individuals for management positions. In light of this,
the management group proposed benefit changes which the Council approved in 2002. The
2002 budget changes included a two year phase -in. period for the improvement to the
longevity benefit; the 2003 PACA adjustment calculation includes the final adjustment to that
benefit schedule.
The management group is sensitive to the City's current economic circumstances and
therefore, recognizes that improvements to benefits can be costly. Consequently, it has been
recommended, as it was in 2002, to reduced the percentage amount of pay and compensation
adjustment resulting from the formula contained in YMC Section 2.20.116B which is 4.09% to
3.25% to offset the cost of the longevity schedule change and the additional cost to the City for
the 2003 health insurance premiums.
The Legislation implementing the 2003 PACA and other employee group's wage adjustments
required by collective bargaining will be presented to Council on December 17, 2002 to be
effective January 1, 2003. The cost of all these adjustments is estimated at $790,000 and is
included in the 2003 Preliminary Budget.

1) Even though health insurance formulas have not changed for any of the groups, the additional
cost of medical premiums paid by the City on behalf of its employees is calculated and included as
part of "total compensation ".
2) 2003 includes the second (and final) year implementation of a revised longevity schedule. The
Base Wage is being reduced to offset this increased benefit. Effective 1/1/03, an additional 0.5% at
5,10, 15, 20, and 1.0% at 24+ years are added to the schedule.
