2002-056 Add one hour parking in 500 block S. 1st St. & two hour parking at 600 E. Yakima Avenue (north side)
ORDINANCE NO. 2002 — 56 AN ORDINANCE relating to traffic; creating and defining an area for one hour parking on certain streets, adding a new location for two hour parking , amending section 9.50.070 and adding a new section, section 9.50.077, all of the Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 6.50.070 of the City of Yakima Municipal Code is hereby enacted as a new section to read as follows: 9.50.077 One Hour Parking Time Limit on Certain Streets When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than one hour at any time between the hours of nine a.m. and six p.m. on any day except Sundays and public holidays within the upon any of the streets described herein: 1. Both sides of South First Street between Beech Street and Maple Street. • Section 2. Section 9.50.070 of the City of Yakima Municipal is hereby amended to read as follows: 9.50.070 Two -hour parking time limit on certain streets. When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than two hours at any time between the hours of nine a.m. and six p.m. on any day except Sundays and public holidays within the district or upon any of the streets described herein: 1. Both sides of 6th Street from Yakima Avenue to Chestnut Avenue; 2. East side of Naches Avenue from Chestnut Avenue to "B" Street; 3. Both sides of "B" Street from the alley west to Naches Avenue; 4. Both sides of Yakima Avenue from Naches Avenue to 6th Street; 5. Both sides of 4th Street from "B" Street to Lincoln Avenue; 6. West side of 3rd Street from "B" Street to Lincoln Avenue; 7. Both sides of 2nd Street from "B" Street to Lincoln Avenue; 8. Both sides of 1st Street from "B" Street to Lincoln Avenue and from Walnut to Spruce; 9. West side of 1st Street from "B" Street to Walnut Street; 10. Both sides of "B" Street from Front Street to 1st Street; 11. North side of "B" Street from 1st Street to 2nd Street and 3rd Street to 4th Street; 12. Both sides of "A" Street from Front Street to 1st Street; 13. Both sides of Front Street from "A" Street to Yakima Avenue; 14. South side of Walnut Street from 1st Avenue to 4th Street; 15. Both sides of 2nd Street from Walnut Street to Spruce Street; 16. West side of 3rd Street from a point south of loading zone to Spruce Street; 17. Both sides of Spruce Street from 1st Street to 2nd Street; 18. Both sides of Yakima Avenue from 1st Street to Front Street and from the railroad tracks west to 7th Avenue; 19. Both sides of 4th Avenue from "A" Street to Yakima Avenue and from Yakima Avenue to Chestnut Avenue; 20. Both sides of 5th Avenue from "A" Street to Walnut Street; 21. East side of 6th Avenue from "B" Street to "A" Street; 22. West side of 6th Avenue from "A" Street to Yakima Avenue; 23. Both sides of 7th Avenue from "A" Street to Yakima Avenue; 24. West side of 7th Avenue from Chestnut Avenue to Walnut Street; 25. West side of Pierce Avenue from Browne Avenue to the first alley south of Browne Avenue; 26. West side of 8th Avenue from Summitview Avenue to Yakima Avenue; 27. South side of "B" Street from 1st Avenue east to the railroad tracks; 28. Both sides of Browne Avenue from 7th Avenue to Pierce Avenue; 29. North side of "A" Street from 6th Avenue east to the alley and from 7th Avenue to Pierce Avenue; 30. North side of Yakima Avenue from 7th Avenue to 8th Avenue; 31. South side of Yakima Avenue from 10th Avenue to 1 lth Avenue; 32. Both sides of Chestnut Avenue from 6th Street to Naches Avenue from 2nd Avenue to 6th Avenue; 33. North side of Walnut Street from the alley west of 3rd Avenue to 5th Avenue; 34. South side of Walnut Street from 3rd Avenue to 5th Avenue; 35. South side of Pine Street from 1st Street east to the alley; 36. East side of North 3rd Avenue from Yakima Avenue northerly to the alley; 37. West side of 4th Avenue from Yakima Avenue to Chestnut Avenue; 38. East side of 4th Avenue from the alley north to Yakima Avenue; 39. Both sides of 3rd Avenue from Yakima Avenue to Chestnut Avenue; 40. Both sides of 2nd Avenue from Yakima Avenue to Chestnut Avenue; 41. North side of "B" Street from 3rd Street west to the alley; 42. North side of Yakima Avenue from 7` Street west to the alley. Section 3. Effective Date. This ordinance shall be in full force and effect 30 days after its passage, approval and publication as provided by law and by the City Charter. We actually have such little on street parking on this block that sometimes our customers are not aware that on street parking is okay. (1) A group of businesses located on the 500 block of South First Street (between Beech and Maple Streets) requests a One -hour Parking zone be created. The original request was for the 400 and 500 block of South First Street. However, the 400 block of South First Street has been removed from the request due to opposition. Business owners indicate that long -term on- street parking negatively impacts their business operation. The request is to limit on- street parking to one hour between the hours of 9 AM to 5 PM for both sides of this block. A letter was mailed to all property owners along this area inviting public comments. The majority of the responses were in favor of the parking restrictions, with at least one property owner stating they thought the existing situation was fine. (2) The second citizen request is to add the north side of East Yakima Avenue from 7 Street west to the alley to the Two Hour Parking Restricted area. This location is adjacent to the existing 2 hour parking zone. The Police Department has reviewed this increase in area to be monitored by the City of Yakima parking enforcement officers. They will be able to include this area in the area covered by the officers. The attached Ordinance amending the Yakima Municipal Code will authorize parking enforcement of the one -hour limit only for the 500 block of South First Street and extend two hour parking to a portion of East Yakima Avenue.
