HomeMy WebLinkAbout2002-039 Appropriation; Metropolitan Area Model Update Project ORDINANCE NO. 2002- 39 AN ORDINANCE amending the 2002 budget for the City of Yakima; and making an appropriation of $40,462 in the 140 - Growth Management Fund during 2002 to implement the "Yakima Metropolitan Area Model Update Project ". WHEREAS, the amount of $40,462 must be appropriated with the 140 - Growth Management Fund for expenditure during 2002 to implement the "Yakima Metropolitan Area Model Update Project, and WHEREAS, at the time of the adoption of the 2002 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required because the grant funds for this project had not been awarded; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA, WASHINGTON: Section 1. The amount of $40,462 is hereby appropriated from the Unappropriated Fund Balance in the 140 - Growth Management Fund to account numbers as specified in Schedule 1 attached hereto and incorporated herein. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. SUBMITTED BY: Chris Waarvick, Director of Public Works CONTACT PERSON/TELEPHONE: Shelley Willson, Streets and Traffic Manager Joan Davenport, Supervising Traffic Engineer SUMMARY EXPLANATION: The City of Yakima is assisting the Yakima Valley Conference of Governments (YVCOG) in the update of the Metropolitan Transportation Model using software developed by TModel Corporation and implemented by the YVCOG. The Metropolitan model provides an assessment of the capacity of arterial streets within the upper valley area and identifies streets which may have capacity constraints in the 20 year horizon required for planning under the Growth Management Act. The YVCOG provides modeling services to all the communities within the upper valley area as a result of this project. The model was last updated in 1994. The City of Yakima was awarded $35,000 in Federal Surface Transportation Program funds (STP) in order to contract professional services from TModel Corporation for updating the Metropolitan model. YVCOG could not provide the local match of approximately $5,462 and therefore requested the City of Yakima "sponsor" the project and provide the local match and contract administration. Likewise, Yakima County is "sponsoring" the Origin and Destination Study. The attached appropriation ordinance authorizes a total project budget of $40,462.
