AN ORDINANCE amending the 2002 budget for the City of Yakima; and
making appropriations of $349,000 within the 477 -
Domestic Water Improvement Fund for expenditure
during 2002 to provide for a grant- funded capital
project.
WHEREAS, the amount of $349,000 must be appropriated within the 477
- Domestic Water Improvement Fund for expenditure during 2002 to provide
for a °grant- funded capital project, and
WHEREAS, at the time of the adoption of the 2002 budget it could not
reasonably have been foreseen that the appropriation provided for by this
ordinance would be required; and the City Council finds that an emergency
exists of the type contemplated by RCW 35.33.091 and that it is in the best
interests of the City to make the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Appropriations are hereby made, for expenditure during 2002,
from the Unappropriated Fund Balance in the 477 - Domestic Water
Improvement Fund to the various accounts, as specified in Schedule 1 attached
hereto and incorporated herein.
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by
law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 21st
day of May 2002.

ITEM TITLE: An Ordinance Amending the 2002 Budget and Making an
Appropriation Within the Domestic Water Improvement Fund
for a Grant - funded Capital Project

SUMMARY EXPLANATION:
The Water Division was recently notified that it had received a grant from the Bonneville Power
Administration (BPA) in the amount of $349,000. These funds are earmarked for the
implementation program development stage of a new project to protect wetland habitats.
This project would identify and purchase lands within 25 feet of either side of existing streams,
creeks and rivers; and purchase development rights within 25 and 50 feet of either side of
existing streams, creeks and rivers within the Yakima Urban Area Boundary. This will be a long-
term commitment to the preservation, protection and future opportunity to restore the
normative structure and function to aquatic and terrestrial habitats. This project was originally
identifies in the Governor's 'Action Agenda' and was subsequently submitted to the Bonneville
Power Administration (BPA) for funding. The total project cost is estimated to be approximately
$13,500,000, and the cost associated with the development of the implementation program being
$349,000.
The attached appropriation includes both resources and expenditures of $349,000- the fund
balance will not be affected by this project. Additional funding for actual implementation would
have to be applied for using the normal competitive process.
