AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective Sefr d '8 , 2002; amending
Subsections 2.20.100,2.20.100 C, 2.20.100 E, 2.20.110 A, 2.20.110 D, and
2.20.110 E, all of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be
effective ` , 2002, which plan shall consist of the various following
subsections of this section."

Section 4. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of , 2002. The pay rates shall constitute full
compensation for those employees with a work week of forty hours as set out in other sections of this
code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same
proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those
employees of the Fire Department whose work week exceeds forty hours shall be computed according to
the provisions of Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule:"

Subject: Transit Project Planner job classification
The roles and responsibilities of the current transit planner job classification have been reviewed
and adjusted by staff. The prior incumbent retired earlier this year and the wide range of the
responsibilities that the "Senior Project Planner (Transit)" was responsible for have been limited
and a new position title and description is brought for your review and approval.
The proposed position will be dedicated and funded fully by Yakima Transit, is anticipated to be
an AFSME transit position and has a commensurately reduced rate of pay. The factors for these
conclusions are the following:
1 — This position will not have supervisory responsibilities as found in the current Senior Project
Planner (Transit) job description.
2 — This position will not administer discipline as found in the current Senior Project Planner
(Transit) job description.
3 — This position is not anticipated to be the first line responsible charge substitute in the absence
of the Transit Manager. This is in contrast to the responsible charge assignment in the Senior
Project Planner (Transit) job description.
4 — This position does not require a Civil Engineering degree as found in other higher
compensated comparable positions because this position will not have traffic engineering
responsibilities.
5 — The proposed Transit Project Planner position appears very strongly to be comparable to the
City's Senior Planner position in overall level of responsibilities, and therefore the same pay rate
is recommended.

CLASS SPECIFICATION
ICODE: 20102 TITLE: Transit Project Planner Est. 7/02 I
Definition: This position performs with considerable independence under the
limited direction from the Transit Manager and requires frequent contact with
employees, the general public, federal, state, and local agencies, various boards,
commissions, and committees, the City Council, other City departments and
divisions. This position performs professional and technical transit planning work
focusing on both short and long range planning, facilities planning, assist in budget
planning and special project planning. The Transit Project Planner is responsible
for grant functions (including grant application, project management, and
compliance documents) and other projects assigned by the Transit Manager. This
position performs other related duties as required.
DUTIES
Major duties performed by the Transit Project Planner :
A. Planning work focusing on both short and long range transit planning,
facilities planning, and special project planning.
B. Gathering, analyzing, and reporting transit statistical data.
C. Preparation and oversight of capital and operating grants.
D. Assist in budget preparation.
E. Provide Transit representation and perspective to various groups and
agencies.
F. Designs, develops, and assists in implementation of programs needed
to meet assigned department and division objectives.
G. Other related duties as assigned.
Major Worker Characteristics: Extensive knowledge of current principles and
practices of public transportation system management, administration, operations,
planning, including fixed -route and para- transit operations; an understanding of
land use development concepts and the impact of sociological, demographic,
economic, environmental, and other factors influencing public transportation;
knowledge of project management principles and methods.

Ability to: work in a team setting; establish and maintain effective working
relationships with various transit user groups including the disabled, youth, and
elderly; establish and maintain effective working relationships with employees,
union, and general public; develop and maintain a working knowledge of federal,
state, and local pertinent regulations; systematically gather, organize, analyze, and
present data using a computerized environment; write understandable reports and
convey technical information clearly to lay persons; plan work, think conceptually,
observe and evaluate trends, analyze data, and reach reasonable conclusions; meet
exacting schedules and timelines. Demonstrate well developed and effective
communications and interpersonal relations skills leading to effective programs
and policies.
Unusual Working Conditions: Work with the general public and employees, some
of who may be irate, upset, or disturbed. Frequent extension of work day to meet
deadlines and attend meetings before and after normal working hours.
Licenses, Registrations and Certificates: Possess and maintain a valid Washington
State Driver's License.
Minimum Class Requirements: Graduation from an accredited college or
university, with major course work in transportation planning, urban planning, or
related field. Three years of progressively responsible experience in public
transportation planning or equivalent combination of education and experience to
demonstrate the ability to perform the functions of the position. One year as project
manager (lead role) in a planning project or program is preferred. (MA, MS, OR
MBA degree highly desirable and may substitute for two years' experience.)

Dear Commissioners:
The purpose of this letter is to request the establishment of a lateral entry register for the
classification of police officer.
The Yakima Police Department is experiencing a shortage of qualified applicants to fill entry -level
positions, as are police departments across the state. Not only is it difficult to find applicants, but
once hired, there is a significant time lapse befo$hthe obtain a slot at the police academy or new
recently experienced delays as long as two months
recruits. The academy itself takes five months complete, after which time the new officer is
moved into four months of field training.
To speed up this very long process, many departments recruit currently certified police officers.
These officers have already completed the academy and have been employed as police officers.
Once hired, their field training period is usually much shorter than a new recruit's, as it is more of
a local familiarization process than training someone to be a police officer. The net result is
having an experienced police officer on the streets serving the public much more quickly.
Officers . hired under a lateral entry program are typically offered accelerated rates of pay to
compensate them for the extra skills and abilities they bring with them. This pay also recognizes
the substantial savings realized by the department in decreased training time. We propose to start
an officer hired from the lateral entry register at step C, moving to step D in six months, then to
step E a year and a half after initial hire. The probationary period would remain unchanged at one
year.

We believe there are police .officers on the west side of the state that would like to move to
Yakima for its better quality of life, but are unable to because we currently lack a lateral entry
program. We believe implementation of this proposal will better serve the needs of both the
community and the department.
A draft class specification is attached for your consideration. We respectfully request your
approval of this proposal, as a critical need exists to increase the number of experienced police
officers in the sworn ranks.

Definition: Under the general supervision of a commanding officer, Police Officers
are sworn, general authority law enforcement officers who perform a wide variety of
public safety and community care - taking duties including preserving the peace,
protecting life and property, enforcing laws and ordinances, deterring and preventing
crime, investigating criminal activity and providing public safety education.
Duties
Enforces laws and ordinances and complies with guidelines established by applicable
laws, regulations, directives and superiors.
Maintains current knowledge of circumstances, trends, practices, laws and legal
decisions affecting the law enforcement profession and his or her area of
responsibility; familiarizes self with current information relating to department
operations and administration.
Patrols assigned areas in a police vehicle, by bicycle or on foot; responds to requests
for police service; identifies conditions which present a hazard to public safety;
observes and investigates suspicious persons, circumstances and activities; deters,
detects and investigates crimes; identifies and apprehends criminals and traffic
offenders; facilitates the flow of vehicular and pedestrian traffic; investigates traffic
collisions; provides other assistance to the public consistent with the goals and
objectives of the department.
Protects crime and accident scenes; identifies, documents, collects and safeguards
evidence and stolen property; aids the injured; locates and interviews witnesses;
interrogates, arrests and confines offenders; recommends measures to prevent
victimization.
Investigates assigned cases; locates and interviews victims, suspects and witnesses;
collects and submits evidence for analysis; prepares detailed investigative reports
and submits cases for prosecution.
Prepares comprehensive, factual investigative reports for use by other officers,
agencies and court officers; provides factual, unbiased testimony in court; maintains
accurate notes and logs of activities; maintains confidentiality of information learned
in the course of his or her duties.
Operates a variety of equipment including two -way radios, cameras, computer
terminals, word processor, breathalyzer and emergency vehicle equipment; carries
and maintains proficiency with firearms.

Establishes and maintains effective communications and working relationships with
superiors, co- workers, other law enforcement officials and the public; cooperates with
representatives of related public, private, federal, state and local service agencies;
cooperates with representatives of the news media to the extent allowed by
applicable laws and department directives.
Maintains personal discipline and complies with all applicable laws, policies,
regulations, procedures and sound police practice; promotes discipline among co-
workers.
Adheres to and actively promotes the goals, values and objectives of the department
with citizens and co- workers; promotes a positive, constructive work atmosphere;
maintains harmonious working relations with superiors and co- workers; supports
organizational change.
Understands and actively employs the core values of Community Policing: maximum
citizen involvement, total service orientation, and a pro- active, problem - solving
approach to police service; supports and encourages department programs and
volunteer groups.
Attends training; participates in specialized units and assignments; provides training
to other department employees, volunteers and citizens.
Performs other duties as required or directed.
Major Worker Characteristics: Personnel filling this classification must:
Possess ability to recognize, understand and apply the statutory and judicial
limitations of police authority, and the rights of all persons under the constitution of
the United States and the State of Washington.
Possess ability to learn and apply modern police methods and techniques, State,
Federal and City laws and ordinances, and City and Department policies and
procedures.
Possess knowledge of statutory and case law and has the ability explain and apply
complex laws, rules, policies, procedures and regulations; ability to obtain information
through interview, interrogation and observation.
Possess ability to evaluate circumstances and make sound judgments and decisions
in a timely manner, based on training and experience; analyze situations quickly and
objectively, and to determine the proper course of action; ability to react quickly and
calmly under emergency conditions; ability to cope with stressful situations firmly,
courteously and tactfully.
Possess the ability to communicate clearly and effectively, both verbally and in
writing with other employees and members of the public representing diverse
education and background.
Possess ability to confront and affect the apprehension of offenders by means of
command presence, voice control and physical force, up to and including deadly force.

Possess tact, diplomacy, and the ability to meet and deal effectively with individuals,
groups and organizations representing a wide diversity of ethnicities, cultures,
opinions, and beliefs.
Unusual Working Conditions: Working conditions include: rotating shift
assignments, night hours, exposure to inclement weather, call -back on short notice,
and working on weekends and holidays; stress associated with the necessity to make
decisions affecting personal safety and the safety of the public with little or no time
for reflection or consultation; overtime work caused by incidents in progress or the
necessity to meet critical deadlines; life threatening situations requiring the use of
deadly force; exposure to all of the hazards and conditions associated with the duties
and responsibilities of a general authority law enforcement officer.
Licenses, Registrations and Certificates: Must possess and maintain a valid
Washington State Driver's License. Must possess and maintain a Washington State
Peace Officer's Certification.
Minimum Class Requirements: Applicants for this position must have served two
years of continuous full time law enforcement service, with a Washington State
civilian law enforcement agency, within the last three years. Applicants for this
position must be a citizen of the United States, must be able to read and write the
English language, must possess a high school diploma or equivalent, must be in good
health and of good moral character. Applicants must pass a written examination,
physical ability /performance test, pre - selection interview, polygraph examination,
psychological examination, medical examination, drug screening, and a
comprehensive background investigation regarding applicant's aptitude, character,
judgement, credit, driving record and criminal history. Applicant must possess
normal color vision, and visual acuity of not less than 20/100 in each eye, corrected to
20/20 in the better eye and 20/30 in the lesser eye.

ITEM TITLE: Legislation Amending the Classification and
Compensation Plan for Certain City Employees

SUMMARY EXPLANATION:
The attached ordinance amends the Classification and Compensation Plan to
implement compensation adjustments recommended by City Management and
the Charter Civil Service Commission.
This ordinance re- titles the Senior Project Planner (Transit) classification to
Transit Project Planner with no change in salary. It also adds a new
classification of Police Officer (Lateral). Pay allocation will be the same as the
current Police Officer, Pay Code 400.
The Charter Civil Service Commission approved the Senior Project Planner
(Transit) and Police Officer (Lateral) at the July 7, 2002 meeting.
The attached ordinance amends the Classification and Compensation Plan to
reflect management's recommendation of the Transit Project Planner and
Police Officer (Lateral) and the actions of the Charter Civil Service Commission
at the July 8, 2002 meeting. The budget impact of implementing the
classifications has been included in the respective department's 2002 Budgets.
