ORDINANCE NQ.
AN ORDINANCE relating to public water and sewer services; allocating
amounts being collected for capital purposes and portions
of rates to provide those amounts; and enacting Section
7.68.256 and subsection 7,60.020 F, all of the City of
Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAK|MA:
Section 1, Section 7.68.256 of the City of Yakima Municipal Code is
hereby enacted to read as follows:
"7.68.256 Capital Charges. Commencing January 1, 1986, a portion of
. ` the water rates specified in Sections 7.68'250 7'68'251 7.68.252, and
7'68.255 are for capital purposes. The total amount budgeted and scheduled
to be collected for capital purposes during 1986 is $811'228. The capital
collection allocation of $81 1 ' 228 represents the total 1986 charge for the cost
of capital facilities constructed or to be constructed and for the retirement
of obligations and payments of interest thereon issued for capital purposes.
This section does not increase water rates but merely allocates collections for
preestablished capital purposes. The amount of each bill to be collected for
capital purposes is according to the following schedule. (Bills shall be
rounded to nearest dollar determine allocation.)

For each dollar of water bill thereafter, the capital allocation shall be in-
creased by $'34.
To the extent the total capital allocation collected, nceeds $811'228' the
excess shall be deemed a service charge, not atoitai charge, and shall not
be allocated to capital accounts. To the extent' h�,tn ita| allocation is
short for the 1986 fiscal year total of $811 the shortfall shall be made
up of allocations from all collections, from the remaining service charge
portion. The shortfall portion shall be deemed not a service charge, but a
capital charge on the service account of the shortfall amount."
Section Z. Subsection 7'60.028F of the City of Yakima Municipal Code
is hereby enacted to read as follows:
/7.60.028F Capital Charges. Commencing January 1, 1986, a portion of
the sewer rates specified in Subsections 7'60.020 A, C, and D above are for
capital purposes. The total amount budgeted and scheduled to be collected
for capital purposes during 1986 is $1 The capital collection
allocation of $1 represents the total 1986 charye for the cost of
capital facilities constructed or to be constructed and for the retirement of
obligations and payments of interest thereon issued for capital purposes.

For each dollar thereafter of sewer bill, the capital allocation shall be
increased by $.35.
To the extent the total capital allocation collected exceeds $1,468,505, the
excess shall be deemed a service charge, not a capital charge, and shall not
be allocated to capital occounts. To the extent the total capital allocation is
short for the 1985 fiscal year total of $1,468,505, the shortfall shall be made
up from all collections, from the remaining service charge portion. The
shortfall portion shall be deemed not a service charge, but a capital charge
on the service account of the shortfall amount."
Section 3. This ordinance shall be in full force and effect thirty days
after its passage, approval and publication as provided by law and by the
City Charter.
