AN ORDINANCE relating to traffic, reducing the speed limit for Stanley
Boulevard between 23 Avenue and Chestnut Avenue from
25 to 20 mph, and amending Section 9.50.370 of the City of
Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 9.50.370 of the City of Yakima Municipal Code is hereby
amended to read as follows:
9.50.370 Speed Limits.
In accordance with Section 9.50.360, and when properly signposted, speed limits during
the time specified over and along the streets designated are:
A. Fifteen miles per hour:
1. On all city alleys at all times not otherwise designated or officially signposted;
B. Twenty miles per hour on all unpaved streets and the following streets:
1. 6th Avenue from Spruce Street to Division Street,
2. Cornell Avenue from Division Street to Nob Hill Boulevard,
3. 12th Avenue from Arlington Street to Nob Hill Boulevard,
4. 15th Avenue from Nob Hill Boulevard to Prasch Avenue,
5. 37th Avenue from Richey Road to Summitview Avenue,
6. 37th Avenue from Summitview Avenue to Tieton Drive,
7. 38th Avenue from Tieton Drive to Nob Hill Boulevard,
8. 44th Avenue from Walnut Street to south city limits,
9. Chestnut Avenue from 6th Avenue to 48th Avenue,
10. Arlington Street from 12th Avenue to 16th Avenue,
11. Arlington Street from 40th Avenue to 45th Avenue,
12. Prasch Avenue from 12th Avenue to 16th Avenue;
13. 7 Avenue from Walnut Avenue to Tieton Drive;
14. Stanley Boulevard from 23 Avenue to Chestnut Avenue.
C. Twenty -five miles per hour:
1. On all city streets at all times not otherwise designated or officially signposted;
D. Thirty miles per hour:
1. "B" Street from 8th Street to 6th Avenue,
2. Englewood Avenue from North 23rd Avenue to west city limits,
3. Fair Avenue from Chestnut Street to Mead Avenue,

Section 2. Effective Date. This ordinance shall be in full force and effect 30 days after
its passage, approval and publication as provided by law and by the City Charter.
PASSED BY THE CITY COUNCIL at a regular meeting and signed and approved this
19th day of August, 2003.

SUMMARY EXPLANATION:
This agenda item is a request from a citizen, as expressed by Council member Sims at the June 24,
2003 City Council meeting. As indicated by Councilman Sims, a resident had suggested the City of
Yakima lower the posted speed limit on Stanley Boulevard, adjacent to Franklin Park due to the
narrowness of the street and heavy pedestrian traffic related to park activities. The Yakima
Municipal Code provides for reduced speed of 20 miles per hour on all unpaved streets and a select
set of city local streets adjacent to city parks, schools or designated bicycle routes.
Stanley Boulevard is impacted by activities of Franklin Park, Franklin Pool, events sponsored by the
Yakima Valley Museum and Franklin Middle School. Frequent pedestrians and cyclists characterize
the neighborhood. Chestnut Street, directly north of Franklin Park is currently designated as a bicycle
route and is posted at 20 miles per hour.
Past actions by the City Council have been very conservative regarding a speed limit on residential
streets lower than 25 miles per hour. However, the location and alignment of this narrow street and
multiple high traffic activities that occur within the adjacent park complex contribute to the need for
a lower speed limit.
