ORDINANCE NO. 2003- 58
AN ORDINANCE amending the 2003 budget for the City of Yakima; and making
appropriations to provide for water /irrigation system
improvements from Unappropriated Fund Balances within the
Water and Irrigation Capital Funds for expenditure during
2003.
WHEREAS, the Water and Irrigation Capital Funds identified on the attached
Schedule I contain Unappropriated Fund Balances available for appropriation and
expenditures during 2003 in various amounts to provide for water /irrigation system
improvements, and
WHEREAS, at the time of the adoption of the 2003 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance would
be required; and the City Council finds that an emergency exists of the type contemplated
by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation
herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Appropriations are hereby made, for expenditure during 2003, from
Unappropriated Fund Balances in the various Funds to the various accounts and in the
various amounts, and for the various specific purposes, all as specified in the Schedule
attached hereto and incorporated herein.
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter.

ITEM TITLE: An Ordinance Amending the 2003 budget and making an Appropriation within
the Domestic Water Improvement Fund for a Grant Funded Project.

SUMMARY EXPLANATION: The Bonneville Power Administration (BPA) gave the City a
grant in July of 2002, Intergovernmental Contract No. 0001017 — Habitat Acquisition in the
amount of $349,000 that funded the first year activities for the development of a Master
Plan. The Master Plan was completed earlier this year and submitted to the Northwest
Power Planning and Conservation Council (NWPCC) in April. The NWPCC approved the
Plan and instructed BPA to extend the City's existing contract for another year, including
additional funds in the amount of $351,479 to be utilized for outreach and education. This
amount includes carry-over funding from the 2002 program.
The attached appropriation includes both resources and expenditures totaling $351,479.30
— the fund balance will not be affected by this project. This is the second year of a multi -year
program the total grant funding for which could exceed $12,000,000.
