HomeMy WebLinkAbout2003-042 Management Pay & Compensation Adjustment ORDINANCE NO. 2003- 42 AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective July 1, 2003; amending Subsections 2.20.100 A, 2.20.110 A, and 2.20.110 B, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective July 1, 2003, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, 'set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of July 1, 2003. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule:" Section 3. Subsection 2.20.110 B of the City of Yakima Municipal Code is hereby amended to read as follows: "B. Smith, x6090 SUMMARY EXPLANATION: The attached ordinance amends the Classification and Compensation Plan to implement management pay and compensation adjustments which take effect pursuant to the current formula prescribed in the Yakima Municipal Code, Section 2.20.116B. When the January 1, 2003 and July 1, 2003 management pay and compensation adjustments were adopted last year, we had several bargaining units still in negotiations for a 2003 wage adjustment. Since that time, we have reached agreement with AFSCME Municipal and two of the IAFF units, Fire PERS and Public Safety Dispatchers and Lead Dispatchers. These settlements require a housekeeping modification to the previously adopted management compensation adjustment of 2.75% to 2.80% effective January 1, 2003 and adjustment of 0.50% to 0.60% effective July 1, 2003. A copy of the calculation table is attached for information purposes. Again, this ordinance is considered to be a housekeeping measure and funding is available in the operating funds. No budget adjustment is required for this adjustment. The percentage shown includes the annualized cost of their wage increase, the change in premium cost sharing, and the impact of premium inflation for 2003. 3) 2003 includes the second (and final) year implementation of a revised longevity schedule. The Base Wage is being reduced to offset this increased benefit. Effective 1/1/03, an additional 0.5% at 5,10, 15, 20, and 1.0% at 24+ years are added to the schedule. cje 6/19/2003
