HomeMy WebLinkAbout2003-059 Appropriation - Yakima Valley Regional Library ORDINANCE NO. 2003- 59 AN ORDINANCE amending the 2003 budget for the City of Yakima; and making an appropriation of $130,000 in the 000 - General Fund for expenditure during 2003 to increase the allocation of property tax revenue to the Yakima Valley Regional Library. WHEREAS, the amount of $130,000 must be appropriated within the 000 - General Fund for expenditure during 2003 to increase the allocation of property tax revenue to the Yakima Valley Regional Library, and WHEREAS, at the time of the adoption of the 2003 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The amount of $130,000 is hereby appropriated from the Unappropriated Fund Balance in the 000 - General Fund to account number 000 -091 - 431- 0000 - 572.00 -514 as a 2003 appropriation. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. SUBMITTED BY: Cindy Epperson, Financial Services Manager CE CONTACT PERSON /TELEPHONE: Cindy Epperson / 575 -6070 SUMMARY EXPLANATION: During the development of the 2003 budget, a policy issue was presented that described the 2 year implementation of a City -wide plan to serve the So. 72n Avenue /Congdon Annexation Areas. In 2002, the first year the annexation was effective, many of the related revenues, such as sales and utility taxes and per capita state - shared revenue, began to be collected. At that time, Police, Street and Transit services were expanded for this area. However, property taxes were not levied for this area until 2003. The 2003 policy issue included a proposal to spend these property taxes for fire service, library service, and increased staffing for the Municipal Court. Because of the uncertainty regarding the property tax caused by the 2002 Supreme Court decision, which declared the petition method of annexation to be unconstitutional, this policy issue was deferred. Even though the ultimate outcome of the Courts decision is not finalized, 'the City is receiving property tax for this annexed area. An appropriation was recently approved by Council to extend fire service to the area via a contract with West Valley Fire District #12. The additional staffing for the Municipal court is still deferred until the space issues are resolved by the expansion project, and the issue is finally settled. The attached appropriation represents the allocation to the Yakima Valley Regional Library at the rate of approximately $0.40 /thousand of assessed property value (the current City rate for the Library), estimated to be $130,000.
