SUMMARY EXPLANATION The Federal Emergency Management Agency has established
the Firefighters Assistance Program designed to enhance basic fire service delivery throughout
the United States. The Firefighters Assistance Grant provides tools that allow firefighters to do
their job more safely, efficiently and effectively
In March of 2002 the Yakima Fire Department submitted a grant application m the category of
Fire Operations and Firefighter Safety The following items were mcluded m our request.
Structural Personal Protection Equipment, Aircraft Rescue Personal Protective Equipment,
Emergency Medical Personal Protective Equipment, Vehicle Hearing Protection/Communication
Equipment and Wildland Personal Protection Equipment. The City has recently been notified
that an award of $126,720 was granted.
Staff respectively requests that Council approve the attached ordinance, which authorizes an
appropriation of $126,270, split between the Fire Operatmg and Emergency Services Budget.
This represents the total grant awarded to the City, and covers 70% of the cost. The remaining
30% match of $54,115 was already included m the 2003 budget, as this application was pendmg
at the time of budget development.

AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for
City employees to be effective January 1, 2003, amending Subsections
2 20 100 A, 2 20 100 C, 2 20 110 A, and 2 20 110 C, all of the City of
Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20 100 A of the City of Yakima Municipal Code is hereby amended
to read as follows
"2.20 100 Classification Plan
A Plan Adopted. A classification plan for city employees is hereby adopted to be
effective January 1, 2003, which plan shall consist of the various following subsections of this section "

Section 3. Subsection 2.20 110 A of the City of Yakima Municipal Code is hereby amended to
read as follows
"2.20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of January 1, 2003 The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22 030 of this code
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule "

SUMMARY EXPLANATION
The attached resolution authorizes a two (2) year collective barganmg agreement with AFSCME
Local 1122 Mu mcipal Employees for calendar years 2003 - 2004. This contract represents the
result of months of negotiations between the parties.
According to the City's calculations, the 2003 settlement cost for AFSCME Municipal is
estimated to be 3.00% or $428,280 and has been included in the 2003 Budget.

• Wages. 1/1/03 -- 1 16%
1/1/04 -- the base wages m effect on December 31, 2003 shall be
increased b\ a percentage equal to 100% of the average of the US
Cities CPI - W and the Seattle CPI-1N, June 2002 - June 2003, with a
minimum of 1 0% and a maximum of 2.5 %.
•Health Ins: Employee Health Care Premium Contribution. The employee oil\
health care coverage shall be paid for b\ the Citi. effects e Jul\ 1, 2003
through December 31, 2004.
Dependent Health Care Premium Contribution. The City and the
employee shall share dependent Lout health insurance premiums on a
50% by the employer and 50% by the employee basis effective July 1,
2003 through December 31, 2004.
Dental Care Premium Contribution. The City shall pa\ the premium
for the employee and dependent dental insurance effective July 1, 2002
through December 31, 2004.
•Life Ins: The hfe msuuance premium will be paid by the City effective 7/1/03
• Bilingual Pay Increase bilingual pay from S30 /mo to $60 /mo
• Standby Pay Increase standby pay from $1 00 /hr to $1.50 /hr
The attached classification and compensation ordinance reflects the 1 16% wage increase
effective January 1, 2003 shown above. This salary adjustment has been included m the
2003 Budget. The ordinance also includes, as a housekeeping measure, the establishment of a
new classification, Wastewater Pretreatment Crew Leader at Pay Range 17 5 (S3,100.87 to
$3,714.45 per month) as approved by the Civil Service Commission at their January 2003
meeting. A copy of the report is attached for information purposes The cost of this new
classification has been included in the 2003 Budget.
