ORDINANCE NO. 2003- 36
AN ORDINANCE relating to compensation; authorizing bilingual pay for management
employees; enacting as a new section, section 2.20 089 of the City of
Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIIVIA:
Section 1 Section 2.20 089 of the city of Yakima Municipal Code is hereby enacted
as a New Section to read as follows:
"2.20.089 Bilingual pay for management employees.
Effective July 1, 2003, in addition to the prescribed rates of pay and allowances
provided for m this chapter, management employees who have a bilingual capacity shall
receive sixty dollars ($60 00) per month for their work in that capacity subject to prior
written approval from their respective department head and subject to achieving a passing
score on the bilingual/biliterate skills examination conducted under the civil service rules
and regulations and admimstered by the civil service chief examiner Department heads
may waive the testing requirement if the employee can demonstrate to the satisfaction of
the department head, through documentation or otherwise (i.e., court mterpreter
certification from the state of Washington), that the employee has sufficient
bilmgual/bihterate skills.
Management employees employed by the city of Yakima before July 1, 2003, who
demonstrated bilingual/biliteral capacity by achieving a passing score on the civil service
bilingual/biliterate examination and/or by demonstrating bilingual capacity to the
satisfaction of their department head and who received prior approval from their
respective department head shall receive, m addition to the prescribed rates of pay and
allowances provided for in this chapter, thirty dollars ($30 00) per month for their work
before July 1, 2003, m that capacity
As used in this section, the term `management employees' means those positions
identified in Section 2.20 115(2) "

Section 2. This ordinance shall be m full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter

SUMMARY EXPLANATION
Due to changes in the demographics of the population of the City of Yakima within the last 15 years,
there has been an increasing need for bilingual /Spanish speaking individuals in the City's workforce,
to conduct city business To meet this challenge and to better serve the community at large, in 1991,
the City of Yakima established procedures to compensate employees with these skills and to hire
Spanish speaking individuals in safety sensitive positions and specific departments, according to need.
Under this ordinance, effective July 1, 2003 Management employees who are required to use bilingual
skills as part of their job responsibilities shall be compensated sixty dollars ($60) extra per month.
Initially, an additional thirty dollars ($30) per month was negotiated in the AFSCME Municipal
contract to compensate individuals required to utilize these skills as part of their job responsibilities.
Currently, compensation for AFSCME Municipal, AFSCME Transit, and YPPA employees vary The
compensation increased to sixty dollars ($60) for AFSCME Municipal employees, effective January 1,
2003
The attached ordinance is considered a housekeeping measure to authorize Bilingual Pay for
Management employees. This amendment reflects, and formally adopts, the City's past practice to
compensate employees for this skill. The attached ordinance also authorizes an amendment to the
City of Yakima Municipal Code; enacting section 2.20 089 to the Code.
