HomeMy WebLinkAbout2003-028 Fire Training Personnel ORDINANCE NO. 2003- 28 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective July 1, 2003, amending Subsections 2 20 100 A, 2 20 100 C, 2 20 110 A, and 2 20 110 F, all of the City of Yakima Municipal Code BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1. Subsection 2.20 100 A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 100 Classification Plan A Plan Adopted. A classification plan for city employees is hereby adopted to be effective July 1, 2003, which plan shall consist of the various following subsections of this section " Section 2. Subsection 2.20 100 C of the City of Yakima Municipal Code is hereby amended to read as follows. Subsection 2.20 110 A of the City of Yakima Municipal Code is hereby amended to read as follows PERSIX 2003 Work Ordinance (5/20/03) -- 7 -- "2.20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of July 1, 2003 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22 030 of this code The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule " Section 4. As a result of this review, City Admmistration and the Pubhc Safety Committee have approved the reorganization. The recommended reorganization creates a Training Division to include a Training Supervisor and a Training Assistant and a Fire and Life Safety Division to include a Deputy Fire Marshal and Assistant Fire position. These four positions will report to the Deputy Chief of Support Services An organizational chart is attached for reference as Attachment A. The creation of the Training Assistant position is driven by the success and contractual obhgations of the Fire Cadet program through the Yakima Valley Technical Skills Center (YVTech) Funding for the Training Assistant position will be from the contract with YVTech and overtime savings from multiple Fire Department instructors on overtime basis. The report recommending the estabhshment of the Trairung Assistant classification is attached as Attachment B The funding for the Deputy Fire Marshal, Assistant Fire Marshal and Training Supervisor is contained m the 2003 Budget as these functions are currently being performed by Captain and /or Lieutenant employees. Pursuant to Article 33 of the 2001 -2003 Collective Bargaining Agreement between the City of Yakima and the IAFF Local 469 (Fire LEOFF), the parties have negotiated and reached settlement on the wages, hours of work, working conditions, selection criteria and fringe benefits for the new classifications of Trairung Supervisor, Trairung Assistant , Deputy Fire Marshal and Assistant Fire Marshal as outlined in the attached Addendum to the 2001 -2003 Collective Bargammg Agreement. See Attachment C Attachment C also contains negotiated amendments to Article 14 regarding the recruitment, testing and selection process for Fire Lieutenants and Captains Attachment D is the Pay Ordinance which amends the Classification and Compensation Plan to reflect the negotiated salary levels for these new classifications which are Training Supervisor and Deputy Fire Marshal, both at $4,879 - $5,916 per month (10 0% above the current Day Captain salary) and Trairung Assistant and Assistant Fire Marshal at $4,411 - $5,356 per month (10 0% above the current Day Lieutenant salary) •continued • On May 5, 2003, the Fire Civil Service Commission approved the new class specifications related to the reorganization which are attached for information purposes as Attachment E Resolution X Ordinance X Contract Other (Specify) Funding Source APPROVED FOR SUBMITTAL.
