AN ORDINANCE relating to traffic, creating and defining an area for restricting
parking and amending section 9.50 060, all of the Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 9.50 060 of the City of Yakima Municipal Code is hereby
amended to read as follows.
9.50 060 Parking prohibited during certam hours on certam streets.
A. When signs are erected m each block giving notice thereof, no person shall park a
vehicle between the hours specified herein on any day except Sundays and public
holidays within the district or upon any of the streets described herem:
1 Between three a.m. and five a.m.
(1) Both sides of Naches Avenue from Chestnut Avenue to "B" Street;
(2) Both sides of 4th Street from "A" Street to Lincoln Avenue and from Yakima Avenue
to Chestnut Avenue,
(3) Both sides of 3rd Street from Walnut Street to Lincoln Avenue,
(4) Both sides of 2nd Street from Spruce Street to Lincoln Avenue;
(5) Both sides of 1st Street from Spruce Street to Lincoln Avenue,
(6) Both sides of Front Street from Chestnut Avenue to "B" Street;
(7) Both sides of "B" Street from Front Street to Naches Avenue;
(8) Both sides of "A" Street from Front Street to a point east of 3rd Street;
(9) North side of "A" Street from 4th Street to Naches Avenue;
(10) Both sides of "A" Street from Naches Avenue to 6th Street;
(11) Both sides of Yakima Avenue from 6th Street to Front Street and from the railroad
tracks to 6th Avenue;
(12) Both sides of Chestnut Avenue from Front Street to Naches Avenue; (13) Both sides
of Walnut Street from 4th Street to 2nd Street;
(14) South side of Walnut Street from 2nd Street to 1st Street;
(15) North side of Walnut Street from the alley west of 3rd Avenue to 5th Avenue;
(16) Both sides of Chestnut Avenue from 2nd Avenue to 6th Avenue;
(17) Both sides of 5th Avenue from "B" Street to Walnut Street;
(18) Both sides of 4th Avenue from "A" Street to Chestnut Avenue;
(19) Both sides of 3rd Avenue from "A" Street to Walnut Street;
(20) West side of 2nd Avenue from Yakima Avenue to "A" Street;
(21) Both sides of 2nd Avenue from Yakima Avenue to Chestnut Avenue.
B When signs are erected m each block giving notice thereof, no person shall park a
vehicle between the hours specified herein on any day, with the exception of authorized
parking m designated parkmg places reserved for physically disabled persons, or parking
of vehicles displaying the special card, decal or special license plate issued by the
Department of Licensing to persons with special parking privileges as provided by
Chapter 154, Laws of Washington, 1984, within the district or upon any of the streets
described herein.
1 Between nine p.m. and six a.m. of the following day
(1) Both sides of Yakima Avenue between Front Street and 1st Avenue,
(2) Both sides of Yakima Avenue between 3rd A‘ .ue and 4th Avenue,
(3) Both sides of Yakuna Avenue between 6th Avenue and 7th Avenue;
(4) Both sides of Yakima Avenue between 7th Avenue and 8th Avenue;
(5) Both sides of Yakima Avenue between 8th Avenue and 9th Avenue,
(6) Both sides of Yakima Avenue between 9th Avenue and 10th Avenue,
(7) Both sides of South 1st Avenue between Yakima Avenue and Walnut Street;
(8) Both sides of North 1st Avenue between Yakima Avenue and West "B" Street;
(9) West side of North 2nd Avenue between Yakima Avenue and West "A" Street;
(10) Both sides of North 3rd Avenue between Yakima Avenue and West "A" Street;
(11) West side of South 4th Avenue between Yakima Avenue and the first east -west
alley;
(12) Both sides of North 4th Avenue between Yakima Avenue and West "A" Street; —
(13) Both sides of South 5th Avenue between Yakima Avenue and Chestnut Avenue;
(14) Both sides of North 5th Avenue between Yakima Avenue and West "A" Street;
(15) Both sides of South 6th Avenue between Yakima Avenue and Chestnut Avenue,
(16) Both sides of North 6th kvenue between Yakima Avenue and West "A" Street;
(17) Both sides of South 7th Avenue between Yakima Avenue and Chestnut Avenue,
(18) Both sides of North 7th Avenue between Yakima Avenue and West "A" Street;
(19) Both sides of North 8th Avenue between Yakima Avenue and Summitview Avenue,
(20) Both sides of South 9th Avenue between Yakima Avenue and Chestnut Avenue;
2. Between two a.m. and six a.m.
(1) Both sides of Yakima Avenue between North 1st Avenue and North 2nd Avenue;
(2) Both sides of Yakima Avenue between North 4th Avenue and North 5th Avenue;
(3) Both sides of South 2nd Avenue between Yakima Avenue and Chestnut Avenue,
(4) Both sides of South 3rd Avenue between Yakima Avenue and Chestnut Avenue.
3. Between eight a.m, and five p.m. Monday through Friday, except public holidays:
(1) East side of Landon Avenue, between Nob Hill Boulevard and Arlington
Avenue.
4. Between two-thirty p.m. and four - thirty p.m. Monday through Friday, except
public holidays:
(1)East side of South Fourth Street between Walnut Street and Chestnut
Avenue.
C. When signs are erected m each block givmg notice thereof, no person shall park an
unauthorized vehicle on either side of Thud Street between Chestnut and Yakima
Avenues on all Sundays during the months of June through October, inclusive, from three
a.m. until four p.m. For the purposes of this subsection, "unauthorized vehicle" includes
any privately -owned vehicle which has not been authorized by the Yakima Farmer's
Market Association to be present that day for purposes of the Yakuna Farmer's Market.

after its passage, approval and publication as provided by law and by the City Charter

Item: Request from Shields Bag and Printing for Parking Restrictions on
Landon Avenue (

On October 10, 2002 Mr Derik LaFramboise, representing Shields Bag and Print
submitted a written request for consideration by the City of Yakima to restrict on- street
parking on Landon Avenue between Nob Hill Boulevard and Arlington Street. The
purpose of this parkmg restriction was to reduce the possibility of Shield's employees
parking on Landon Avenue durmg daytime hours. Shields continues to develop the Rock
Avenue plant and as additional employee parking is shifted, there is a probability that
some employees may seek to park on Landon Avenue.
In response to this request from Shields, staff sent a letter to the neighborhood on October
30, 2002 mforming them of the possibility for parking restrictions on Landon Avenue
We received one letter (Mrs. Joan Davis, 1006 Landon Avenue) and phone calls from
four other residents (Gary Hinkley, 916 Landon Avenue, Donna Cox, 1010 Landon
Avenue, Rod Chapman, 908 Landon Avenue, and Tera Orasco, 910 Landon Avenue) In
general, the residents wanted to retam parking on both sides of Landon Avenue on the
weekends and durmg the evening hours, but had no problem with a restriction during the
workday on the east side of the street. In fact, when they were informed the reason for
this request from Shields was to limit the locations where employees would park m the
neighborhood, most of the residents supported the idea.
Staff Recommendation: Amend the Yakima Municipal Code (YMC 9.50 060) to
mclude on- street parking restnctions on the east side of Landon Avenue between Nob
Hill Boulevard and Arlmgton Street between the hours of eight AM and five PM,
Monday through Friday

Shields Bag & Printing Co is requesting the City of Yakima to post "'No Parking This Side of
0 Street" signs along the east side of Landon Avenue, between Nob Hill Blvd. and Arlington
Street. Shields Bag & Printing Co recently constructed a fenced employee parking area adjacent
to Landon Avenue in order to accommodate future expansion on Rock Avenue
As we further develop Rock Avenue. we will instruct commercial drivers to proceed to 3
Avenue as the alternative route to our facility In the event they turn on Landon Avenue, the
safety of any pedestrians and their vehicles is our primary concern. The no parking designation
on the east side of Landon Avenue will ensure safe passing of any commercial vehicles should
that occur
Residence on the west side of the street will have street parking available in front of their homes.
Furthermore. there are no pnvate residents on the east side of Landon Avenue thus, eliminating
half of the street parking demand.

A request from Shields Bag and Pnnting has been received by the City of Yakima to
prohibit on- street parking on the east side of Landon Avenue between Nob Hill
Boulevard and Arlington Street dunng the hours of 8 AM and 5 PM, Monday through
Fridays
Shields submitted this request pnmanly as a means to reduce the impact of their
employees parking in the neighborhood during daily plant hour operations
The Yakima City Council will consider this request at their meeting, on March 4. 2003
The meeting begins at 2 PM and will be held in the Citv Council Chambers of City
Hall. 129 North 2nd Street. Yakima. Washington. 98901.

Subject Notification of Parking Restrictions
A request has been received by the City of Yakima to restnct on- street parking along
Landon Avenue between Nob Hill Blvd and Arlington Street. As you know, Landon
Avenue is very narrow in this area and parked cars can create traffic safety hazards and
impair emergency vehicle access. The city of Yakima is considenng eliminating parking
from one or both sides of the street. In general, parking is most often eliminated from the
side of the street where fire hydrants are located, m order to improve emergency vehicle
response.

SUMMARY EXPLANATION
This agenda item is a request from Shields Bag and Prmtmg to prohibit parking on the east side of
40 Landon Avenue between Nob Hill Boulevard and Arlington Street during the hours of 8 AM to 5
PM, Monday through Friday The purpose of this request for parkmg restnctions.on Landon Avenue
is to mums ize the impact of employee parking m the neighborhood.
Shields has completed their employee parking lot located adjacent to Landon Avenue and is gettmg
ready to begin further construction of the Rock Avenue facility As nutigation to the neighborhood,
Shields is proposing to eliminate on- street parking adjacent to the Shields complex during the
workday, in order to discourage employees from parkmg m the neighborhood. Staff has informed the
neighborhood of tlus proposed parking restnction and of this City Council meetmg. In general, area
residents were not opposed to this limitation, as long as evenmg and weekend parking was still
allowed.
Additionally, the Yakima Police Department has requested parking restrictions adjacent to the Transit
Transfer Center to assist m controlling loitermg.
