AN ORDINANCE relating to traffic, changing the speed limit for Walnut Street
between South 6 and South 8 Street, and amending Section
9.50.370 of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 9.50.370 of the City of Yakima Mumcipal Code is hereby
amended to read as follows.
9.50.370 Speed Limits.
In accordance with Section 9.50.360, and when properly signposted, speed limits during
the time specified over and along the streets designated are
A. Fifteen miles per hour
1 On all city alleys at all times not otherwise designated or officially signposted,
B Twenty miles per hour on all unpaved streets and the following streets
1 6th Avenue from Spruce Street to Division Street,
2. Cornell Avenue from Division Street to Nob Hill Boulevard,
3 12th Avenue from Arlington Street to Nob Hill Boulevard,
4 15th Avenue from Nob Hill Boulevard to Prasch Avenue,

passage, approval and publication as provided by law and by the City Charter

SUMMARY EXPLANATION:
The City of Yakima Traffic Engineering Division respectfully submits this item for Council
consideration to amend the Municipal Code reducing the posted speed limit on Walnut Street
between South 6 and South 8 Streets from 30 MPH to 25 MPH. This request was referred to
Traffic Engineenng from the Yakima Police Department, in response to neighborhood concerns
about speeding m a residential area.
The attached staff report provides detail regarding the recommendation.

STAFF RECOMMENDATION Staff recommends City Council approve the amendment to
Yakima Municipal Code 9.50.370, Speed Limits for Walnut Street between South 6 and South
8 Street.
BOARD RECOMMENDATION
COUNCIL ACTION Maud Scott requested additional traffic mitigation for that
neighborhood. Citing statistics on the large number of
children in the area and large number of non - neighborhood
vehicular traffic, she requested a traffic study be done.

Subject: Request from Yakima Police Department for Reduced Speed Limit on
Walnut Street between South 6th and South 8 Street

The Yakima City Police Department was contacted in early March, 2003 by a citizen
(Higinio Coronel, 2051/2 S 7th Street) requesting a reduction in the posted speed limit
from 30 MPH to 25 MPH on Walnut Street between South 6 and South 8 Street. The
reason stated for the speed limit reduction was excessive speeds in a residential
neighborhood, as well as the presence of school children walking in the morning and
afternoon. The Yakima Municipal Code currently specifies a 30 -mile per hour (MPH)
speed limit on Walnut Street from 8 Street to South 5 Avenue
The Yakima Police Department recommended consideration of this request to Traffic
Engineering as they confirmed speeding in the area and the 30 MPH zone is not
consistent with the residential nature of the area.
Existing Conditions East Walnut Street transitions from a four -lane street to a two -lane
street at the intersection of South 6 Street. The subject street segment (between 6 and
8 Street) is primarily low density residential, except the commercial use at the
intersection of 6 Street and Walnut (formally Roy Market, now the "Indoor Swap -
meet").
The street classification of Walnut Street changes from a Minor Arterial (west of South
6 Street) to a Collector Arterial (east of South 6 Street). As previously noted, the street
also changes from a 4 -lane to a 2 -lane street at South 6 Street. Traffic counts drop from
9900 Average Daily Trips (west of South 6 Street) to 4700 Average Daily Tnps (east of
South 6 Street).
Other Collector Arterial streets with a 25 MPH posted speed limit include the following
Powerhouse Road (Lincoln Ave to Castlevale Rd),
Viola Avenue (South First Street to 18 Street)
River Road (16 Avenue to Fruitvale Blvd)
Castlevale Road ( Fruitvale Blvd to Powerhouse Rd)
Recommendation: The Yakima City Police Department and the City of Yakima Public
Works Traffic Engmeenng Division recommend reducing the speed limit on Walnut
Street between South 6 Street to South 8 Street from 30 MPH to 25 MPH.
