AN ORDINANCE amending the 2003 budget for the City of Yakima, and making
an appropnatlon of $154,000 m the 370 - Convention Center
Capital Fund for expenditure durmg 2003 to purchase property
to construct a parking lot.
WHEREAS, the amount of $154,000 must be appropnated within the 370 -
Convention Center Capital Fund for expenditure durmg 2003 to purchase property to
construct a parking lot, and
WHEREAS, at the time of the adoption of the 2003 budget it could not
reasonably have been foreseen that the appropnatlon provided for by this ordmance would
be required, and the City Council finds that an emergency exists of the type contemplated
by RCW 35.33 091 and that it is m the best mterests of the City to make the appropnation
herem provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $154,000 is hereby appropnated from the
Unappropriated Fund Balance m the 370 - Convention Center Capital Fund to account
number 370 - 370 - 328 - 0000 -594 75 -610 as a 2003 appropriation.
Section 2. This ordmance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter

SUMMARY EXPLANATION
Attached is a resolution authorizing acquisition of property located at 104 & 106 No 8th Street from
WestCoast Hospitality Limited Partnership (a copy of the legal description is attached to the resolution)
The acquisition of these lots will complete the parking required for expansion of the Yakima Convention
Center
The City obtained an independent appraisal of the properties, which reported the fair market value to be
$140,000 WestCoast purchased the properties in 1998 for $130,552 and then incurred additional costs of
about $25,000 to ready the properties for paving WestCoast agrees to accept $154,000 as a fair and
reasonable amount for these properties, which is within the established range of a 10% variance from the
appraised value
Also attached is an ordinance which authorizes the funds to be expended from the 370 Convention Center
Capital Fund.
